l 25 maggio di quest'anno
I Renzo Piano, uno degli
architetti più famosi del
mondo, ha presentato nel Porto
Antico di Genova “l’affresco”:
il suo sogno per il futuro della
città.
Un sogno estremamente concre-
to, che individua le linee-guida
di sviluppo urbano per una
Genova in cui si lavori e si viva
sempre meglio. Un sogno (di cui
B2L, riferisce dettagliatamente
nelle sue pagine interne) che
era cominciato a maturare quan-
do il Presidente di Regione
Liguria, Sandro Biasotti, chiese
al grande architetto genovese di
renderci tutti più padroni del
nostro destino grazie a una
Visione condivisa e proiettata
nel tempo. Renzo Piano lo ha
fatto, ma ad una condizione:
che fosse un suo personale
“dono” alla nostra gente.
Qui di seguito riportiamo le
dichiarazioni del Presidente
Biasotti che ha personalmente
voluto e saputo creare le condi-
zioni perché tale prestigiosa
“donazione” avvenisse.
“Il mio unico merito - ci dice -
è stato quello di bussare alla
porta dello studio di Renzo
Piano sei mesi fa, pregandolo
di ridisegnare il porto.
Inizialmente la risposta fu un
‘no’. Ma avevo capito che non
era un vero rifiuto ed infatti 15
giorni dopo è diventato un ‘ni’.
Poi un ‘si’.
Io cercavo qualcuno che risolves-
se le attuali contraddizioni fra
crescita del porto e città, rias-
sunte in un Piano regolatore por-
tuale che sui riempimenti a Voltri
scrive tutto e il contrario di
tutto, che vorrebbe spostare il
Porto Petroli ma non dice dove,
con un aeroporto non più a
norma e che funziona solo grazie
alle deroghe.
Ora, dopo sei mesi di elaborazio-
ne, l’affresco di Piano rispetta
tutte le condizioni gli che indicai
come pregiudiziali e che lo stes-
so Renzo Piano condivise. Cioè -
innanzi tutto - il rifiuto di nuovi
riempimenti.
Grazie alla generosità intellet-
tuale, al genio di questo archi-
tetto genovese che tutto il
mondo ci invidia, abbiamo un
progetto dove non si perdono
posti di lavoro offrendo un qua-
dro organico di razionalizzazio-
ne. Un disegno che significherà
- tra l’altro - grandi investimen-
ti: 4 miliardi di Euro in diciotto
anni, da Voltri alla Fiera.
Investimenti - va ricordato - che
si aggiungono agli 11 già previ-
sti per le Grandi Opere di infra-
strutturazione: Terzo Valico,
raddoppio autostradale del
Ponente ligure, nodo ferroviario
genovese, Pontremolese,

n 25 May this year Porto
O Antico in Genoa was the
venue for a presentation by
Renzo Piano, one of the world’s most
famous architects, of “the fresco”:
his dream for the city’s future.
An extremely concrete dream, setting
out urban development guidelines for
a Genoa that offer its inhabitants even
better working and living conditions.
A dream (see inside pages of B2L for
more detailed report) that was
triggered off when the President of
the Regione Liguria (Liguria Regional
Authority) Sandro Biasotti asked the
great Genoa born architect to give us
more control over our destiny with a
shared Vision projected over time.
Renzo Piano complied with this request,
but on one condition – that it be his
personal “gift” to our people.
The story is told below by President
Biasotti, who personally wanted and
managed to create the ideal conditions
for this prestigious “donation”.
“I can only take credit”, he tells us,
“for being the one who knocked at
the door of Renzo Piano’s workshop
six months ago, asking him to
redesign our port. Initially
his answer was no. But I
knew this was not a real
refusal and in fact 15 days
later it became ‘maybe’;

I was looking for someone to resolve
current inconsistencies in the growth of
the port and the city, summarised in
an urban development plan full of
contradictions regarding the Voltri
landfill site, which wants to move Porto
Petroli without specifying where, with an
airport that is no longer compliant
with the law and which is only in
business thanks to special dispensations.
Now, after six months processing,
Piano’s fresco respects all the preliminary
conditions I laid down, which Renzo Piano
himself agreed upon. Above all, in other
words, no more new landfill sites.
Thanks to the intellectual generosity
and genius of this Genoa architect that
the whole world envies us, we have a
project where no jobs will be lost and
which offers an organic outline of
rationalisation. A plan that among
other things will call for great
investment: 4 billion Euros in eighteen
years from Voltri to the Fiera.
Investments that must be added to the
11 already scheduled for the Great
Infrastructure Works: the Terzo Valico
(third mountain pass), doubling of the
motorway lanes on the Western Liguria
coast, Genoa’s railway junction,
Pontremolese, the Voltri bypass.

chine che, a ponente, si renderanno
disponibili in seguito alla soppres-
sione delle attività industriali.
Ecco, dunque, che la traslazione a
mare della pista dell’aeroporto
costituisce una scelta necessaria,
quasi obbligata, se si vuole ottene-
re un’efficace operatività portuale a
grande scala. Con questa sola mossa
si otterranno, infatti, diversi risul-
tati di grande momento.
In primo luogo si avrà uno sviluppo di
banchina, pressoché ininterrotto di
circa otto chilometri, dotato di ampie
superfici di manovra. L’andamento ret-
tilineo del nuovo
porto attrarrà final-
mente le grandi
navi post-panama
che oggi disertano
lo scalo genovese.
Queste potranno
facilmente imboc-
care a levante il
canale di calma esistente, effettuare le
operazioni d’imbarco e sbarco in tempi
particolarmente rapidi, quindi uscire
agevolmente a ponente. Infine, tutto
lo specchio acqueo portuale sarà
finalmente svincolato dalle servitù
imposte dall’aeroporto e, nel contem-
po, la compattezza e la linearità del-
l’impianto permetteranno una miglio-
re accessibilità stradale e ferroviaria.

At this point moving the airport
runway out to sea becomes a

want to achieve effective large-scale

practically uninterrupted for almost
eight kilometres, with plenty of room
for haulage. The rectilinear course of
the new port will finally attract the
large post-Panama ships that for the
moment have

Genoa harbour.

entrance channel,

sail again without problems to the
west. Finally, the whole area of water
in front of the port will no longer
have to grant right of way to the
airport and at the same time the
compactness and linearity of the
complex will enable better road and
rail access.

line. In this way a seafront
promenade would be formed,
starting from the Darsena and
continuing uninterrupted to
Boccadasse. Once the Sopraelevata
(Flyover) has been replaced by an
underwater tunnel, studies could be
made for an effective link between
the new seafront and Via Madre di
Dio, Sarzano hill and the Historic
City Centre. There, conversion of
this area of the port would then
enable the problem of stagnation of
its internal waters to be tackled. It
is planned in fact to bring the sea
back as close as possible to the
Malapaga Walls, digging on both
sides of the Molo Vecchio, if
possible until the ancient walls are
uncovered. An underwater pipe
could then link the water in Calata
Marinetta to that

and with that of the Fiera.
The dry docks positioned as a
comb along the Molo Giano could
be almost completely maintained
so as to allow, initially, gradual
transfer of the shipyard
businesses, with the berths for old
ships to be set up, as elsewhere,
for hotel use.
