Strategia sui cambiamenti climatici

In 100 pagine, la Strategia sulla riduzione delle emissioni dei gas a effetto serra poggia su tre capisaldi: riduzione
della domanda di energia, accelerazione delle rinnovabili e della produzione di idrogeno, potenziamento e
miglioramento delle superfici verdi per assorbire la CO2. Intervento ‘incisivo’ altrimenti il ritmo attuale sarebbe
insufficiente per gli obiettivi al 2050

nazionale di lungo periodo sui cambiamenti climatici. Ora (verrebbe da dire). Ora, che il comico
fondatore del M5s chiede un pentastellato alla guida del ministero della Transizione ecologica,
qualora il presidente del Consiglio in pectore Mario Draghi decida di istituirlo nel caso sciogliesse
la riserva positivamente sull’incarico assegnatogli dal capo dello Stato.

(ENHANCEMENT) and improving green areas to absorb (CAPTURE) CO2. 'Incisive' intervention, otherwise the

poggiano su tre capisaldi: riduzione della domanda di energia, grazie soprattutto al calo della mobilità
privata e dei consumi in ambito civile; decisa accelerazione delle rinnovabili e della produzione di idrogeno;
potenziamento e miglioramento delle superfici verdi, per aumentare la capacità di assorbimento di CO2.

The contents of the 'Long-term strategy on the reduction of greenhouse gas emissions' (this is the
full title) – developed as part of the commitments of the Paris Agreement that invites signatory
countries to communicate by 2020 (so the transmission is a bit late compared to the deadline) their
'Long-term low greenhouse gas emission development strategies' to 2050 –
they are based on three cornerstones: reduction of energy demand, thanks above all to the decline in
private mobility and consumption in the civil sector; decisive acceleration of renewables and hydrogen
production; strengthening and improvement of green surfaces, to increase the co2 absorption capacity.

L’intervento incisivo su queste tre leve – viene spiegato dal ministero – “si renderà necessario perché il
mero ‘trascinamento’ delle tendenze attuali, per quanto virtuoso, sarebbe insufficiente a centrare il target
fissato per il 2050”. Per questo è “necessario prevedere un sostanziale cambio del ‘paradigma energetico
italiano’ che, inevitabilmente, passa per investimenti e scelte che incidono sulle tecnologie da applicare,
sulle infrastrutture ma anche sugli stili di vita dei cittadini”. 

“L’Italia – osserva il ministro dell’Ambiente Sergio Costa – con l’elaborazione di questa Strategia si
conferma tra i Paesi più attivi e motivati per il raggiungimento del target della Cop 21, che è quello
di mantenere il riscaldamento globale entro il limite di 1,5-2 gradi” di incremento delle
temperature medie globali. “Siamo consapevoli – continua Costa – che per raggiungere la
cosiddetta neutralità climatica entro 30 anni saranno necessarie scelte coraggiose e profondi
cambiamenti nel tessuto socio-economico come nei nostri stili di vita. Ma la sfida climatica è la
sfida strategica per il futuro dell’umanità e non possiamo permetterci di perderla”.

Strategy confirms itself among the most active and motivated countries for the achievement of the
COP 21 target, which is to keep global warming within the limit of 1.5-2 degrees" of increase in
global average temperatures. "We are aware – continues Costa – that to achieve the so-called
climate neutrality within 30 years will require courageous choices and profound changes in the
socio-economic fabric as in our lifestyles. But the climate challenge is the strategic challenge for
the future of humanity and we cannot afford to lose it."

Per il ministero si tratta di “una trasformazione importante e radicale, quella prospettata dalla Strategia di
lungo periodo che dovrà permeare tutte le politiche pubbliche, in un percorso di ampia condivisione. Primi
passi in tal senso sono stati effettuati con la trasformazione del Cipe, il Comitato interministeriale per la
programmazione economica, in Cipess, il Comitato interministeriale per la programmazione economica e lo
sviluppo sostenibile”; e anche “con l’avvio del Green deal”.

Per chiudere il gap emissivo e arrivare alla neutralità climatica saranno “necessarie scelte politiche a elevato
impatto sociale ed economico, tecnologie ancora non pronte in parte perseguibili solo su base europea,
nonché una condivisione a livello internazionale del processo di decarbonizzazione”. La Strategia sui
cambiamenti climatici, costruita in linea con il Piano nazionale integrato energia e clima (Pniec), deve
essere considerata “uno strumento ‘dinamico’, che avremo modo di aggiornare e integrare, anche per
tenere pienamente conto dei processi di revisione degli obbiettivi energetico-ambientali nazionali
attualmente in corso a livello europeo, e delle scelte conseguenti che si faranno per un rilancio economico in
chiave sostenibile con il Piano per la ripresa e la resilienza”.

European basis, as well as an international sharing of the decarbonization process". The Strategy on Climate
Change, built in line with the National Integrated Energy and Climate Plan (Pniec), must be considered " a
'dynamic' tool, which we will be able to update and integrate, also to take full account of the processes of
revision of the national energy-environmental objectives currently underway at European level, and the
consequent choices that will be made for an economic relaunch in a sustainable key with the Recovery Plan
and the resilience".

Nelle 100 pagine del documento “vengono individuate le tipologie di leve attivabili per raggiungere al
2050 la neutralità climatica: una riduzione spinta della domanda di energia, legata in particolare ad un
calo dei consumi per la mobilità privata e dei consumi del settore civile; un cambio radicale nel mix
energetico a favore delle rinnovabili, coniugato a una profonda elettrificazione degli usi finali e alla
produzione di idrogeno; un aumento degli assorbimenti garantiti dalle superfici forestali (compresi i suoli
forestali) ottenuti attraverso la gestione sostenibile, il ripristino delle superfici degradate e interventi di
rimboschimento”.

La Strategia – chiude il ministero – individua così i possibili percorsi per raggiungere nel nostro Paese al
2050 “una condizione di ‘neutralità climatica’, nella quale le residue emissioni di gas a effetto serra sono
compensate dagli assorbimenti di CO2. Un obiettivo in linea con quello indicato dalla presidente della
commissione Ue Ursula von der Leyen”.

In the 100 pages of the document "the types of levers that can be activated to achieve climate neutrality

The Strategy – the ministry concludes – thus identifies the possible paths to achieve in our country by 2050
"a condition of 'climate neutrality', in which the residual emissions of greenhouse gases are offset by the
absorption of CO2. A goal in line with that indicated by the president of the EU commission Ursula von der
Leyen".

At current emission rates, the world will soon exceed the 2°C threshold of global warming.

E’ un valore più alto di quello accettato e preso come riferimento dal panel intergovernativo sui
cambiamenti climatici dell’Onu. Secondo le rilevazioni più recenti, il riscaldamento globale ha già

Qui entra in gioco l’importanza di raggiungere al più presto la neutralità climatica. Con zero
emissioni nette di carbonio, il superamento della soglia dei +2°C di riscaldamento globale
potrebbe essere ritardata anche di secoli. Questo perché la neutralità climatica, se adottata su
scala globale, permetterebbe di bilanciare l’aumento già previsto a causa della concentrazione di
CO2 in atmosfera. Secondo gli autori dello studio, si

tratterebbe di uno sviluppo decisivo, perché darebbe alla società il tempo di adattarsi, anche
trovando soluzioni tecnologiche.

According to the authors of the study, this would be a decisive development, because it would give
society time to adapt, even finding technological solutions.

carbonio non inizia a scendere a un ritmo 5 volte superiore a quello attuale. Il bagno di realtà
dopo la sbornia di annunci sugli obiettivi climatici di questi mesi – complice anche l’anniversario
dell’accordo di Parigi – arriva da uno studio di PwC.

Secondo il rapporto di PwC Net Zero Economy Index, l’unico modo per rispettare davvero
l’obiettivo della neutralità climatica e, congiuntamente, mantenere il riscaldamento globale sotto
gli 1,5°C come pattuito a Parigi, è accelerare il passo della decarbonizzazione. E di molto.

minimi che sarebbero necessari. La carbon intensity, infatti, dovrebbe calare ben dell’11,7%
l’anno. Se si prende la media storica come riferimento, d’ora in poi dobbiamo correre a una
velocità 7 volte maggiore.

Il messaggio d’allarme è chiaro: è impensabile tornare al business as usual, la ripresa post


pandemia deve essere davvero verde o la neutralità climatica resterà un miraggio. PwC calcola che
“sulla base delle tendenze attuali nel consumo di energia e nella generazione di emissioni di CO2, il
bilancio globale di carbonio del secolo si esaurirebbe entro la fine di questo decennio”.

Quello di PwC è l’ultimo di una serie di rapporti pubblicati di recente che mettono a fuoco le
difficoltà della sfida di raggiungere la neutralità climatica e rispettare Parigi. Se si incrociano i dati
sulle emissioni globali e le proiezioni future contenute nel Global Carbon Report 2020 e
nell’Emission Gap Report dell’Unep, infatti, emerge che l’unico modo per restare entro gli 1,5°C
sarebbe quello di tagliare le emissioni di un volume quasi pari al crollo causato quest’anno dalla
pandemia (circa l’8%), per ogni anno da qui al 2030.

“L’ondata di imprese, investitori e governi che si impegnano a raggiungere ambiziosi obiettivi netti
zero nel 2020 è un segnale promettente che sta emergendo un senso di urgenza condiviso”,
commenta Celine Herweijer di PwC. “Abbiamo poco più di due cicli economici per trasformare
ogni settore dell’economia globale e dimezzare le emissioni globali. In parole povere, siamo nel
decennio cruciale”.
