is used to express ability in all the tenses, so it substitutes can in all the missing tenses.
Si usa per sostituire can in tutti i tempi mancanti, nel significato di abilità.
She has never been able to learn Japanese. Non ha mai potuto imparare il giapponese.
Next month I will be able to drive a car. Il prossimo mese potrò guidare la macchina.

Could Could + infinitive without to
It is generally the past and conditional of can. Generalmente è il passato e condizionale di can.
Both could and was/were able to express ability in the past, but:

Could esprime abilità/capacità permanente o abituale in passato:
