Why e-Pension Portal?

KVS had decentralized the Sanction of Pension and other retirement benefits of Post Graduate
Teachers and below of KV level with effect from 01-07-1999 at respective Regional Office.
Thereafter Deputy Commissioners of the respective Regions were authorized to issue Pension
and retirement benefits from 01-01-2017 for the Officials of Regional Offices up to Section
Officer Level.

• The PPOs issued by Regional Office/ZIETs/KVS HQ have to reach SBI Parliament


Street Branch, situated in New Delhi. Thereafter the same was forwarded to the
concerned CPPC of SBI for onward transmission to the Payer Branch of the concerned
Pensioner. This would entail a time lag.

• The present pension processing system has the following limitations: -

❖ Calculation errors.
❖ Availability of PPO to Pensioners and other stake holders.
❖ Ease of processing.
❖ Record keeping.

To overcome all of the limitations mentioned above, it was decided to have e-Pension Portal.
After due procedures, Indian Bank has been assigned the task of developing the URL based
web application for the e-Pension Portal.

The URL based web application operated through any web browser. The basic requirement
for processing web-based application is an internet connected computer having any windows
operating system and this web application can also be accessed through mobile phones.

The URL for the web application is:-

I. Organizational Structure of e-Pension Portal

Joint Commissioner (Finance), KVS HQ will be Super Admin, Deputy Commissioner (Fin) of
KVS HQ and all Deputy Commissioners of ROs and Directors of ZIETs are placed as Admin(s)
under Super Admin. The Admins will be sanctioning and issuing PPOs and retirement
benefits. The Admin will create Sub Admin(s), all Principals of KVs concerned and others
users at ROs under their administrative control. The Principal, Sub Admin will create users
under their jurisdiction.

After approval of Competent authority, PPO should be verified and issued and
which will be automatically remitted to Pensioner’s email id, Indian Bank email
id and all other stake holders

1. How to start using the Pension Automation Application

The web application can be accessed through the following URL:-

2. Creation of Admin(s) by Super Admin


Super Admin, Joint Commissioner (Finance) had created Deputy Commissioner KVS
RO/Director ZIET as Admin users and their roles are assigned. Employee Code is used as
User name. After receiving User name from Super Admin, all Admins (DC KVS RO/ZIET)
are required to create their own password.

3. How to Create Password or Reset Password


Admin Login to https://allbankcare.in/ind_pension/login.aspx
➢ Fill the user name (employee code) of DC KVS RO/Director ZIET
➢ Fill the Captcha
➢ Click on Forget Password

For resetting password once again fill the user name
➢ Select KVS, Click on Get OTP

Admin will receive OTP on the mobile number submitted to KVS HQ.

➢ Verify the OTP


➢ Create new Password as prompted.

Your Password Must be between 8 and 32 Characters and Should Contain at least One Small Letter,
One Capital Letter, One Number and One Special Character i.e. ~! @ # $ % ^ & *

This exercise is applicable in all cases of change of Password of all the users at any point of time

➢ Type the new password and confirm the password

A Popup message will appear on the screen “Success Password Changed”.

➢ You will be prompted to login once again with your user id and newly created
password.
➢ Login with Admin user name and password.

4. How to Add Sub Admin (Principal) and Officials of respective RO/
ZIET & to change the details of Admin / Officials of RO on Transfer
/ Retirement / New Appointment etc.
Admin (DC) will login with username and password
➢ Click on Menu
➢ Click on User Maintenance

You will be prompted to add the employee code


➢ Add the employee code & click to Proceed

You will be prompted to fill the primary details of Admin/Officials of RO/ Director ZIET

➢ Fill the details & click to Add

System will show as Success! Employee updated

This exercise can be repeated whenever an Admin/Officials of RO is being changed due to


transfer/retirement/new appointment etc.

5. How to Assign Role of Sub Admin / Officials of RO


Admin (DC) login with username and password

➢ Click on Menu
➢ Click on Admin Role Maintenance
➢ Add the employee code

Once you fill the employee code of the Official added, his/her details will appear on the right
side of the screen and you need to assign the role. In case of Principal(s) (Sub Admin)
respective KV only can be selected as he/she is posted in the particular KV.

In case of Officials of RO all KVs/RO can be selected from the list.

➢ Then click on Assign Role

➢ Click and select the check box as applicable

The system will show as “All the Officials have been assigned to the selected employee”

Thus, Officials are added and assigned their respective role.

6. How to update/change a user
Admin (DC) login with username and password

➢ Click on Menu, Click on User maintenance


➢ Update the details (designation/mobile no./email id etc.)
➢ Click on Modify.

System will show as Success! Details updated

7. How to change an assigned Role
➢ Click on Menu
➢ Click on Admin Role Maintenance
➢ Add the employee code
➢ Update the Role

System will give a Message “All Officials have been assigned to the selected employee.”

8. How to Login as Sub Admin (Principal)
All DC KVS RO will create Principals of their respective regions as Sub Admin. Their
Roles as Sub Admin will be assigned for their respective KVs.

Once users are created and role is assigned by DCs, system will send an email
notification to respective Sub Admin.

Sub Admin (Principal) may login:

https://allbankcare.in/ind_pension/login.aspx

➢ Fill the user name (employee code) of Sub Admin


➢ Click on Captcha
➢ Click on forget pass word
How to create password and reset password of Sub Admin
➢ Fill the user id
➢ Select KVS, Click on Get OTP

You will be receiving OTP in your mobile number submitted at KVS RO.

➢ Verify the OTP

Create new Password as prompted.

Once again login with Admin (Principal) user name (employee code) and new password.

9. How to create Dealing Hand at KV Level
Principal will login with their respective user name & password.

➢ Click on Menu
➢ Click on user maintenance

➢ Add the details of Dealing hand click on Add

Dealing Hand name is added as a user / updated as user

10. How to assign role to Dealing Hand of KV
Principal KV should Login as Sub Admin with user name & password.

➢ Click on Menu
➢ Click on Admin Role Maintenance

➢ Click on Menu
➢ Click on User Maintenance

You will be prompted to add the employee code

➢ Select the KV

Dealing Hand’s Role is Assigned.

Similarly, Deputy Commissioners of ROs/Directors of ZIETs may add their Officials, after
login as Admin.

11. How to Create Pension of PGTs and below at KV level
KV Dealing Hand will login with his login credentials

➢ Click on Menu – Click on Pension creation

➢ Fill the employee code of retiring Official

➢ Click on to basic details

Fill the basic details, thereafter pension details, Commutation details, Gratuity details, Family
Pension and Other details.

During or after filling the data you can save the data. The saved data can be modified or
submitted to Principal any time by typing the employee code in pension creation.

Dealing Hand will submit the data to the Principal after filling and verifying the data.

12. How to add list of retiring employees
Login at e-Pension Portal with KV DH login credentials (L1 user)

Click on Add Retiring Employee

Add the employee code of retiring employee

➢ Fill the primary details of retiring employee
➢ Click on Delete if details are not correct
➢ If the details are correctly filled, click to Save

Similarly, you may add the details of retiring employees.
