and working in Italy with under-qualified work. In Peru: the families of
the 250 migrants who want to improve their skills .
Final beneficiaries8 Immigrants coming from the two PeruvianPeruvian Provinces (Puno and
Trujillo) and one of the main districts of Lima (San Juan de Lurigancho),
and their families.

Main activities
ER1- Planned activities: 1) Study on training needs, retraining of
migrants in Italy; 2) study on training needs, retraining of family
members of migrants (in Peru); 3) promotion of a service of advice and
support on entry into employment and entrepreneurial activities of
migrants in Italy, 4) formation and opening of counters of legal and
entrepreneurial advice for the families of migrants (in Peru); 5) start
up, support and accompanying economic activities for the relatives of
migrants in Peru, 6) monitoring and evaluating the impact and SWOT
analysis.
ER2-Planned activities: 1) Analysis of the system of qualification
recognition obtained in Peru and in Italy; , 2) implementation of
agreements between Italian and PeruvianPeruvian universities for
educational qualification;, 3) consulting service for recognition of
educational qualifications of migrants at migrants associations,
consulates, trade unions and main meeting points,; 4) promotion of an
information service and assistance in universities for recognition of
educational qualifications of migrants;, 5) monitoring and evaluation.
ER3-Planned activities: 1) seminars for migrants and their families
about the importance and functioning of the associated structures,, 2)
establishment of associations of families’s of migrants;, 3) courses on
the operation and management of associative structures; , 4) early
involvement of project staff in the management of associations;, 5)
monitoring and evaluation.
2.2 1.2 Relevance to the particular needs and constraints of the target country/countries, rregion(s)
and/or relevant sectors (including synergy with other EC initiatives and avoidance of duplication).
The proposal adopt the notion of cultural and social capital has theoretical tool to project the action (J.
Jacobs 1961; P. Bourdieu 1983; J. S. Coleman 1988; R. D. Putnam ;1993; 2000). Increasing evidence shows
that social capital is decisive for societies to prosper economically and for development to be sustainable.
Social capital, when enhanced in a positive manner, can improve project effectiveness and sustainability by
building the community’s capacity to work together to address their common needs, fostering greater
inclusion and cohesion, and increasing transparency and accountability. The notion of social capital with
regard to economic and societal development and by management experts has became a way of thinking
about organizational development. Social capital manifests itself across many dimensions and contexts,
exerting powerful influence on how people and institutions operate(World Bank, 1999). In order to translate
the theory of Social Capital into a more practical construct, the main goal of this framework is to provide a
guide on how SC can be incorporated into operations. The main activities will be directed through strategies
for designing, implementing, monitoring, and evaluating effectiveness of CDD operations. Adopting the
conceptual map above described the action is projected focusing on:
On behalf of SC, the data demonstrate that PeruvianPeruvians immigrants in Italy have shown a special
aptitude for the realization of business activities, creation of association and enterprise. One of the founding
principles of the Union Treaty (Art.43) provides that citizens of Member States to establish themselves
freely between EU countries to do business (“the principle of freedom of establishment”).
Just to make this principle working it has been built a system that ensures the qualification of entrepreneurs
who plan on moving into other EU countries. A first set of directives called for eight professions a
mechanism of automatic recognition (lawyer, architect, obstetricians, general practitioners, nurse, dentist,
pharmacist, veterinary). The assumption is that the entitlement, to carry out that activity, obtained in any EU
country is valid everywhere in the European Union. In other words, it generates an automatic recognition in
other EU countries. This is made possible by the process of standardization of courses and training content
This proposal involves 250 peruvianperuvian migrants with qualified titles, that live and work in Italy with
under qualified job and their families who want to improve their skills. They are from two provinces of Peru
(Puno and Trujillo) and one of the main districts of Lima (San Juan de Lurigancho) that were, according to
the PeruvianPeruvian Statistical Institute, the main places of last residence of PeruvianPeruvians who have
migrated abroad. As matter of facts among the provinces of Peru, Puno occupies the 4 th place ,Trujillo
occupies the 6th place and, among the districts, San Juan de Lurigancho (Lima) occupies the 4 th place.
The basis for the choice of above partners in Peru is determined by the results of different researchess
carried out by the University of Padova and the Universidad Nacional de Trujillo, who as previously
mentioned, have an ongoing experience of exchange and mutual cooperation.
This studies has underlined that in Peru doesn’t existe an appropriate political view for immigrants who live
abroad and at the same time in Italy is very difficult for immigrants to find a qualified job.
In addition, it is worth to underline that the other partner COPEI (Coordination of Peruvianperuvian
pprofessionals and entrepreneurs in Italy) and the province of Puno have already started initiatives of
cooperation for which they have established relationships with local authorities to develop targeted
action to support tourism.
Finally the project aims to respond to the exploitation of the PeruvianPeruvian capital of migrants in
Italy and their families in Peru, and is devoted to meet one of the most pressing problems of migration:
Detected problem:
Many qualified migrants are not able to fit into jobs that match their skills.
Problem causes:
a. Lack of information programs, education and professional training to help job placement of
migrants both in the countries of destination and in origin country (Peru);
b. Scarcity of migrants who manage to have their qualifications or qualifications recognized;
c. Shortage or absence of support provided by the structures associated with migrants in Italy and
their families in Peru
As already mentioned, according to the data ISTAT the PeruvianPeruvian citizens regularyregularly present
in Italy are 77.629 of which 30.883 are men and 46.746 are woman. Since 60,2% of PeruvianPeruvian
presence in Italy are woman, this project is specially directed on women workers and their families in Peru
for rejoining family reason. One other important element that enforce us to develop activities in favour of
this immigrants is that these two provinces (Puno and Trujillo), where the majority of the PeruvianPeruvian
immigrants came from, are the poorest and more disadvantage provinces of Peru.
In that context we identified with our partners, this initiative has the objective to contribute to the
enhancement of cultural capital (or social) of migrants in Europe and in the country of origin.
Specifically, it will help to increase the number of skilled or specialized migrants (and their
families) who manage to fit into jobs that match their skills (for inclusion in Italy and Peru for their
families).
Expected result No. 1: Implement information programs, training, retraining, support for
entrepreneurial initiatives aimed at migrants in both Italy and in the country of origin (Peru);
Planned activities: 1) Study on training needs, retraining of migrants in Italy, 2) study on training needs,
retraining of family members of migrants (in Peru), 3) training, retraining and rehabilitation of migrants
in Italy and their families in Peru, 4) promotion of a service of advice and support on entry into
employment and entrepreneurial activities of migrants in Italy, 5) formation and opening of counters of
legal and entrepreneurial advice for the families of migrants (in Peru) 6) start up, support and
accompanying economic activities for the relatives of migrants in Peru, 7) monitoring and evaluating the
impact and SWOT analysis.
Expected result No. 2: Increase the number of migrants who manage to have their qualifications
recognized.

Expected result No. 3: Create and strengthen associative structures of migrants in Italy and of
their families in Peru.
Planned activities: 1) seminars for migrants and their families about the importance and functioning of the
associated structures, 2) establishment of associations of families of migrants, 3) courses on the operation
and management of associative structures , 4) early involvement of project staff in the management of
associations, 5) monitoring and evaluation.
The initiative will be developed and implemented through collaboration and specific actions of
each partner. In particular,” La Sapienza University of Rome”, applicant of this proposed project , will
take charge of overall coordination of actions, both in Italy and in Peru and of financial management.
The Coordination of PeruvianPeruvian professionals and entrepreneurs in Italy (COPEI) will
encourage, their members and PeruvianPeruvian immigrants in Italy, to undertake activities of
requirements analysis, training needs and awareness regarding the enhancement of cultural capital. “The
University of Padova” (Italy) and “Universidad Nacional de Trujillo” (Peru) will be responsible for the
planning and execution of research project, analysis and training directly to Latin American migrants in
Italy and the families of migrants in Peru. They will also develop and set a methodological model of
monitoring, evaluation and systematization, so they can spread at the end of the project, documents
highlighting best practices. The “Municipalidad Provincial de Trujillo”, the “Municipalidad Distrital de
San Juan de Lurigancho” and the “ Municipalidad Provincial de Puno”, are responsible for setting
support services to micro enterprises and for organizing a network of family members of
PeruvianPeruvian migrants abroad, in order to enable them to take advantage of the training performed by
“University of Padova” (UNIPD) and “Universidad Nacional de Trujillo” (UNT)

The applicant, represented by the undersigned being the authorised signatory of the applicant, and, in
the context of the present call for proposals, representing any partners in the proposed action, hereby
declares that
the applicant has the sources of financing and professional competence and qualifications
specified in Section 2 of the guidelines for applicants;
the applicant undertakes to comply with the obligations foreseen in the partnership statement
of the grant application form and with the principles of good partnership practice;
the applicant is directly responsible for the preparation, management and implementation of
the action with its partners (if any) and is not acting as an intermediary;
the applicant and its partners are not in any of the situations excluding them from participating
in contracts which are listed in Section 2.3.3 of the Practical Guide to contract procedures for

Furthermore, it is recognised and accepted that if they participate in spite of being in any of
these situations, they may be excluded from other procedures in accordance with section 2.3.5
of the Practical Guide;
the applicant and each partner (if any) have submitted the supporting documents as stipulated
under section 2.4 of the Guidelines for Applicants;
the applicant and each partner (if any) are eligible in accordance with the criteria set out under
sections 2.1.1 and 2.1.2 of the guidelines for applicants;
if recommended to be awarded a grant, the applicant accepts the contractual conditions as laid
down in the standard contract annexed to the guidelines for applicants (Annex F to the
guidelines for grant applicants);
the applicant and its partners are aware that, for the purposes of safeguarding the financial
interests of the Communities, their personal data may be transferred to internal audit services,
to the European Court of Auditors, to the Financial Irregularities Panel or to the European
