Proceedings
(On March 18, 2010, the Board of License Commissioners for Montgomery County (Board)
held a hearing on the application by Reda Asaad and Nadia Asad, on behalf of Retana, LLC, for
a Beer and Light Wine License, Class H, Hotel/Restaurant, On Sale Only, for the premises known
as Bistro Lazeez, which premises are located at 8009 Norfolk Avenue, Bethesda, Maryland.
During the hearing, the Board received testimony and documentary evidence from the
applicants and/or witnesses regarding the application.

‘Testimony,
‘Applicant Reda Asaad will be in charge of the day-to-day operations of this business. His
prior experience includes teaching the Arabic language and history as a professor. This
's his first venture with a restaurant and with the sale and service of alcohol. Mr. Asaad
stated that “Lazeez", the trade name of his business, means “delicious”. Applicant Nadia
‘Asaad, who is the wife of applicant Reda Asaad, will primarily be the book-keeper for the
business and will be the assistant manager.
‘The applicants submitted a floor plan of the facility at the hearing. There will be a total
of 30 seats inside for patrons. There will be an outdoor café with 15-16 seats; the
applicants are working with the Board's office regarding the outdoor cafe. The railing for
the outdoor area is still under construction, The restaurant is handicapped-accessible,
‘The applicants stated that this facility was formerly a restaurant and most recently was a
pet shop. The applicants plan to open for business at the end of May 2010.
‘The applicants plan to have 5-7 employees. Both applicants and three employees are
alcohol-awareness certified. Both applicants also attended the Montgomery County
Department of Liquor Control Alcohol Law Education and Regulatory Training (ALERT)
class. The applicants stated that they will send their employees to the ALERT Class as
well.

writing to the Board office prior to change.6. Applicant Reda Asaad took the Board’s ID test and scored 100%; he, therefore, passed
the test,
Findings of Fact
Based on this evidence and the law, the Board concludes that the granting of this license
's necessary for the accommodation of the public as required by Article 28, Section 10-202 of the
Annotated Code of Maryland; that the applicants are fit persons to receive the license applied for;
that the operation of the business will not unduly disturb the peace of the residents of the
‘neighborhood in which the place of business is located; that there are no other reasons why such
license should not be granted. The specific grounds for this conclusion are:
1. The applicants were able to properly answer questions with regard to the Alcoholic
Beverage Laws. The applicants were familiar with I.D. requirements, purchasing
procedures, and the legal age to purchase alcoholic beverages.
2, The applicants have not been convicted of a felony.
3. There was no opposition to the granting of ths license.
4, ‘The on-sale only service of alcoholic beverages compliments the food to be offered to
patrons.
Conclusion of Law
UPON a motion to grant the application, with approval for an outdoor café, by Mrs.
Pefia-Faustino, and seconded by Mrs. Metz, and unanimously carried by Mrs. Metz, Mrs. Pefia~
Faustino, Mr. Gilchrist, and Mr. Thirolf,
RESOLVED that the license applied for at the designated premises be and it is hereby
APPROVED.
