Proceedings
On November 19, 2009, and on December 17, 2009, the Board of License
Commissioners for Montgomery County (Board) held a hearing on the application by Yadi
Dadras and Laila Dadras, on behalf of Yekta Deli & Imported Groceries, Inc., for a Beer and
Light Wine License, Class B, Hotel/Restaurant, On/Off Sale, for the premises known as Yekta
Kabobl, which premises are located at 1488 Rockville Pike, Rockville, Maryland.
During the hearing, the Board received testimony and documentary evidence from the
applicants and/or witnesses regarding the application.
‘Testimony: November 19, 2009
1. Applicant Yadi Dadras stated that he is retired but will be at the facility on occasion,
Applicant Laila Dadras stated that she will be at the facility when needed. Sahel
(kathy) Dadras, who resides in Washington D.C., was present at this hearing. She is
the applicants’ daughter and willbe in charge of the day-to-day operations ofthis
business. She has no prior experience in the sale and service of alcohol. The
applicants opened this facility as a beer and wine store 15 years ago.
2. A floor plan was submitted at the hearing. This is an imported grocery store and a
kabob house restaurant. The facility has seating for 65 patrons. Some of the facility is
currently under construction due to the fact that the applicants are taking over part of
space from the former restaurant known as On the Border, which is now Mi Rancho,
‘When construction is complete, the facility will have room for more tables and seats
and the existing market will be expanded. There will be a total of approximately 100
seats and the facility will be handicapped-accessible. There Is an outdoor café where
the doors are opened and chairs are pushed outside in good weather. The
applicants must provide a revised floor plan after construction is finished
showing the tables and chairs, prior to the issuance of this license. The
applicants plan to open for business in December 2009 or January 2010.
3. Hours of operation of the facility are 11:00 a.m. to 12:00 Midnight, Sunday through
Saturday.4. Lunch and dinner menus are available, featuring Persian cuisine. A menu was
submitted at the hearing.
5. The applicants will have ten employees; four will work in the restaurant. The
applicants plan to have two or three employees who will be alcohol-awareness
certified. The manager, Sahel Dadras, plans to get her alcohol-awareness certificate as
well. Sahel Dadras attended the Montgomery County Department of Liquor Control
‘Alcohol Law Education and Regulatory Training (ALERT) class.
6. Manager Sahel Dadras took the Board's ID test and missed four; she, therefore, did not
pass the test.
7. The hearing was continued until December 17, 2009, at 9:00 a.m. for the
manager to re-take the Board’s I.D. test. The two applicants do not need to
be present for the hearing on December 17, 2009,

1, A summary of the November 19, 2009, hearing was read into the record.
2, Sahel (Kathy) Dadras, who resides at 2101 Albemarle Street, NW, Washington, DC, will
be the manager of this facility. She was present at this hearing; however, the
applicants Yadi Dadras and Laila Dadras were not present at this hearing and had been
previously excused by the Board.
3, Sahel (Kathy) Dadras took the Board's ID test and scored 100%; she, therefore,
passed the test.
4. The manager stated that they plan to open the business in late January or February
2010.

Based on this evidence and the law, the Board concludes that the granting of this
license is necessary for the accommodation of the public as required by Article 2B, Section 10-
202 of the Annotated Code of Maryland; that the applicants are fit persons to receive the
license applied for; that the operation of the business will not unduly disturb the peace of the
residents of the neighborhood in which the place of business is located; that there are no other
reasons why such license should not be granted. The specific grounds for this conclusion ar
1. The applicants were able to properly answer questions with regard to the Alcoholic
Beverage Laws. The applicants were familiar with LD. requirements, purchasing
procedures, and the legal age to purchase alcoholic beverages.
2. The applicants have not been convicted of a felony.
3. There was no opposition to the granting of this license,Conclusion of Law
UPON a motion to grant the application by Mrs. Metz, and seconded by Mrs. Pefia~
Faustino, and unanimously carried by Mrs. Pefia-Faustino, Mr. Um, Mr. Thirolf, and Mrs. Metz,
RESOLVED that the license applied for at the designated premises be and it is hereby
APPROVED.
