Because of the serious mature of the
ttacks on cigarettes and the
vast publicity given then
the air and in the daily press and in

of the widest circulation, a hysteria of fear appears to be developing through
out the country,

ce that this adverse publicity is abating or will
soon abate. A check anong magazines indicates that other large circula
periodicals are planning articles on the subject. Axong these are Woman's

Research and Information Comittee, It is believed that

ranely (s) nedical research to be fintnced jointly and (b) editoriat and
statiotical research in all phases of the cigarette problem to be carried on
through public relations counsel.STATE

Headquarters of committee, Headquarters of the Committee should
be established at 5400 Bapire State Building, the offices of Hill and Knowlton,
Ine.
Research Fund. An adequate joint fund should be set up for
medical research into all aspects of the problem of cigarettes and public
health, particularly into the causes of Jung cancer.
4, Public statenent by cigarette makers, The first public state
ent of the Committee should be designed to clarify the problem and to re-
assure the public that the intustry stands first and forenost on the side of
protecting the public health.
This statement should be:
placed as an aivertisenent in leading newspapers and in
Leading news magazines;
distributed widely as news, and to exployees, stockholders,
distributors, tobacco grovers, dealers, suppliers, public
Officials, national and conmnity leaders and other groups.

Research Sub-Comittes, A scientific research sub-committee
should be set up by the top Comittee to be composed of Research Directors of

a, reviewing scientific aateriats assenbied by public
Felations counsel for public information;
b, advising on the proper and effective uso of the Cigarette
Research and Information Committee's research fund,
6. Continuing Public Relations Research, There should be set up
at the headquarters of the Cosnittes, a continuing research project to
collect, coordinate and disseminate (where practical) #11 available inform
ation on various sedical research activities bearing on every phase of

Initially, this project would cover such subjects as
a. Research into statistics to show incidence of cigarette
‘sroking and lung cancer geographically, rurat and urban,
fale and female, and age groups, and development of

in certain other countries, including England and France.

nent, if desired, through its associated public relations

noeded to determine attitudes tovard cigarettes and tobacco held by (a) the
medical profession; and (b) the public at large, On the basis of this poll

public information and education.

should develop. aaterials for possible distribution by individsal companies
to enployees, stockholders, distributors ani others.
10. Assistance to public health, The comittes should offer its
assistance and cooperation to organizations in any campaigns to encourage
nore frequent physical exanim tions.
