4. Guidance to Downstream User to evaluate whether he works inside the boundaries set by the Exposure Scenario
This exposure scenario covers production of HMDS in the EU, and on-site use as in polymer production or as a chemical intermediate. In addition, the scenario also covers use at sites either importing from non-EU manufacturers, or purchasing material from EU manufacturers, where HMDS itself is not produced, but other silanes are manufactured. These additional sites are included because high levels of control and emission abatement are employed at such locations due to the highly reactive nature of other materials produced and used there. Production is carried out in a closed continuous process, described in terms of REACH descriptors as PROC2, or a closed batch process (PROC3). PROC 8b also applies for packaging of material for shipment off-site. 14 di 42

This exposure scenario covers the use of HMDS as chemical intermediate. The substance is unusual in that it is used at relatively high levels as an intermediate in specialist sectors such as the pharmaceutical industry. Use as an intermediate may be carried out in continuous or batch processes, described in terms of REACH descriptors as PROC1 (closed process), PROC2 (closed continuous process) or PROC3 (closed batch process) and PROC4 (Use in batch and other process (synthesis) where opportunity for exposure arises). PROC8b applies for unloading of raw material.

4. Guidance to Downstream User to evaluate whether he works inside the boundaries set by the Exposure Scenario
This scenario covers the use of HMDS as a laboratory reagent for small-scale synthesis and research. All applications involve the use of very small quantities of material and all procedures are carried out in a fume cupboard. These are considered as PROC15 and the duration of exposure is considered to be <15 minutes, since the only potential for exposure to HMDS is during transfer of small quantities of reagent. In most locations, these activities are expected to be carried out infrequently, but as a reasonable worst case it is assumed that a worker may use the substance once per day.

4. Guidance to Downstream User to evaluate whether he works inside the boundaries set by the Exposure Scenario
This exposure scenario covers the formulation (mixing) of HMDS into products used as personal care products (PC39 in terms of REACH descriptors (ECHA, 2010a). Mixing of products takes place using continuous or batch processes (PROCs 2, 3 or 5) and the scenario also covers transfer of the substance to and from bulk containers at non-dedicated and dedicated facilities (PROCs 8a and 8b respectively), and into smaller packaging for supply to end users (PROC9). Since PROC5 represents the worst case in respect of worker exposure during the mixing stage, this will be taken forward for quantitative exposure assessment.

4. Guidance to Downstream User to evaluate whether he works inside the boundaries set by the Exposure Scenario
This exposure scenario covers the end use of personal care products. The environmental exposure assessment covers use of such products by both professionals and consumers. The human health assessment considers professional uses only, since consumer use of personal care products is outside the scope of REACH. Professionals in salon are make use of and are exposed to large volumes of personal care products on a regular basis, compared to the individual consumer. For the product types used, the most relevant descriptor is PROC19: Hand-mixing with intimate contact.

4. Guidance to Downstream User to evaluate whether he works inside the boundaries set by the Exposure Scenario
This scenario covers the use of HMDS in spin-on processes e.g. dielectrics, photoresists and anti-reflective coatings for semiconductor, photovoltaic or integrated circuit board manufacture, and use as a solvent/cleaning agent in these industries. Worker activities in the process involve the transfer of the photoresist to the application apparatus and the transfer of the wafer from one apparatus used in the process to another. After spinning, some resist chemical may remain on the spin-coat apparatus and must be cleaned. The workers may also transfer the photoresist-covered wafers to other processing steps throughout the manufacturing process (OECD, 2004).
