ITY OF SURPLUS FEDERAL PROPERTY TO STATE AND LOCAL, ELIGIBLE PARTIES, INCLUDING HOMELESS SERVICE PROVIDERS As required by the Base Closure Community Redevelopment and Homeless Assistance Act of 1994, as amended (“Redevelopment Act") and its implementing regulations, the Ewing ‘Township Council (“Local Redevelopment Authority” or “LRA") for the Navy's Inspector- Instructor Facility ("Facility") located on Scotch Road at the Mercer County Airport, West Trenton, New Jersey is secking notices of interest (*NOIs") for surplus property at the installation. The Facility consists of approximately 8.23 acres of govemment-owned land and buildings that inelude a 42,140 square foot reserve taining building, facilites for auto vehicle ‘maintenance nnd diesel fuel storage, and ancillary structures, State and local goveraments, homeless service providers and other interested parties may submit NOIs no later than S p.m. on Monday, December 4, 2006. A listing of surplus property at the Facility was published by the Department of the Navy in the Federal Register on May 10, 2006. The complete listing canbe obtained by calling the LRA contact person identified below. [NOIs for homeless assistance my be submitted by any State or local government agency ‘or private nonprofit organization that provides or proposes to provide service to homeless Persons and/or families residing in Ewing, Township, Mercer County, New Jersey. An information workshop will be conducted with representatives from the United States Navy on Thursday, September 28, 2006 at 2 pum. in the Council Room at the Ewing Township Municipal Building, 2 Jake Garzio Drive, Ewing, New Jersey 08628. The workshop will include ‘an overview of the bave redevelopment planning process, @ tour of the installation, information ‘on any land use constraints known at the time, and information on the NOI process, Registration will be requited; however, attendance at this workshop isnot required to submit an NOI, but it is highly encouraged. Every effort will be made at the workshop to provide more detailed information about the property and make it available to the public. Potential interested parties should note that availability of information is dependent upon receipt of information from the Federal Government NOls from homeless service providers must include: (1) a description of the homeless assistance program that the homeless service provider propose to carry out at the Facility, including the specifi proposed reuse of the Facility, such as supportive services, job and skills ‘raining, employment programs, emergency shelters, transitional or permanent housing, food ad clothing banks, treatment faciltos, or other activites that moot homeless needs; 2) « description of the need for the program; (3) a description of the extent to which the program is or will be ‘coordinated with other homeless assistance programs in the communities inthe vicinity of the Facility; (4) information about the physical requirements necessary to carry out the program, including a deseription ofthe buildings and property atthe Facility that are necessary in order to carry out the program; (5) a description of the financial plan, the organizational structure and capacity, prior experience and qualifications of the organization to carry out the program; and (6) and assessment of the time required to commence earrying out the program, NOIs fiom entities other than representatives of the homeless must specify the name of the entity, describe the interest in the property and the proposed use (including a rough concept plan), describe the entity's capacity to carry out the program, and describe its financial plan for implementing the progr Entities interested in obtaining property through a public benefit conveyance (“PBC”), other than a homeless assistance conveyance, are invited to Contact the following Federal agency offices to find out more about each ageney's PBC program and to discuss with the agency the entity's potential for qualifying for a conveyance of property: For Park and Recreation Uses: Wendy Ormont National Center for Recreation & Conservation Federal Lands to Parks Program US.
