‘On October 23, 2010 at approximately 0350 hours I was working a surveillance detail in the area of 160
Ritchie Highway, Severne Park, Maryland 21146 in reference to recent thefts and destructions of large
political (Question A) signs.
At this time I observed « white male later identified as the defendant, David Scott Corrigan, walking
along the parking lot of this address, He was dressed with a reflective shirt and wearing a yellow bard hat. As
T watched him he initially gave the appearance that he may be a State Highway worker. I drove over to him
in my Marked Police Vehicle. As I approached this subject I saw him cut « large sign with a box cutter in an
attempt to remove it from the wood frame that was used to display it. The sign read “Vote for Question A”. I
exited my vehicle and made contact with the subject, I was in full Police uniform at this time. I asked the
subject “what are you doing?” he then answered “I am taking down the sign”. When asked why he stated
‘because I am against it, | then explained that he was committing a crime in my presence. He asked “oh I
am?” I explained to him that this was not his property. He agreed end gave me a blank stare. I then observed
‘that he had also cut down and removed a second sign on the property that also read “Vote for Question A”,
as I was approaching him. I then asked the subject to give me his Maryland Drivers License, which he
handed me from his wallet, As I looked to where the subject came fiom I saw a white Toyota Tacoma truck
bearing Maryland registration 13W-999, I asked Corrigan if that was his truck, he advised “yes”. I asked how
‘many other signs he had taken down and he replied a lot. then told him to sit on the ground, Corrigan at this
point dropped the box cutter and removed his yellow hard hat placing them on the ground. I was then
assisted by Corporal Swigert #1357, whom walked over to the truck and stated that the bed of the truck was
full of signs. Corrigan was placed under arrest and transported to Eastem District Station,
‘The signs recovered from the suspect’s truck totaled 70 and all were
“Vote for Question A” campaign signs. The signs were photographed and returned to the campaign
headquarters at 160 Ritchie Highway, Suite 2A.. The signs I witnessed him destroy were photographed and
all photos will be submitted as evidence.

The destruction to these signs occurred on the proporty that is currently being leased by Jobs and
Revenue Inc. I was in contact with Mr. Gary Shpritz, a representative of the company who advised thet
Corrigan did not have their permission to be in possession of their signs. Corrigan is being charged with
Destruction of property and theft over $1000.00.
At approximately 0800 hours, Detective K. Fold #1696 from Eastern District’s DDU responded to
interview Corrigan. After being advised of his Miranda Rights, Corrigan decided to invoke his right to a
lawyer.
