Taylor has sent to me, the media, and others the enclosed statement asserting that your account “is not true” ‘Taylor insists that your request was made during work hours, while you were on duty, and in person, not by telephone. ‘Your request to Taylor reflected poor judgment, no matter how it was conveyed. Furthermore, if your request was ‘made while you were in uniform and on duty, it was highly inappropriate end roay require fariber mquiry. J propose that you and J rmatually select an independent fact finder to investigate this matte, determine the fact, and report them tothe public. The scope of the investigation should be limited to three questions: 1. Was Commissioner Bealefeld’s request that Billy Taylor meet with Gregg Bemstein made after work or during the Commissioner's work day? 2, When Commissioner Bealefeld requested that Billy Taylor meet with regs: Berustein, was the Commissiover on duty or off duty? 3. Wes Commissioner Bealofeld’s request that Billy Taylor mect with (Gregg Bernstein made by telephone or in person? Because of the narrow scope ofthe investigation, we should ask the independent fact finder to complete the investigation and the report in two weeks.
