‘As We discussed loday, we discovered at about 3 p.m. today that the July Employment Situation had been posted on the
DLR web site including draft talking points prepared by Mary Jo, Under a protocol set up several months ago, Mary Jo
writes these talking points as a basis for discussion among herseif, myself, Daniel Savery and representatives of DBED
con the Wednesday before a monthly release in order to refine what we will say publicly. {then write the news release
reflecting that discussion and send it out with approval from the Governor’ office.
In my note each month setting up the meeting, ! make clear that MJ's proposed bullets are for internal discussion
purposes only.
‘Some of the material on the update was diametically opposed to the discussed and eventually approved messaging. The
theme of the discussion was quite clear that we would emphasize private sector job growth as progressing, if at a slower
level than in recent months. While there was discussion of being careful not to make too mich out ofthe very small
payroll increase, at no time did we remotely discuss messaging that the economic recovery had slalled, nor was | aware
that that discussion point and the headline to that effect were going to be posted,
‘Secretaries Johannson and Sanchez, as well as the Governor's senior staff, were very upset to see this posted on our
Web site and at Secretary Sancher’s direction | instructed Michele to take it down. She did so.
