Dear pCDI
Having scanned the Foreign Affairs Committee report of its
“inquiry into the Decision to Go to War wath Iraq” T have some
coneerns. 1 am not clear whether I have any obligations wath
regard to these matters, nor the extent of any conflict which may
ouist between my responsibilities to the Department and tne
Government, and my responsibilities to Parliament. = write to
seek your advice on thrs issue
Yoar records will show that as and probably the ost
senior and experienced intelligence community official working on
‘wmb,” 1 was so concerned about the manner in which intelligence
assessments for whach 1 had some responsibility were beang
presented in the dossier of 24 September 2002, that 1 was moved
fo write formally te your predecessor, Tony Cragg, recording and
explaining ay reservations.
The Foveagn Affaire Committee appears to consider at important
that the Foreagn Secretary told them, " chat there had been no
formal complaint from menbers of the security and intelligence
Services about the content of the [Septenber 2002] dossier.” T
believe his evidence was, in fact, that he was not aware of any
Such conpiaint, and there 18 no reason to suppose he should have
become aware of mine. Nonetheless, xt 15 now a matter of record,
and 1 feel very uneasy that my minute covld be uncovered at some
future date, and that I maght be judged culpable for not having
Grawn attentzon to at
T would be most grateful if you could consider thas and advise me
accorainaly.
