THE HOUSE DEMOCRATIC LEADERSHIP TO ALLOW THE 9/11 HEALTH AND
COMPENSATION ACT (H.R. 847) TO BE PASSED BY A SIMPLE MAJORITY VOTE

of September 11,2001 or the extraordinary heroism ofthe more than 400 courageous police offices and
firefighters who were killed attempting to reseve the innocent vietins trapped high above inthe flaming
Nor should we ever forgo the heroism ofthe police officers, firefighters and construction workers who

‘ovay thousands ofthese brave men andl women have thir lungs filled with plverized glass and their
bloodsreams flowing with deadly toxins. Many have already died. Congress has an absolute moral
ligation to provide assistance and sustained medical cae to these brave people
‘Aer years of discussion an negotiations, Congress was finaly ready to vote dring the week of July
26th om legislation (H.R. 847) to provide the needed treatment for the 9/11 fst responders. There would
be considerably more votes forthe bill than the simple majority (218) required to pass important
legislation,
At the last moment however, the House Democratic Ledership changed the rules to require a 23's
majority rater than a simple majority. This was done to protet Democratic members from having to
‘vote ona posible Republican amendment or motion to change the il by preventing ileal immigrart
from taking part inthe 91 program. Thus, when TLR. 847 came toa vote in the evening of July 29th,
did not pas ever though it received a sttong majority of 255 votes!
We ell upon the House Democratic Leadership to bring this bill quickly back to the House oor=this

recom elated to illegal immigration or my other "hot button issu.
If House Republicans do not make this agreement, however, we believe the Democratic Leadership
has the moral obligation to allow ths legislation to pas by a simple majority vote, Police officers,
firefighters and constuction workers should not be allowed to die because clocied representatives are
reluctant to cast a possibly difficult vote, I would be unconscionable not to pas lifesaving lesson
