At the same time that Greece was developing a civilization, Italy too was becoming
civilized, but at a slower pace. Like the Greeks, the people who settled in Italy built small
city-states. The greatest and strongest of these was Rome, a city that was built on seven hills.
In 500 B.C., the Romans set up a form of government called a republic. Two consuls,
elected every year, governed the Roman republic. Rome also had a senate made up of
three hundred patricians chosen for life by the consuls. The common people, called plebi-
ans, were not allowed to hold public offices or to be senators. Eventually, the plebians
were allowed to choose two tribunes who attended senate meetings. These tribunes had
the right to veto proposed plans which were unfair to the common people.
The citizens of Rome gave much thought to the making of good laws. The Roman system
of laws became the most complete and
useful set of laws that the world had
ever known.
