America from Afghanistan, what strategy should the European Union adopt with
regards to a common foreign and security policy while also attempting to
prevent the next humanitarian crisis?”

KEY QUESTIONS
Populist politicians and their battle-cry of "Fake News" and allegations of a structurally
biased media: what is the role of media in increasingly polarised democracies and the age
of social media? To what extent, if any, should Europe re-consider its constitutional
approach to political influence over media?
C. Acknowledging that 80% of the EU citizens have encountered fake news, with
85% of them believing that it threatens democracy1,
D. Concerned by the fact that the level of media literacy varies among Member
States2,
E. Realising that the income of many online media platforms and individual
influencers is heavily dependent on advertising revenue, creating a strong
incentive for clickbait and sensationalist article headlines,

J. Noting further the lack of transparency regarding the stakeholders behind media
outlets,
K. Recognising the different legal statuses of mass media and individual social media
influencers despite the similarities in the impact they have on shaping public
opinion,
1. Invites Member States to introduce classes aimed at increasing media literacy and
developing critical thinking in the school curriculum;
4. Calls upon the European Commission to urge the implementation of the Audio-
Visual Media Service Directive (AVMSD);
5. Suggests the European Commission to further develop the Union online media
literacy library to fight fake news and promote critical thinking by:
a) targeting adult recipients,
b) encouraging educational institutions to use the aforementioned platform;
7. Calls upon Connecting Europe Facility (CEF) to ensure funding for the Centre for
Media Pluralism and Media Freedom;
10. Invites Member States to create media platforms that publish factual information
on current affairs following the successful example of Norway;
11. Invites the European Commission to develop a clear definition of a media outlet
and classify individual influencers as media in accordance with it;
12. Encourages the European Commission to oblige media outlets to showcase
stakeholders behind their content, including their owners and major sponsors;
13. Proposes the European Commission to introduce targeted diplomatic and financial
sanctions against governments which infringe upon fundamental freedoms,
including the freedom of speech and freedom of expression;
14. Calls upon the European Commission to strengthen the Strategic Communication
Task Forces of the European External Action Service through additional
specialised staff and tools necessary to detect, analyse, and expose
disinformation activities.
MOTION FOR A RESOLUTION BY THE
COMMITTEE ON ECONOMIC AND
MONETARY AFFAIRS
In light of the deepening European debt crisis: How can the EU sustainably
foster fiscal discipline
whilst taking into account divergent public spending cultures amongst its
Member States?
A. Having studied the different economic situations, development levels, divergent spending
cultures as well as the impact and approach to the current crisis,
B. Fully aware that Member States are cautious to transfer competences to the European
level
due to loss of fiscal flexibility and direct decision-making power,
C. Noting with regret a lack of coordination between monetary and fiscal policy in the
European Economic and Monetary Union (EMU),
D. Deeply disturbed by the failure of Member States to properly manage, plan and
implement
their economic and fiscal policies such as those regarding tax surveillance,
E. Deeply concerned that the majority of Member States have failed to adhere to
the commitments made in the Stability and Growth Pact, including keeping the
budget deficit below 3% and the total public debt below 60% of the Gross
Domestic Product (GDP),
F. Emphasising that these breaches highlight the need for a reform of both the corrective
and preventive measures laid down in current fiscal commitments,
I. Noting that the ESM plays an important role in providing confidence in and the
stabilisation of the European market,
J. Keeping in mind that while austerity measures may undermine economic growth on a
short-term basis, they are essential for creating stability and confidence in the European
market;
1. Recognises the necessity for both corrective and preventive fiscal policy measures while
prioritising the use of the latter;
3. Urges Member States to take the necessary actions and measures in all domains of
policy which are essential to the functioning of their economy in pursuit of fostering
fiscal discipline, including but not limited to preventing tax evasion;
6. Calls upon the European Commission to send observers to national statistical offices
to verify the collection and authenticity of economic and social data to ensure that
accurate information is available to both the public and the European Commission;
7. Has resolved that access to the ESM requires the admittance of these observers to the
national statistical offices;
8. Designates that access to the ESM is conditional upon compliance with all corrective
and preventive measures laid down in the Treaty on Stability, Coordination and
Governance in the European Economic and Monetary Union;
9. Urges the European Commission to develop and implement its own rating system for
the Member States’ respective economic situations based on a set of economic, social
and fiscal indicators;
10. Calls upon the European Commission to publish quarterly reports providing easily
accessible
and understandable information about the Member States’ fiscal situations;
13. Reaffirms the importance of Member States putting forward their stability and
convergence programmes for assessment by the European Commission and the
Economic and Financial Affairs Council in order to ensure that Member States carry
out fiscal policy with both medium and long-term objectives in mind.
