1.0 GENERAL

1.1 Scope

This specification sets out the technical requirements and the general criteria for the
planning and implementation of installation and connections works of the instrumentation
plant for on-shore or off-shore units.

1.2 Application

This specification shall be considered as an integration for information missing from the
project specific documentation, which shall remain valid in case of differences with this
general specification.

2.0 GENERAL REQUIREMENTS

2.1 Reference documentation

The works shall be carried out in conformity with the project documents and the
normative references and laws listed here below. Any variation shall be agreed in
advance with the Company.
The Contractor shall define and implement the installation details, which are normally not
indicated in the project documents, as secondary routes of cables and cable trays,
instruments orientation, supports, mechanical protection, etc.
The works shall be always carried out workmanlike, in conformity with the most updated
technologies.

2.2 Laws and Normative references

Generally, all the laws, rules and technical requirements issued on the matter in the
installation country shall be respected.
The selection criteria or the priority in the application of rules, that is national, European,
international or issued by officially recognised organisation normative references, shall be
indicated in the project specification.

2.3 Company's duties

2.3.1 The Company's duties are indicated in the documentation for bid request, which includes
also design documents, as lay-outs, assembly sketches, cabling diagrams, material lists,
etc.

2.3.2 Assistance

The Company may require the Contractor to provide qualified personnel for the
verification of the correct installation of the in-line instrumentation (as control valves,
safety valves, orifice plates, meters, rotameters, rate magnetic measuring elements,
turbines, etc.), which is installed by the mechanical assembly Contractor.

The Contractor's instrument chief engineer shall verify the characteristics of the said
instruments against the technical specifications issued for order, and shall bring any
difference to the attention of the Company, so that the necessary provisions can be
applied.

2.3.3 For special equipment, the Company may utilise the technical assistance of the
Supplier's technicians.
The provision of personnel and of the equipment and fixtures necessary to the assistance
by the Suppliers technicians shall be totally in charge to the Contractor.

2.3.4 The cost of personnel and fixtures for pre-commissioning and commissioning shall be
totally in charge to the Contractor.

2.3.5 The Contractor's instrument chief engineer shall supervise the installation of the
instruments and co-operate continuously with the installation team to clarify or find the
solution to any problem which can occur during the installation, and to verify that the
assembly instructions contained in the Instruction Manual of each single instrument are
respected.
He shall be in continuous contact with the Company's Construction Supervision Dept. to
transfer the technical requirements to the installation team.

2.4 Material management

2.4.1 All instruments and assembly materials shall be stored up to the timing of their assembly
in a closed room, properly equipped and climatised.
Electrical cables, tubing, cable trays and steel beams only may be stored outdoor in a
properly protected fenced area.

2.4.2 The Contractor has the responsibility for a visual and quantitative check of the material
entering the site, and for bringing to the attention of the Company any damage or
shortness.

2.4.3 Instruments drawn from the Company's storehouse shall be installed in the shortest
possible time and not left in the assembly area.

2.4.4 An instrument is considered as installed when all the inspections and functional and
mechanical tests indicated in the pre-commissioning and commissioning programme
agreed with the Company give satisfactory results, and the relevant documentation, as
per the programme, has been issued and approved.

3.0 INSTALLATION CRITERIA

3.1 Instruments positioning

3.1.1 The position of each instrument shall be approved by the Company's Representative.

3.1.2 Instruments and instrumentation equipment shall be installed such that their readings, as
well as the operative and maintenance interventions, are facilitated.

3.1.3 The choice of the instruments position shall be such to avoid as much as possible their
exposition to solar radiation and other atmospheric agents.
The instruments shall be located far from heat sources. They shall be bracketed to fixed
items, not subjected to vibrations, and shall be protected against accidental impacts.

3.1.4 Whenever possible, local indicators shall be installed close to the relevant control valves
and at an height of about 1.5 m from the working floor for ergonomic reasons.

3.1.5 Blind transmitters shall be installed as close as possible to the process intakes, in
accessible position.

3.2 Plant protection and preservation

3.2.1 Instruments, junction boxes, local boards, etc. shall be properly protected along all the
period they are at the fabrication yard up to the start-up of the plant. The connections
shall be provided with plastic plugs or equivalent protections up to the their connection,
the doors of the junction boxes and of the local boards shall remain closed.
It is the responsibility of the Contractor to verify that the instrumentation equipment and
connections are not damaged during other disciplines works and activities (mechanical,
civil, electrical, etc.).

3.2.2 Instruments and connections shall be protected during the painting of the plant.
If identification nameplates, reading scale plates, mechanisms, are painted for mistake,
the paint shall be immediately removed with cloths and solvents. Any touch-up of painted
parts shall be done with the same paint.
Stainless steel, brass and other corrosion resistant materials shall not be painted.

3.3 Flanged connections

For the execution of all the flanged connections special attention shall be paid to the
following aspects:

• The surfaces of the flanges are perfectly clean, free of dents and scratches
• The gaskets are centered with respect to the flanges axes
• The tie rods are long enough; after their tightening, at least three threads for each end
must remain free.
• Tie rods and bolts are clean and covered with graphited oil.
• A dynamometric spanner is used for tightening, in accordance with the procedure and
the torque value indicated in the applicable normative requirements.
• The flange and counter-flange shall be perfectly faced, to avoid mechanical stresses
and, consequently, leakage.

3.4 Threaded connections

• All the threaded connections for pressure lines shall be of the B1.20.1 NPT conical
type. After the execution of threading, shavings will be removed from inside the pipes.

• When the seal weld is not required, the threaded connections shall be carried out by
covering the thread with a Teflon and or equivalent material suitable for the operating
temperature.
• Threads for electric connections shall not be covered with Teflon.

3.5 Local instruments installation

3.5.1 Instrument on-line or installed on vessel with no primary connection shall be installed by
the mechanical services Contractor under the supervision of the instruments assembly
Contractor.
The Contractor shall bring promptly to the attention of the Company any problem which
could arise from the connections carried out by the mechanical services Contractor, to
avoid delays in the installation programme.

3.5.2 Instruments with a primary connection to the process shall be fixed by proper supports to
metallic structures of the plant, or to pillars fixed to concrete bases. They could be also
supported by the primary connection (as the pressure gauges).

3.5.3 Various provisions

• Electric pneumatic transducers shall be installed on pillars or fixed structures on which


the absence of vibrations is guaranteed.
• Pressure gauges installed on the suction or delivery of pumps or compressors shall be
visible from the start post.
• The pneumatic vents shall be directed downwards and provided with a sintered filter
against the entry of insects, dust or water. The vents of instrument gas shall be piped
to a safe area.
• The end of both the process (primary) and secondary connection tubing shall not
originate mechanical stresses, which can originate breaks or malfunctioning, on the
instruments.

3.5.4 Primary connections

• The connection of the instruments to process (primary) shall be in accordance with


the assembly sketches included in the project documentation.
• The capillaries of the instruments shall be protected by metallic beams.
• The temporary and permanent gaskets for the primary connections shall be provided
by the Contractor. The permanent gaskets shall be installed only before the
hydrostatic test, after the air blowing.
• Rigid pipes shall be hot bent.
• The tubing may be cold bent by a suitable tube bender
• The slope of the primary connections towards the instrument, for liquids and
condensable vapours, or towards the process intakes, for gases, shall be at least 15°.
Different arrangements shall be indicated in the assembly sketches.
• The pipes for the connection to process shall have no supporting function.
• The primary connections shall comply with the relevant line classes, where applicable.
Welds shall be carried out by qualified certified personnel, approved by the Company.
The Contractor shall carry out at his expenses any annealing or non destructive test
on the welds.

3.6 Pneumatic supply network

The air or gas distribution system shall utilise distribution cylinders to every 5 or 10 users.
The Contractor for the mechanical services shall install the main manifold and the
relevant valved branches.
From these valves up to each single instrument the connection is the responsibility of the
Contractor, in compliance with the procedures and the materials specified in the project
documentation.
The distribution cylinders shall be located in a baricentric position with respect to the
users, normally in horizontal and easily accessible position.
Their approximate position is indicated in the lay-out of the pneumatic network. Both the
cylinders and the distribution pipes shall be installed with at least a 1% slope; a dump
valve shall be installed in all the points where air locks can be originated.
The threads of the galvanised steel pipe and relevant fittings shall be of the NPT type
(ANSI B 1.20.1).
The utilisation of three pieces couplings and the cold bending of galvanised pipes shall be
reduced as much as possible. Galvanised elbows may be used as curves.
Both the distribution cylinders and the relevant valves shall be identified by proper
permanently fixed stainless steel nameplates.
Couplings on the pipe between the cylinder and the instrument shall be avoided. Any
coupling shall be obtained by compression fittings installed in an accessible location.
The internal burr of the points on which a pipe is cut shall be bevelled, to avoid the
reduction of the pipe section.

3.7 Field earthing connections

3.7.1 All the structures and metallic casings of the instrumentation plant, including racks,
supports, cable trays, conduits, etc., and the armours of cables shall be connected to the
plant's safety earthing network, or to metallic structures already earthed, by a yellow

green PVC insulated copper wire, with a 16 mm minimum section.
In the absence of indications in the project documents, the section of this wire shall be in
accordance with the CEI or IEC Rules.

3.7.2 The connection of the various equipment and local instruments to the earthing network
shall be normally through the earthing busbar installed in the plant's areas.
In the absence of specific requirements, it is suggested that the Contractor install an
earthing busbar, with a 16 mm2 minimum conductor, over the cable trays along the main
route of each plant. This conductor shall then connected in several points to the earthing
busbar.

3.7.3 All the shielding of the cables of the intrinsically safe circuits and the zero points of the
electronic circuits shall be connected to the functional earthing busbar in the control
room.
In no case the above items shall be field earthed.

3.7.4 The earthing conductors shall be provide d in single lengths. Pressure bolt tightened
terminals only shall be used for their connections.

3.7.5 When a dedicated earth terminal is not provided, a bolt or a fixing screw of the equipment
shall be utilised for the connection of protection and unipotential conductors to
instruments or other equipment, after that the paint has been removed and the contact
metallic surface has been carefully cleaned.

3.8 Local panels

3.8.1 Local panels shall be installed so that the access to the plant and the maint
enance of the
adjacent equipment is always possible. The front of the panel shall be visible from the
controlled equipment or plant.

3.8.2 Whenever possible, the panel shall be transported still packed to the installation site, to
avoid any damage.

3.8.3 A visual and functional inspection shall be carried out, immediately after the panel's
installation, to verify the existence of any damage.

3.8.4 Any damage to the painting of the panel shall be repaired with the paint supplied by the
Manufacturer.

3.9 Electric and pneumatic junction boxes

3.9.1 The junction boxes shall be baricentrically positioned with respect to the connected
instruments. They shall be easily accessible and at an height of about 1.5 m above the
walking floor. The junction boxes shall not interfere with insulations or fire-fighting
cohibentations.
Their position shall be such to leave accessible areas for the mechanical maintenance.

3.9.2 All the junction boxes shall be identified on the closure lid, by a stainless steel plate
engraved and fixed with stainless steel screws. The identification tags are indicated in the
project documents.

3.9.3 Multiple cables and multiple tubing shall entry from the bottom side. Two core cables and
single tubing leave the junction boxes from the lateral sides.
Double seal anti-tearing cable glands shall be utilised for the entry of cables and multiple
cables/multiple tubing.

3.9.4 A suitable extra lengths of cable and tubing, carefully bent and fixed, shall be provided
inside the junction box, for future minor entity modifications.
All the conductors, the shielding (if any) and armour of each cable shall be connected to
the dedicated strips, provided inside the junction box, by means of pressure cable
termination of adequate type and dimensions.
An alphanumeric tag in material suitable for the environmental conditions with the
identification of the connected instrument shall be applied to each conductor or tube.

3.9.5 The lids and entries of the junction boxes shall remain closed when no work is pla
nned
on them. A grease layer shall be applied on gaskets and threads to avoid any water
entry.

3.9.6 Shieldings and armours

The following general criteria apply:

• The continuity of shieldings and armours, along the whole route of the cable, shall be
always guaranteed.
• The shielding of each cable, both single and overall, shall be connected to his own
dedicated terminal. All the terminals connected to shieldings shall be bond wired to
guarantee the unipotential.
• The earthing of the shieldings shall be carried out in the control room only, by
connecting the shieldings (single and/or total) of each multiple cable to the operating
earthing busbar.
Special attention shall be paid by the Contractor to avoid the earthing of cables
shieldings along the cables routes.
• The armour of each cable shall be connected both to the earth terminal of the junction
box, interconnected to the protection earthing network of the plant, and to the earthing
busbar of the panel in control room, which shall be as well connected to the same
network.

3.9.7 As soon as all the cabling and relevant tests are completed, all the cable glands of cables
entering the junction box shall be sealed with bituminized adhesive compound. The
locking junctions of sparking-proof plants with conduits shall be sealed with a proper
compound.
After the functional tests, an insulating acrylic paint shall be sprayed on the terminal
strips.

3.10 Supports

The supports for the instrumentation shall be fabricated at site by the Contractor, on the
basis of the typical supports indicated in the project documentation. When these are not
available, the supports shall be fabricated after the Company's approval.
All the supports prefabricated in the Contractor's workshop shall be cleaned from rust by
sandblasting or brushing and then painted with a grey primer or, when requested,
galvanised as per UNI-5744.
The supports shall be fixed to the soil, or to civil works, by concrete blocks, or welded to
metallic structures. Their welding to lines, vessels or process equipment, or their
annealing in concrete pillars, is not accepted.
Their fixing to process pipes is admitted only with threaded collars with the insertion of a
resistant to the operating temperature gasket.
The supports fixing bolts shall always be in AISI 316 stainless steel.

3.11 Laying of instrumentation cables and tubing

3.11.1 General

The routes are indicated in the project documentation. Any alternative route shall be
approved in advance by the Company.
The cables from the junction boxes to each single user and the multiple cables from the
junction boxes to the control room shall be laid in a single length, that is without junctions.
It is good practice to start the laying of multiple cables after the completion of the control
room building and the field installation of the junction boxes.

The coils shall be placed near the control room, and the cables shall be pulled up to the
relevant junction box.
Cables for AD-SI plants shall be laid into dedicated cable trays. Their laying into cable
trays together with not intrinsically safe instrumentation cables can be approved by the
Company, provided that an insulating or metallic earthed screen is placed between the
two types of cables.
The identification of all the AD-SI plant's components shall comply with CEI 64.2 (Art.
9.7.01).
The route of the instrumentation cables shall be separated by the power and lighting
cables one. Parallel sections of the route shall be at a minimum distance of 0.5 m.
The cables shall be properly protected against any contact with incandescent objects or
dripping of hydrocarbons, to avoid the occurrence of fire.

3.11.2 Diggings and trench ducts

The route of buried cables or multiple tubing shall be implemented in one of the following
ways:

• digging directly in the ground:

a trench digging with dimensions as indicated in the project and in accordance with
the provisions of the Company at the time of its execution. The digging shall have
dimensions larger of at least 0.30 m than the width of the cables bundle.
The diggings shall be carried out, whenever possible, with sloped walls to avoid
landslides. When this is not possible, propping of the vertical walls with wood or steel
boards shall be provided.
Before laying the cables, all the metallic scraps and other deposits which could
damage the cables shall be removed from the ground adjacent to the digging.
The bottom of the digging shall be flattened, by covering the depressions with
thwacked ground, after that all the bumps and objects which could damage the
cables, as stones, roots, scraps, etc., have been removed.
The bottom of the digging shall be covered by a compacted and levelled layer of
washed sand, with a 10 cm. minimum thickness. The cables shall then covered by an
equal thick layer of sand and by a protection layer of bricks or red concrete blocks.
After the completion of the protection against mechanical damages, the digging is
filled with ground of the type specified in the project, free of deposits and then
compacted.
Concrete or PVC conduits are utilised for the road crossings. The group of conduits is
held in place by a cement casting (block). After the insertion of the cables, the ends of
the conduits are sealed by bituminised adhesive compound against the entry of
ground.
The route of cables and tubes shall be slightly sinuous to avoid that traction stresses
generated by settlements or ground settling occurs when the cover with ground is
completed.

• trench ducts:

Trench ducts, wells, etc., shall be filled with sand after their laying to avoid
accumulation of hazardous substances.
It is mandatory to avoid the sand filling, when the trench duct is not completely dry.

3.11.3 Cable trays

Prefabricated cable trays and relevant auxiliaries shall be utilised, complete with lid in
galvanised steel for on-shore plants, or in AISI 316 stainless steel for off-shore plants.
The use of painted steel beams as cable trays is accepted for width lower than 100 mm
in on-shore plants.
The supports shall be at a such distance that the arrow is lower than 1/150 of the
supports intervals with 100% of the project load.
The distance between two cable trays, placed the one over the other, shall allow the easy
laying ad fixing of cables.
The connections between sections of cable trays shall be carried out with stainless steel
bolts or by welding.
When prefabricated connections for cable trays are not available, they shall be fabricated
from sections of cable tray by the Contractor.
The electric continuity of a system of cable trays shall be obtained by sections of earth
wires, by welding or bolts tightening. Each system of cable trays shall be connected to
the protection earthing system at least in two points.
The cable trays shall be installed so that they will not interfere with cohibentations,
protections or fire-fighting coatings, the spaces necessary for the mechanical
maintenance are accessible, and thermal expansion of the structures or pipes to which
the cable trays are fixed are taken into consideration.

3.11.4 Conduits

The cables conduits, internally and externally galvanised, and their auxiliaries can be
utilised as mechanical protection of single couple cables from the main cable tray to each
single user or as protection of multiple cables from the digging to the junction box.
They can be utilised also for instrumentation electrical plants in AD-PE execution and
watertight plants in accordance with the applicable Rules, when required in the project
documents.
Diameters from 1/2" to 4" are utilised.
The conduits may be cold bent to the bending radius indicated in the Rules.
Junction boxes with removable lids shall be installed at such intervals to facilitate the
insertion of the cables.
Three pieces couplings shall be utilised whenever necessary for the assembly and
disassembly and normally at the entry of the insertion boxes.
The maximum filling shall be 30%.
Locking couplings shall be installed in the positions indicated in the Rules for AD-PE
plants with a conduits network.
Collars at intervals suitable to obtain a sufficient rigidity shall be used for clamping the
conduits.
Slopes and drain valves shall be provided in the lower points of the conduits network to
discharge the formation condense.
The electric continuity of the conduits network, which shall be earthed in at least two
points, shall be verified.

3.11.5 Laying of cables

The laying of the cables shall be carried out at an ambient temperature larger than 0° C.
Before the cables laying, the adjacent ground shall be cleaned by any scrap.
The laying of cables shall be carried out with no interruption. When this cannot be
achieved, the Contractor shall protect both the already laid cables and the ones still to be
laid.

The unreeling of the cable with the coil standing on a rack shall be such that the cable
leaves the coil from the lower side, or moving the coil holder along the route.
The cables shall be cut in length suitable for their termination and connections, avoiding
useless scraps.
The cable shall be omega bent before being connected to the relevant user. In this way,
its disconnection is facilitated and a spare length is available for future modifications.
The ends of the unused tubes lengths shall be protected by plastic caps, to avoid the inlet
of foreign bodies.
In the aerial routes, for cohibented pipes crosses, the thickness of the thermal insulation,
which may be installed after the laying of the cable tray, and the 20 cm. minimum
necessary space between the cohibentation and the cable trays, shall be taken into
consideration.
Each cable or tube shall be identified, as indicated in the project documents, by lead or
other corrosion resistant material nameplates, which shall be applied at intervals of about
20 m, at the entry and the exit of the digging (or trench duct), and at both the ends of the
route.
Clips shall be applied to the cables mechanically and not by adhesive.
Two cores cables and pipes for the pneumatic connections shall be properly tagged at
the exit of the relevant junction box (if any).
The pipes for the pneumatic connections shall be properly straightened before their
laying, to eliminate all the deformations.
Special attention shall be paid to the execution of the curves, to avoid restrictions in the
flow section.

3.12 Installation and connections in the control room

3.12.1 Equipment interconnection in control room

The interconnections in the control room shall be by multiple cables inside cable trays
installed below the removable floor.

3.12.2 Entry of cables and tubing in control room

Electric cables and pneumatic tubing entering the control room shall be sealed, in
correspondence of the external wall of the building, to avoid the inlet of humidity or, in
general, foreign matters.
The following procedure shall be applied for any different type of entry:

a) Buried or concrete trench duct entry:

• sealing by suitable cable glands supported by a fra


me annealed in the building
wall.

• sealing at the ends of suitable lengths of conduits or PVC pipes (diameter about
100 mm) annealed in the building wall. Outside the wall, the space between the
cables (or pipes) and the internal side of the pipe shall be sealed by a bituminised
adhesive compound. At the other end of the pipe (inside the wall) the space shall
be sealed by a proper sealing compound (CHICO compound o equivalent).

b) laying in aerial cable tray:

sealing by suitable cable glands supported by a frame annealed in the building wall.

c) Laying in both buried and aerial conduit:

sealing of cables by locking couplings on the conduit outside the building wall.

The distribution of cables and pneumatic pipes shall be done below the removable floor
of the control room or inside the provided trench ducts; generally, the cables are laid into
cable trays clamped to the floor or to the supports of the removable floor.

3.12.3 Separation of cables

The following categories of cables shall be separated:

• cables for instruments power supply


• intrinsically safe cables
• extension cables for T/C

Anchoring, identification and connection of cables

All the cables shall be anchored before being connected to their dedicated terminal strip,
so that the traction on the cables is not transmitted to terminals and connectors. Each
conductor connected to a terminal strip shall be provided with suitable termination and
alphanumeric identification marking. The multiple cables shall be identified as well by
clips with the cable tag.

3.12.4 Installation of auxiliary panels and boards

After the removal of the packing, panels and boards shall be taken immediately to the site
(control room) where they shall be installed.
The equipment shall be handled carefully to avoid unwanted stresses to the metallic
structure or damages to the painting.
The installation of auxiliary panels and boards shall comply with the project drawings and
with the Manufacturer's instructions.
In the presence of a removable floor, they shall be rested on it after that the openings for
the entry of the cables have been carried out. The control panel and the other boards
shall be firmly fixed to the support structures by bolts.
When the control panel and the other boards are received at site in more than one
section, they shall be mechanically assembled and the foreseen connections shall be
restored.
After the definitive fixing of the panel, the panel's instruments shipped separately (if any)
shall be installed.
Any damage to the painting of panels and boards shall be repaired at site by using the
paint supplied by the Manufacturer.
At the completion of the installation and final assembly of the control panel, all the electric
and pneumatic connections shall be tested.

3.12.5 Earthing network

The structures of the control panels and of the boards, as well as the shieldings of the
transformers and the steel structure of the floating floor, shall all be connected to the
protection earthing system by single insulated copper conductors with PVC yellow-green
sheathing.
The earth busbars of the intrinsically safe barriers panels, as well as the references of the
electronic instruments and the shieldings of the cables , shall be connected to the
operating earthing system by insulated single conductors.
Suitable earhing collectors, different for each system, obtained with copper busbars
clamped to the walls of the control room, allow the grouping of the protection conductors
from the equipment to be connected to the general earthing system.
The earthing collectors shall be connected to single operating and protection collector, by
means of insulated conductors.

3.12.6 Cable and tubing trays and relevant brackets

Steel beams shall be utilised for all the supports of the cable trays, the control panel and
the other boards.
They shall be painted before their installation with a primer and a grey paint.
The equipment shall be bolted to their supports. Any special support or fixing system
shall be studied time by time during the installation.

3.12.7 Process computer

Its installation and connection shall comply with the Company's assembly drawings and
with the requirements of the computer's Manufacturer.

4.0 SCRAPS

In addition to the contractual requirements, pipes and beams in commercial length shall
be utilised by the contractor, in such a way to not leave lengths larger than 0.5 m and a
total scrap equal to 3% of their total length.
Lengths lower than 0.5 m shall be classified as not recoverable scraps. The Company
shall allocate an area where these scraps shall be accumulated. The Contractor shall
utilise them, every time it will be possible.
The cables shall be utilised properly, taking into account the available lengths, so that
useless lengths will not remain in the coils. The Contractor, for this purpose, shall agree
with the Company an utilisation plan for the stored lengths.
Scraps with total length lower than 2% for connections with lengths up to 100 m, or 1.5%
for lengths up to 200 m, or 1% for larger lengths shall be considered acceptable. For very
short connections, scraps with a total length not larger than 3% for each cable connection
are acceptable.
