Fondazione IntegrA/Azione
Fondazione IntegrA/Azione nasce nel dicembre 2010 con lo scopo di promuovere diritti e dignit per i migranti, in particolare rifugiati e richiedenti asilo. Uomini e donne che arrivano in Italia in cerca di un futuro migliore ma che, nella maggior parte dei casi, sono penalizzati da una scarsa conoscenza della lingua italiana, da situazioni alloggiative ed economiche precarie o da condizioni di salute fragili. Fondazione IntegrA/Azione was founded in December 2010 with the aim of promoting rights and dignity for immigrants, particularly refugees and asylum seekers. Men and women arrive in Italy looking for a better future but, in most cases, are penalized by a lack of knowledge of Italian language, precarious housing and economic situations or fragile health status. Fondazione IntegrA/Azione encourages a vision of society that presupposes reception, legality, respect of territory and human dignity. This guide was created for that purpose, addressed to the staff working with immigrants. It is a useful tool in communicating with users, through the translation and the use of images of the main questions/answers that are used during the assistance.

Le lingue e le culture esistono perch ci sono uomini e donne che le tramandano, le interrogano e le modi cano. Cercare di capire la differenza e/o distanza tra le diverse storie e le diverse soggettivit comporta un doppio esercizio: un andare verso laltro ma anche un ritorno verso noi stessi per guardare con occhi mutati la nostra cultura, le nostre abitudini e la nostra organizzazione sociale. Non si arriva allintegrazione nel nostro Paese di persone provenienti da altri continenti grazie a miracoli, n attraverso false ideologie, n attraverso assistenzialismo indiscriminato; piuttosto noi crediamo che sia possibile uno scambio, che sia fondato sul rispetto e sul riconoscimento reciproco. Nellincontro tra culture possono nascere molti elementi di incomprensione, di con itto e di isolamento per lassenza di conoscenza degli universi simbolici di identi cazione: la lingua, i costumi, lambiente, la gestualit quotidiana, la ritualit; quei fattori cio che costituiscono le basi dellidentit etnica e che, da chi accoglie devono essere mostrati, raccontati e motivati, da chi arriva devono essere riletti, interpretati e rispettati. attraverso il confronto con le differenti esperienze e i diversi contesti che sar possibile che ogni persona, portatrice di un mondo particolare, possa entrare in contatto con unaltra. Perch questo succeda necessaria una mediazione, fatta da strumenti e

Introduction
Languages and cultures exist because there are men and women who hand them down through generations, examine them and change them. Trying to understand the difference and/or distance between the various stories and the different subjectivities means double exertion: it means moving towards "the other" but also returning to ourselves, to look with changed eyes to our culture, our habits and our social organization. Integrating people from other continents in our country of is not done with miracles, nor with false ideologies, or indiscriminate charity; but rather we believe that an exchange is possible, based on respect and mutual recognition. In encounters between cultures many elements of misunderstanding, con ict and isolation can arise for lack of knowledge of the symbolic universes of identi cation: language, customs, environment, everyday gestures, rituals; in other words those factors that form the basis of ethnic identity which those who give hospitality must show, tell and justify and those who arrive must re-read, understand and respect. It is by comparing different experiences and different contexts that it will be possible for each person who brings with them a particular world can come into contact with another. For this to happen mediation is needed, made of tools and people, between the former life

Questo piccolo manuale, tradotto nelle lingue pi comuni e arricchito con molte immagini, un piccolo e modesto passo per cercare quel dialogo e per rendere le nostre citt meno anguste e indecifrabili allo sguardo affaticato delle donne e degli uomini che arrivano in Italia. La Guida rinvia al contesto della citt di Roma, perch la Capitale del nostro Paese, per la densit di popolazione straniera che ospita e perch in questo territorio opera la nostra Fondazione. Tuttavia, qualora la Guida interessasse altri Comuni o Provincie, sar possibile fornire un allegato con i riferimenti e gli indirizzi del luogo interessato. Con questo testo, vogliamo dare il benvenuto e offrire ai migranti appena arrivati in Italia un aiuto per gestire la quotidianit in modo autonomo e reperire, in modo agile e facilmente accessibile, le prime informazioni sul territorio, sullingresso e il soggiorno in Italia, sui documenti, sui servizi sanitari e sul sistema di protezione e tutele. Informare e tradurre le indicazioni in una lingua amica, portando i cittadini stranieri a conoscenza dei loro diritti, la prima cosa che pensiamo sia necessaria fare per garantire a tutti/e eguaglianza e libert.

Its a huge bet, especially in the era of globalization, which puts us to the test with intelligence and encourages us to build a society where it is possible to live together in mutual respect. This small handbook, translated into the most common languages, and enriched with many pictures, is a small and modest step towards that dialogue and makes our cities appear less cramped and undecipherable in the eyes of those men and women who arrive in Italy. The Handbook refers to the context of the city of Rome, because it is the capital of our country, because of the density of its foreign population and because it is in this area that our Foundation works. However, should the Handbook be of interest to other provinces or municipalities, it will be possible to provide an attachment with references and addresses for the places concerned. With this text, we want to welcome newly arrived immigrants in Italy and offer to help them to independently manage their daily life and obtain the initial information regarding the territory, documents, health services, security and protection service. Informing and translating the information into a friendly language, helping foreign citizens become aware of their rights, this is the rst thing we believe must be done to ensure equality and freedom for all.

Le cartine della citt sono nelle stazioni, appese ai muri e nelle edicole, dove puoi comprarle. Nelle grandi stazioni e nelle zone centrali delle citt trovi Uf ci indicati con il simbolo i in cui chiedere informazioni di viaggio, di trasporto e di luoghi da visitare. Spesso trovi anche delle cartine gratuite che indicano il percorso delle metropolitane e degli autobus. 4. How to move around

A map so that you dont lose yourself Ask the Hospitality Center for street directions and a map of the Town in which you live, in order to keep your bearings and not get lost. Maps of the city are available on the walls of railway stations, or can be bought at newsstands. In large railway stations and in the center of the city there are of ces with the symbol i where it is possible to ask for travel information and places to visit. Often free maps are also available showing subway and bus routes. You can asks passersby, bus drivers and policemen for information.

Il treno Il treno il mezzo di trasporto che collega tutta la nazione. Presso le stazioni, le agenzie di viaggio e sul sito delle Ferrovie dello Stato (www.trenitalia.it) puoi trovare informazioni su orari, percorsi e prezzi dei biglietti. I treni sono di diverso tipo, di solito quelli pi veloci sono i pi cari (Alta Velocit ed Eurostar). Alcuni treni viaggiano solo nei giorni feriali e sono indicati con il simbolo qui riportato. I biglietti si comprano in stazione, on-line e nelle agenzie di viaggio. In molte stazioni ci sono anche distributori automatici di biglietti, in varie lingue. I biglietti per i treni locali e regionali si trovano anche presso edicole, bar e tabaccai. Prima di iniziare il viaggio timbra il biglietto utilizzando le macchinette vicine ai binari. Se la biglietteria chiusa o non funziona, avvisa il personale e non prenderai la multa. Se fai un abbonamento (settimanale, mensile, per zone) o se hai meno di 26 anni, puoi avere uno sconto. The Train The train is a means of transport that connects the entire nation. At railway stations, travel agencies and on the website of the State Railways (www.trenitalia.it) you can nd information on schedules, routes and ticket prices. There are various types of trains, usually the faster ones are the most expensive (High Speed and Eurostar ). Some trains only run on weekdays and are indicated with the symbol shown here. Tickets are available at the station, on-line and at travel agencies. Many stations have ticket vending machines in various languages. Tickets for local and regional trains can also be found at newsstands, tobacco shops and bars. Before you begin the journey stamp your ticket using the machines near the platforms. The bicycle In Italy there are many roads accident with cyclists as victims, especially at night. So when you ride a bicycle be careful. Make sure that you have a bell, and functioning front and rear lights. If you travel at night on unlit road, get a re ective vest, so car drivers can see you. On foot Cross roads at pedestrian crossings and respects the lights! A traf c light is a light signal in three colors: red obliged to stand still, green indicates that you can walk, yellow warns that the change from green to red is near.

Informati presso la rappresentanza diplomatica della nazione dove vuoi andare per sapere se hai bisogno di un visto di ingresso. Money transfer If you want to send money abroad go to a Post Of ce with a valid ID and ll out the form for MoneyGram service, also available in many Call Centers, or go to a Western Union agency. With this service, your money will arrive at any destination throughout the world. How does it work? Each transaction is assigned a code and shortly after the money is available at the destination. 7. Il Permesso di Soggiorno La richiesta di Protezione Internazionale

Il Permesso di Soggiorno Il Permesso di Soggiorno un documento che dimostra la tua regolare presenza sul territorio italiano. Per ottenerlo devi avere un visto di ingresso per lo stesso motivo, rilasciato dal tuo Paese di provenienza. Il Permesso di Soggiorno dura due anni se hai un contratto di lavoro a tempo indeterminato o hai attivit autonoma; dura un anno negli altri casi. Se hai ottenuto il riconoscimento dello status di Rifugiato hai diritto ad un permesso di soggiorno della validit di cinque anni. Se hai ottenuto il riconoscimento della Protezione Sussidiaria il tuo Permesso di Soggiorno ha validit di tre anni.

7. Residence Permit Application for International Protection

Residence Permit The Residence Permit is a document that formally recognizes your presence on Italian territory. To obtain it you must have a visa for the same reason, issued by your country of origin. The Residence Permit lasts for two years if you have an inde nite work contract or are self-employed; in other cases it lasts one year. If you have been granted Refugees status. Then you have the right to a residence permit valid for ve years. If you have been granted Subsidiary Protection, your residence permit is valid for three years.

La normativa non prevede la regolarizzazione se hai fatto ingresso sul territorio italiano senza avere i requisiti formali richiesti, tranne nei casi di: richiesta di Protezione Internazionale; se sei una donna in stato di gravidanza; se sei un minore straniero non accompagnato; se sei parente di un cittadino italiano entro il secondo grado di parentela. Se hai fatto ingresso sul territorio italiano senza avere i requisiti formali richiesti e rientri in uno di questi casi non sarai espulso e potrai richiedere il rilascio di un Permesso di Soggiorno alla Questura competente per domicilio o residenza. Per ottenere il Permesso di Soggiorno o rinnovarlo devi presentare una domanda formale allo Stato italiano e pagare un contributo che attualmente varia dagli 80 ai 200 euro. Tale contributo non previsto per la richiesta di rilascio o rinnovo del Permesso di Soggiorno per asilo, richiesta silo, Protezione Sussidiaria o umanitaria. Se richiedi per la prima volta il Permesso di Soggiorno, perch sei stato assunto a lavoro (con contratto da dipendente o subordinato) o per ricongiungimento familiare,

The legislation does not provide for regularization if you entered Italian territory without formal requisites, except in cases of: application for International Protection; if you are a pregnant woman, if you are an unaccompanied foreign minor; if you are related to an Italian citizen within the second degree of kinship. If you entered Italian territory without having the formal requisites and come under one of these cases you will not be expelled and can ask the police authorities to issue a residence permit for domicile or residence. Il rinnovo deve essere richiesto entro 90 giorni prima della scadenza per i permessi di soggiorno per lavoro e famiglia di durata biennale, entro 60 giorni prima della scadenza per i permessi della validit di 1 anno, entro 30 giorni per i restanti casi. Le nuove regole per il Permesso di Soggiorno Dal 10 marzo 2012 il Permesso di Soggiorno per i lavoratori stranieri (di et compresa tra i 16 anni e i 65 anni) che faranno ingresso in Italia e chiederanno un Permesso di Soggiorno per almeno un anno vincolato al rispetto dellAccordo di Integrazione. La nuova legge chiede agli stranieri che vogliono entrare in Italia di sottoscrivere lAccordo dintegrazione, una specie di contratto con cui si impegnano a imparare la lingua italiana e i principi fondamentali della Costituzione.

Entro tre mesi dalla stipula dellAccordo devi seguire un corso gratuito di formazione civica e informazione sulla vita civile di durata tra le 5 e le 10 ore; entro due anni devi impegnarti a raggiungere un livello di conoscenza dellitaliano pari ad un livello A2. Allinizio avrai assegnati allimmigrato 16 crediti, che possono aumentare o diminuire. Per adempiere allAccordo, devi accumulare 30 crediti in due anni. Puoi ottenere nuovi crediti con la partecipazione a corsi, con il conseguimento di titoli di studio, con lo svolgimento di attivit economico-imprenditoriali, con la scelta di un medico di base, con la partecipazione ad attivit di volontariato, con laf tto o lacquisto di una casa. I crediti vengono levati in caso di condanne penali e di sanzioni economiche di cifre superiori ai 10 mila euro. Dopo due anni (ma i tempi possono essere anche pi lunghi) lo Sportello Unico calcola il punteggio: lAccordo sar rispettato se si raggiungono 30 o pi crediti. Se i punti saranno pari o inferiori a zero c lespulsione. Chi si fermer tra 1 e 29 punti avr una proroga di un anno per recuperare. Within three months from signing of the Agreement the foreigner must undertake a free course in civic education and information on civilian life that lasts between 5 and 10 hours; within two years he must achieve an Italian language level of A2. In the beginning the immigrant is assigned 16 credits which may increase or decrease. To comply with the Agreement, it is necessary to gain 30 credits in two years. New credits may be obtained by participating in courses, attaining educational quali cations, carrying out economic-business activities, selecting a doctor, participating in voluntary activities, and by renting or buying a house. Credits are forfeited in case of criminal convictions and nes amounting to more than 10 thousand Euro. After two years (but at times even longer) the One-Stop desk calculates the score: the agreement will be met if 30 or more credits are achieved. Points equal to or less than zero will result in expulsion. Between 1 and 29 points a one year extension will be granted to recuperate. When you went to the police/ border police to claim asylum the Police took your pictures and checked if your ngerprints had already been taken in another EU country. If it appears that you have been or have crossed into another European country, you will be reported to the Dublin Unit, based on the Dublin Regulation II (a European law that establishes the country responsible for analyzing your request). In these cases, to understand the procedures you will be required to undergo, contact a lawyer or an association. On the date indicated by the Police you must go to the Territorial Commission for the Recognition of International Protection, which is the only organization authorized to decide on your application for asylum.

In tutte le fasi della procedura di richiesta di protezione hai diritto a poter contattare lUNHCR (Alto Commissariato delle Nazioni Unite per i Rifugiati) e le principali organizzazioni in tutela dei richiedenti la Protezione Internazionale. La Commissione prender una decisione sulla tua richiesta di Protezione dopo averti ascoltato in una audizione personale, una sorta di intervista, durante la quale ti saranno fatte delle domande relative a te, ai tuoi familiari, al viaggio che hai compiuto per giungere in Italia, ai documenti in tuo possesso, ai motivi per cui hai lasciato il tuo Paese dorigine e alle ragioni per cui non puoi tornarvi. Durante il colloquio sar presente un interprete che parla la tua lingua. Per legge lintervista dovrebbe svolgersi entro 30 giorni dalla presentazione della domanda di asilo e la Commissione dovrebbe dare una risposta entro i 3 giorni successivi, ma spesso i tempi sono molto pi lunghi. Le decisioni che possono essere prese dalla Commissione in seguito alla tua intervista sono: il riconoscimento dello status di Rifugiato, ai sensi dellart.1A della Convenzione di Ginevra del 1951 relativa allo status dei rifugiati;

During all stages of the procedure for requesting protection you are entitled to contact the UNHCR (United Nations High Commissioner for Refugees) and the main organizations that safeguard applicants for International Protection. The Commission make a decision on your request for Protection after listening to you in a personal hearing, a kind of interview, during which you will be asked some questions about you, your family, the trip you made to arrive in Italy, the documents in your possession, the reasons why you left your country of origin and why you cannot go back. During the interview an interpreter will be present who speaks your language. By law, the interview should take place within 30 days after you present your request for asylum and the Commission should respond within the following 3 days, but often times ar e much longer. Decisions that may be made by the Commission after your interview are: Acknowledge your refugee status under Article 1A of the Geneva Conventions of 1951 regarding the Status of Refugees;

Permesso per Soggiornanti di lungo periodo Questo tipo di Permesso pu chiederlo solo chi soggiorna regolarmente in Italia da almeno cinque anni, ha un reddito minimo, ha un contratto di lavoro e ha superato un test di conoscenza della lingua italiana. I Centri di accoglienza per Richiedenti asilo I Centri governativi di Accoglienza per richiedenti asilo offrono la prima accoglienza durante il periodo di esame della domanda da parte della Commissione territoriale. Dopo, se hai ottenuto la Protezione Internazionale, puoi andare per qualche mese allinterno di altre strutture, private o pubbliche, di supporto allintegrazione, dove puoi partecipare a corsi di lingua e servizi di inserimento lavorativo. In questi centri richiesto ai minori lobbligo scolastico.

Long term Residence Permit This type of Permit can only be requested by those who have been in Italy for at least ve years, with a minimum income, a work contract, and have passed an Italian language test. Hospitality centers for asylum seekers Government Hospitality Centers for asylum seekers offer the initial hospitality while the Territorial Committee examines applications. After which, if International Protection is granted, you can go to other private or public integration assistance structures for a few months, where you can participate in language courses and job placement services. In these centers it is compulsory for minors to attend school.

I diritti della persona umana non ammettono discriminazione, anche se non sei in regola con il Permesso di Soggiorno. Alle persone straniere presenti alla Frontiera o nel territorio dello Stato, la legislazione italiana riconosce i diritti fondamentali e inviolabili della persona umana: i diritti e le libert riconosciuti allessere umano in quanto tale, a prescindere dalla sua nazionalit, dal sesso, dalla razza e dalla religione.

8. What are your rights?

Freedom, dignity and equality Italy guarantees all foreigners that have a Residence Permit the same rights granted to Italian citizens regarding equal treatment, respect and full equality. Human rights do not admit discrimination, even if you do not comply with the requirements of a Residence Permit. For persons present at the Border or in Italian territory, the Italian law recognizes the fundamental and inviolable rights of individual human beings; the rights and freedom recognized for human being as such, regardless of their nationality, sex, race and religion.

Centro Accoglienza per Richiedenti Asilo (CARA) Dopo aver presentato la domanda di Protezione Internazionale, potresti essere ospitato in un Centro di Accoglienza governativo: il C.A.R.A. 9. How does a Hospitality Center work

Hospitality Center for Asylum Seekers (CARA) After submitting an application for international protection, you may be housed in a Government Hospitality Centre: the C.A.R.A. (Hospitality Centre for Asylum Seekers). The police authority will issue a certi cate in your name (not a Residence Permit), stating your position as an applicant for International Protection. Your stay at the Centre is guaranteed for the time strictly necessary to ful ll the bureaucracy required to acknowledge your application for asylum (20-35 days). After this period, you are entitled to leave the C.A.R.A. and the police authority will issue a Residence Permit for asylum. Often the request for protection is not dealt with in due time, therefore unless you have a home, you can stay in the C.A.R.A. for a further period of up to 6 months, provided there are no intervening decisions on the application proposal. 15. Gravidanza e Contraccezione

I diritti in gravidanza Anche se non hai il Permesso di Soggiorno, il tuo diritto alla salute garantito, assieme a quello di tuo glio/a. Se lavori hai gli stessi diritti di una lavoratrice italiana in tema di maternit. Non puoi mai essere licenziata a causa della tua gravidanza e hai sempre diritto al Congedo di maternit per 2 mesi (prima del parto) e 3 mesi (dopo). Altre tutele dipendono dal lavoro che fai. Se non sei in regola, puoi usufruire delle cure essenziali in forma gratuita e puoi chiedere il Permesso di Soggiorno per motivi di salute, che vale per il periodo della gravidanza e per i 6 mesi successivi alla nascita del bambino/a. Rights during pregnancy Even if you do not have a Residence Permit, your right to health is guaranteed, together with that of your son/daughter. If you are working you have the same rights as an Italian worker with regards to motherhood. You can never be red because of your pregnancy and you always have the right to maternity leave for two months (before birth), and 3 months (after). Other safeguards depend on the work you do. If you are not registered, you can receive essential care free of charge and can apply for a Residence Permit for health reasons which is valid during pregnancy and for 6 months following the birth of the child.

I Consultori e gli altri centri sanitari possono seguirti per tutta la durata della gravidanza dandoti informazioni e assistenza. Pregnancy: take care of yourself If you are pregnant you can count on the same services, conditions and protections offered to Italian women. During pregnancy you can run some tests to ensure your health and that of the baby free of charge or by paying a ticket. If you do not undergo these tests you are risking serious complications: before, during and after childbirth. The Family Clinics and other health centers can follow you for the duration of pregnancy, providing you with information and assistance. You can be hospitalized anonymously in all public hospitals and even decide not to recognize the child. This waiver can be made both when admitted and at child birth. The baby will receive all necessary care from health workers and will then be adopted. Remember that doctors always have a duty to keep silent and not tell anyone about your health.

Si pu considerare violenza alle donne ogni abuso di potere che si manifesta attraverso il sopruso sico, sessuale e psicologico. La violenza pu manifestarsi in vari modi e anche in forme isolate: pu essere sica, psicologica, economica e sessuale. Non vergognarti e non sentirti in colpa se hai subito una violenza: non sei tu a provocarla. Denuncia la violenza: gli abusi sulle donne sono un fenomeno grave e punito in Italia. Se osservi un disagio offri aiuto, affetto e sostegno alle donne che stanno subendo violenza. Anti-violence centers Anti-Violence Centers are places that welcome women who have experienced violence, with or without children; they help women in their paths out of the violence through telephone reception, hospitality in Shelter homes, counseling and legal advice. This is an association with a call center that responds to requests for help from women, adolescents and elderly who suffer physical, psychological and economic violence, sexual harassment and stalking. Riconoscimento dei titoli di studio Il cittadino/a straniero con un titolo di studio rilasciato da un Paese estero pu presentare domanda di riconoscimento alle Universit italiane per accedere a qualunque livello di istruzione superiore. possibile anche il riconoscimento dei titoli di studio stranieri per liscrizione alla Camera di Commercio (per intraprendere unattivit commerciale) o nelle liste di Collocamento. Recognition of quali cations If you have a degree awarded by a secondary school in a foreign country and want to obtain recognition, refer to the Provincial Of ce of Education. Courses of the Centri Territoriali Permanenti (CTP Permanent Territorial Centers) The courses are held at the Centri Territoriali Permanenti and last from 40 to 60 hours. The training course, which is fee, also includes teaching the rights and duties of citizens that live in Italy.
