The selective denial of the Employes Retiement incentive plan for many state employees has once
again placed s thorn in the side of various employees of the state. The concept of ethics or fair slay
‘that cil service ideals are based on, seems to presently be on 8 roulette table in Gur agencies, Within
our office “targeted” employees paid through the “général fund” are treated to additional ifetime
‘retirement incentives besefits while employees whe are paid through “internal funding sources” (but
sill from tax payer pockets}are treated ta na incentive opportunity,
(Our petition ibriefly states our abjections and concerns that come not just from employees who are
ready 10 retire but from rhany younger employees who are now wondering what their futures hold in
working for organizations that are not allowed to hire even minimal positions within offices that look
Ake sinking ships. Others are perhaps wondering how to game the system to make sure that they art
hopetutty in the proper funding locality,
‘There is.a dark irony, to be told on one day that you are not aligible to be on a retirement incentive list
and then the next day be told & doesn’t mean you are of the layoff list. Some of us are actually in this

‘These are hard times end leaving employinent even for retirement is not an easy jump tor most of ut to
‘ake, particulary in this economic environment. ¥ the legislate branch of thit government is serious
about saving money, they should allow ail employees {as it has in the pastite leave with the same
benefits as others have enjoyed and allow the agencies to replece at beast some titles in their work
force with entry level positions to appropriately maintain services to our State.
