Honorable Assemblyman,
The selective denial ofthe Employee Retirement incentive pln for many state employees hes onee
again placed a thorn in the side of verious employees of the state. The concept of ethics o fai play
that civil service ideals are based on, seems to presently be on a roulette table in our egencies. Within
our office “targeted” employees paid through the "general fund” are trested to additional lifetime
retirement incentives benefits while employees who are paid through “‘nternel funding sources" (but
still from tax payer pocketslare treated to no incentive opportunity.
‘Our petition briefly states our objections and concerns that come not just from employees who are
ready to retire but from many younger employees who are now wondering what theit futures hold in
working for organizations that are not allowed to hire even minimal postions within offices that look
like sinking ships. Others are perhaps wondering how to game the system to make sure that they are
hopefully in the proper funding locality.
‘There ise dark irony, to be told on one day that you are not eligible to be on a retirement incentive list
and then the next day be told it doesn’t mean you are off the layoff list. Some of us are actually in this,

‘These are hard times and leaving employment even for retirement is not an easy jump for most of us to
take, particularly in this economic environment. if the legislative branch of this government is serious
about saving money, they should allow all employees (as it has in the past}to leave with the same
benefits as others have enjoyed and allow the agencies to replace at least some titles in their work
force with entry level positions to appropriately maintain services to our State.
Please understand that this is not @ union sponsored petition but a grass roots appeal that we believe
Fepresents many more people than the few signature you will see on these petitions, but represents
‘thousands of others who are yet to let their voices be heard on election day.
