‘Thank you for your interest in the management of public lands within San Juan
County. I appreciate the information you submitted to my office outlining your priorities for the
region. This information, combined with your participation in the process outlined below, will
help me gain a better understanding of the diverse interests, land uses, and values in this very
important region of our state, ‘The purpose of this letter is to provide you with information about
next steps and a schedule for crafting a comprehensive lands bill in San Juan County.
The information you, and many others, have provided, has identified ecological, cultural,
social and economic values to be considered for preservation under various land use
designations. In order to achieve the right balance in a public lands bill, I must also understand
any potential conflicts that may arise in making land use designations. To deepen my
understanding of these issues, and to ensure that we have a full understanding of the issues you
have raised, [ have asked my staff to hold a series of discussions with those who submitted
priorities to my office,
These dialogues will take place in San Juan County, and I invite your participation, The
purpose of these meetings is to: (1) ensure a more complete understanding of the priorities you
and other organizations submitted; (2) hear from fand management professionals about the
activities occurring on lands within their jurisdictions as well as the management priorities
currently in place; and (3) allow various stakeholders to learn about and better understand
priorities and potential conflicts. These dialogues are not intended to be negotiations; rather they
are intended to provide important opportunities for information sharing that will benefit all
parties.
Enclosed is a map showing San Juan County divided into regions. Each region will have
its own dialogue session in the order noted on the attached schedule. In order to facilitate the
most efficient use of time, I ask that you come to these meetings with prepared information
outlining the following questions in reasonable detail about that day’s specific region:
1. The ecological, cultural, social and economic values to be addressed in the given
region.
2, Proposals for addressing these values, including a map delineating the proposed

3. Ifa proposal includes a specific land use designation, please include the follow
details:
a. Current and proposed land use activities occurring within the boundaries of
the proposed designation, including, specifically, those activities that are
incompatible with the proposed designation?
b. Ifpossible, how best to mitigate the conflict with non-conforming activities
arising from the proposed designation?
. Any other conflicts that may arise from the recommended designation.
Ateach meeting, those in attendance will be given an opportunity to make a presentation
of the information noted above. (A projector will be provided if you wish to use electronic
format.) Discussion time will be allotted based on the number of attendees who wish to present,
so please’plan to be flexible. Also, please provide a copy of your presentation (in hard copy or
electronic format) for my office so that I can further consider this valuable information,
