Notification & Advertising Timely notification of bidding opportunities is essential in competitive bidding for the Corporation to have exposure to what is out there in the market to cross reference all bidders price to its budget. To ensure the corporation gets the best for its dollar there should be an invitation to pre-qualify or to put out bid notices in the daily papers. Based on the records, it has not been done and as a result it is. considered a root cause to the problem. Pre-Qualification of Bidders Prequalification of bidders is a crucial component for large or complex works because it has the ability to narrow down competitors to those who have adequate equipment, manpower and resources to perform the conditions and standards taking into consideration: a. Experiences and past performances as it relates to the project. b. Capabilities of the contractor with respect to human and physical resources. c. Financial position of the contractor. The scope of the project and contract with a clear intent of a statement requirement should be sent to all who responded to the invitation. It is evident that at the prequalification stage there was no listing of all contractors who pre-qualify based on the scope of the contract and the project. It is obvious based on the record SABL Bahamas and Veolia Water were handpicked because there is no verification of the information that this group was the best contractor based on prequalification which has contributed to the root cause of the problem.
