The contract did not address fraud and corruption issues to ensure that
contractors, bidders and suppliers observe the highest standards of ethics during
the procurement and execution phase in terms of:
a. Fraudulent practices
b. Corrupt practices
c. Collusive practices
It is evident within this project there are some signs of each and the corruption
did not have these issues addressed within its contract or its records to protect
Water & Sewerage interest, based on the Professional Services contract.
‘Type & Size of Contract
‘The bidding document of the contract indicated a cost of $399,764.00 in March
31 2005 which was submitted to the Water & Sewerage Corporation. On
February 13” 2008 ICC received a letter from DGM-Engineering and Planning
seeking assistance from ICC because claims were made by SABL
(Bahamas)/Veolia Water in the amount of $179,370.31 and $763,948.14 were
submitted. The contract that was administered was a cost plus contract that
stipulated the conditions for changes, but based on records there are no
justifications for the project changes but here is an increase in the project
amount.
If indeed this was the correct contract price to be paid, the question for clarity
within the analysis is why is Mr. Christopher B. Sherman, Deputy General
Manager of Engineering and Planning requesting a full detail report on both
submissions of $179,370.31 and $763,948.14 (see page 24 letter February 13”
2008).
It is evident that there is a disconnect between Mr. Glenn Archer and Mr.
Christopher Sherman in terms of communication and a inter-related process that
is operated within a departmental networking operating system that suggests the
cultural component from which they both operated within the organization is also
part of the problem that makes its difficult to administer the contract (see Audit
