The Norwalk Federation of Teachers (“NFT”), Local # 1723 has failed to engage in good-faith
collective bargaining in violation of 10-153e(c). Specifically, the NFT has disregarded explicit
negotiation ground rules that were agreed upon by the Norwalk Board of Education and the NFT
at the start of negotiations on a successor collective bargaining agreement. The Board of
Education brings this prohibited practice complaint and secks immediate and appropriate relief,
including attomey’s fees and the costs of arbitration incurred by the Board of Education,
