PEOPLE in the small village of Sheila in North West will not easily give up on their farm. At least until the crisis is sorted. The farm fuels dreams and aspirations.
Even without a strong, coherent direction and some parts of the farm in ruins – vandalised and looted – De Paarl Communal Property Association (CPA) is a gift few people will ever receive.
Running on a precarious shoe-string budget, the farm has not seen anything grounded in revenue and not even tasted the arbitrary good fortunes of a farming season. This is according to the farm’s beneficiaries. What is worse, the ratio of people to dividends is too big with 800 “beneficiary expectants”.
