It considers itself the pristine manifestation of Islam and authorizes the killing of any non-Sunni Muslim as not-true believers. This paper analyzes what we know about the Islamic State, using a variety of public sources, and makes recommendations about potential measures that could be taken to eliminate this threat from the civilized world.

    The Islamic State: Both a State and a Terrorist Organization

    The aftermath of the American occupation of Iraq and the civil war in Syria have given rise to a situation unknown until now in international relations: the fact that an organization widely considered as a terrorist organization has been able to occupy and govern large swaths of territory in both Iraq and Syria, eliminate the border frontier between the two nations, and proudly declare the establishment of a caliphate, a form of Islamic governance that had not existed since 1924, after the destruction of the Ottoman Empire at the end of World War I. This terrorist organization has evolved from its Al Qaeda roots and grew out of the Sunni resentment against the Allied invasion of Iraq, which was launched based on an inexistent threat of weapons of mass destruction and potential links between the government of Iraq and Al Qaeda, and although it eliminated a dictator for the benefit of the world, it cost dearly to the American public in lives, economic resources and prestige. The invasion occurred at the beginning of 2003 and by late 2007, the American troops started to withdraw and concluded on December 18, 2011, ending a deployment which cost 4500 American lives and more than 32,000 wounded. The Iraqi civilian deaths were estimated of at least twenty times higher (Warrick, 2015, p. 249). The invasion of Iraq, part of President Bush’s response to the tragic events of 9/11, produced more American casualties than those produced in the terrorist event. The invasion did not bring democracy to Iraq, because democracy cannot be imposed on a population which has never practiced democracy, and also did not bring peace to the Middle East, as optimistically predicted the American administration. In fact, the invasion was an abysmal failure which left in place a corrupt and inept Iraqi government that limited all the rights of the Sunni minority and created the necessary conditions for terrorism to grow and prosper.
