    Chapter 1 The 23 Car Incident

    It is 1:24 am in a residential neighborhood in Seattle, known as Stewart Park. Parking is at a premium with each address having only one parking stall in front of their house after 9 pm. They also park every other day on the opposite side of the road.

    In one block there is 23 cars parked, with barely enough to pull out into the road. Only the driveways permit a car next in line to almost touch the one behind or in front of it.

    A van pulls alongside the parked cars letting out people with hoods on. The street is deserted with a person at each in of the block watching for cars. A phone vibrates in each pocket. The coast is clear. Each car door is opened with no alarm sounding. In 30 seconds, every car between driveways pulls away. In the next three minutes every car on the street is driven off.

    Half the cars leave going up the street, the others the opposite way. At every intersection, two cars take each of the three streets. At the next intersection single cars each street. In three intersections only a single car is travelling down the street.

    In 15 minutes, all 23 cars are parked in separate garages all over town never passing a traffic camera.

    It is 6:27 am, This is 911 what is your emergence?

    "They stole my car right off the street in front of my house. OH no, there is not a car on the street.
