On patrol a pair of officers notices some unusual behavior. They report it to the Sergeant. He sends it up the line to the detectives, where it will sit for a time. When time is available the lieutenant gives it out to investigate.
A ‘gopher’ has the assignment to research the address in question. A computer program can look at the crime statistics by address. They find no crimes for the last year and before that a steady decline. There are no errors in the program or data.
More disturbing is that the fire and police districts all pivot on Windsor. Any changes in the statistics are spread over four different districts and then summed up a level. No one will ever see the real happenings. The gopher and two detectives dig deeper. They find power, water, voting, bus, census data, every statistic the city and federal people use all pivots from the same 350 East Windsor corner. No one can see the actual figures as they are split four ways then summed to different totals. They are smeared into the upper levels and lost.
The police are seeing this as the greatest coverup ever or they are all paranoid. But, why cover up the fact the crime rate has gone to zero in 2-square miles of the city?
Spooks and area-51 creep into their conversation and yet with no crime what can they do? They watch 350 East Windsor, but the time is too short to tell what is going on at that address. People come and go. Few go into the house. But then are the people also coming to the house from the four different areas that pitot from that corner?
The detectives go into hiding close by and hope to figure out over a holiday and vacation time what is going on. The ‘gopher’ leaves on vacation before they do and says, ‘I may not come back, I am scared.’
In the house they bought, they put steel sheets on the walls and tunnel into the old sewer tunnels to escape what ever it is. An old man knocks on their door after walking through the best surveillance system money could buy. He spins a tale of doom and gloom and they must join him and the project he has. It would only be for a short time until they can control what they have.
Over the next two days, the good Doc sees he is expendable, they blow miles of sewer tunnel to escape, they attempt to put on TV the Doc’s story, but the News-One building is hit with missiles, and FBI agents are gunned down as they attempt to take over the case.
The President gives the Navy the task to get to the bottom and clean up the mess, which only gets worse. Every military force that gets involved is quarantined and not allowed to talk with anyone and has their own military guards. Is this to protect them or jail them and what they may know?
A JG naval officer is promoted to Vice Admiral to lead the investigation and clean up the mess. Why is he concerned about the direction of a toilet roll of paper in a travel agency’s office?

    Chapter 1 The Promotion Board

    A police promotion board in a large eastern city is completing their meeting.

    The HR Personnel Commander says to the group assembled, I have one last piece of business. We need to fill Detective Smith’s position, since he retired. I have the top three candidates. I will pass out the sheet and you need to check the one you want.

    From one of the district commanders, after reading the sheet says, Wait a minute! All three of these people are well over the minimum score for this position. Besides that, the top two are tied with the same score. Now, that I have never seen before.

    Another Commander jumps in, Yea, when we post these results, how are we going to explain why we chose one over the other? In the past, we have always taken the top score. Surely, there must be an error. Look, you even went out to three decimals and they are still the same.

    From across the table, the lone female Commander says, Will the guild have a field day with this? The Chief will not like this at all.

    The personnel Commander says, OK, you guys and lady. That is the scoring. I went back and checked it myself. The decision is yours. What do we do?

    The senior Commander says, That is easy. We do nothing. We just put their names all on the same line in alphabetical order and say the exam was flawed. We will have to re-exam next quarter.

    The female Commander has the open position. She is not happy with that suggestion.

    Wait a minute. We have three people that would make a good detective. It is so seldom we even see one; we cannot pass up three! We need names on these candidates.

    The personnel Commander tells them, You know that is not procedure. Then when we do choose one, the others can come looking for me. No thanks.

    Jim, take a walk and get a cup of coffee, the senior Commander tells him.

    While Jim is gone, the folder in front of his chair is opened and read, by the senior commander.

    He looks up and says to the group, Now I know we have a problem. Jack Wilson is number three, a good man. I thought so; Hammer and Nero are the other two. I would not like to face either of them and tell them they were tied with the top score and we chose someone else!

    After five minutes, Jim comes back into the room.

    They were out of coffee. Did I miss anything?

    You coward, you went for coffee knowing what we would do, the senior Commander smiles.

    Why Fred, whatever do you mean? Jim asks.

    Fred says, Jim you know full well, Hammer could kick all of us around this room. Nero could kick the room around, if he wanted. Jim, what do you want to do?

    Jim sits down with a smile and moves the closed folder to the corner of the table.

    He says, "Hammer is a great officer. Smart, quick, best arrest record any place. Charm a snake if she wanted too. Nero is street smart, quick, he could eat the snake if need be.

    In fact, I could have any of you write down one of their qualification, and the person next to you would not know which one you were talking about.

    He continues, "They would both also fill a needed role with the bean counter. Here is my plan.

    "First, we promote Jack Wilson into the open position.

    "Next, we promote Hammer by upgrading the position she is in. That will cost me little. I have the money ready to move today.

    "Next, you find among your extra change, enough for Nero.

    "Finally, we team them up. Get the best of all worlds.

    When the budget comes around in a few months, we add two more patrolmen to the budget. The mayor always wants to look good. He can have two new patrol officers.

    Jim is all smiles at his own idea, Well, what do you think?

    OK, but where do they go?

    Jim is ready to answer, The Chief has been raising a fuss about the problems out near Windsor. Seems there are lots of incidents out there. Most of our current effort is going back deeper into the precinct. We assign them to clean up the area and as the elections gets closer, we pull them up town. Like a roving wrecking crew. I hear no objections. Good, let’s go to lunch, by the way, who is buying mine!

    Chapter 2 The News-One Building is Under Attack

    In a large metropolitan area, it is 11:14 pm. The News-One nightly report is now on the air. They are the most powerful TV station in the area and occupy the 22nd to the 31st floors of the News-One building in the very heart of the city. Their new digital TV broadcast studios are all housed on the 27th floor.

    At 11:17, an explosion destroys their entire satellite array on their roof. Debris and large black pieces of satellite dishes comes crashing down to the pavement on all sides of the building for a minute or so. It sounds like thunder in a snowstorm but there are no clouds. Luckily, at night there is little or no foot traffic in this area. The ball of fire that is raised from the blast can be seen for miles. The rooftop of the building goes black.

    At 11:19, a fiery trail can be seen briefly from a building several blocks away. Seconds later the 27th floor of the News One building erupts in a ball of fire. Pieces of the building and all the glass windows on the entire floor are blown out.

    A few seconds later, a second trail of fire can be seen coming from the same building. Again, a ball of fire and a tremendous explosion rocks the very core of the building. The 27th floor has taken a second hit. The sprinkler systems on the 26th, 27th and 28th floors have gone off because of the ball of fire or they were ruptured in the explosions. The three floors are awash in water and any secondary fires are quickly smothered.

    Chapter 3 Twelve Weeks Before the Destruction of the News-One TV Studios

    The evening police patrol shift has been on duty for half an hour. As usual, Sergeant Adams is in front of the room.

    Sergeant Adams has never been seen by anyone under him, without him being in uniform, including his sidearm. He is in his late 50’s, already has his 30 years. He is smart, tough, and still larger than most patrol officers are. He has trained most, if not all the detectives in several precincts, and more officers than anyone else has.

    Every year he turns down the offer to leave the field and move to the Academy. He enjoys the rotating shift work and the direct contact with the ‘street cops.’

    Sergeant Adams is just ending roll call for the evening, That is all, be safe and please catch some bad guys tonight.

    Two Patrol officers remain after roll call. They come to the front of the room.

    The Sergeant asks them, Patrolman Jones, do have a question?

    He replies, If we could discuss a matter with you Sergeant.

    Sure, both of you come back to my desk,

    Back at his desk, the Sergeant puts the roll call folder on his desk and then sits on the corner, What can I do for you two?

    Serge, we have seen some unusual activity out on Third and Windsor later in the afternoon and evening. There is an awful lot of foot traffic at the building at 350 East Windsor. The people are of all types and races more men than women, but still a lot of women.

    Sergeant Adams says, That is the old Windsor mansion is it not, two story brick, and doors on all four sides?

    The second patrolman answers, Yes, from the street I can see the front and sides both adjacent lots are vacant and over grown with weeds. We have never been around back.

    Had any complaints? the Sergeant asks.

    No Sir, we checked the files for the last few months, nothing.

    The Sergeant is always training people, What do you think is going on?

    We are not sure; we just feel it is strange.

    Drugs, hookers, gambling?

    The Sergeant is still pulling on their chains, looking for more, but they have taken the first step by checking the files.

    The senior patrolman replies, Well, it seems if they go to the front door, they go in. If it is to the side door, they do not. But we have not been around much to have seen anything.

    The Sergeant understands he has all the information they have, Thank you; I will push this up the line. I will make sure you both are listed on the initial. Something else, do not change our patrol in any manner. If there is something going down let, let’s not spook them with a change in your scheduled patrols. I will let you know how this goes. It will be awhile.

    Thank you, Serge, they leave.

    Sergeant Adams writes up a preliminary follow up sheet and decides to deliver it in person to the detectives. The Windsor beat was part of his old beat and he is not happy about something going on in his old neighborhood.

    Sergeant Adams is about 215 pounds, but he takes the stairs two at a time as he takes the four floors up to the detective’s offices. His stride walking down the hall carries much more authority than just his three stripes.

    Hi, Serge, comes from more than one detective on the floor as he passes through their area. Most have passed through his schooling down stairs. He sits down at detective Hammer’s desk.

    She looks up, Well, how are you Serge? Long time no see, her grin says more that hello.

    Sergeant Adams is in his usual business manner, "Fine, I have a possible report of activity at the Windsor mansion on third. I have filled out a preliminary. I got everything the patrolmen had. It is not much. They have been on the force over three years. Good men, both Jones and McCoy. It is all there.

    They have been on this beat for about three months, long enough to start to notice patterns. I do not know if it just started or has been going on for some time. Then again, it may be nothing.

    Hammer takes the folder from him, Serge, I will let you know, it will be a piece before we can look into this. We are over our heads as usual.

    The Sergeant goes back down the stairs and Hammer reads the preliminary and puts it into the work file. Then changes her mind, a copy is made, time stamped and dropped into the Lieutenant’s box.

    Hammer is about 6 foot 1; with spikes on well over 6 foot 3 tall. About 157 lbs., natural blond hair, blue eyes and always finishes in the top four in the annual all-around physical competition. She is quick as a cat and kicks like a mule. The 45 automatic is in the small of her back above a wide set of hips. She will not or cannot wear comfortably a normal shoulder holster. No one has ever asked her where she keeps the extra clips for her revolver.

    It is rumored that she turned down a top modeling job to enter the Academy.

    Her partner Nero is the exact opposite of Hammer, in every way. He is jet black, 240 lbs., 6 foot 5 and lived on the streets before the Academy. He always finishes first in the all-around physical competition. He was one of the very few single driver squad cars.

    It has been a week since the Sergeant’s report was dropped in the Lieutenant’s box. Hammer and Nero are in with the Lieutenant for their normal briefing.

    The Lieutenant is Johnny O’Brien, late forties, every relative he has; has either been on the force, is on the force, retired from the force, died in the line of duty, or in the Academy. After discussing all their open cases, he opens the folder given to Hammer by Sergeant Adams.

    He says to the two of them, "Let’s talk about this preliminary from patrolmen Jones/McCoy that found its way into my basket. Since the beat cop is our best source of information, I want this one checked out. Besides this looks like something we ought to get to know more about.

    Hammer takes the lead on this one. Please do the standard work up, you know the routine. You both have plenty to do, so go do it.

    Hammer and Nero have an unusual approach to ‘teamwork.’ Both knows what the other person is doing, but never gets involved unless asks. The report from the team to the Lieutenant comes from the team and goes back to the team.

    The Lieutenant knows how they work, but results are all he wants and gets. The Lieutenants’ ‘take the lead’ means it is yours, Hammer. To another team of detectives, it will mean you are the lead for the team.

    Nero looks puzzled outside the office. In the meeting, you would have thought he understood everything that was on that piece of paper.

    He asks Hammer, What have you got there, I never saw it before.

    Oh, you were not here when the Serge came up, I almost filed it, then thought better of it and gave it to the Lieutenant for a week. No problem, if I find something you will be the first to know.

    Hammer had forgotten all about the folder, she copied to the Lieutenant.

    I am sure the Serge told the blues to play it cool for the time being,

    Well, even I would not go down and ask him that question.

    Hammer smiles and saunters back to her desk. The 45 is still in the small of her back.

    Later the next day Hammer goes down a flight of stairs to the civilian research unit to talk with Marilyn. She is in her early forties but looks in her mid-thirties. She has mousy hair, wide brown framed glasses always on. She could lose a few pounds but still has a nice round figure, never married.

    Behind her looks is a shrewd, quick mind, respected for her thoroughness. She has never been shown to be wrong in her analysis of the data.

    Hammer’s footsteps are not the kind easily duplicated. Once heard, there is no doubt that she is on the move. Most male officers still look instead of just listening. Marilyn knows who is coming to her desk. These assignments are seldom normal, always interesting.

    Hammer asks, Marilyn, when you have time and are in Records, I need a 1310 on this address. I have filled it out for you.

    Thanks, when do you need it? she asks.

    When you get to it, I have too much to do to even give you a date.

    Marilyn puts the folder in her basket, Well, I am going to Records anyway this afternoon, I will start there.

    Hammer goes back upstairs, also two at a time and forgets this 1310 request. She has four murders, and a pile of robberies and assaults to sort out. Nero is not any better off.

    The next day Marilyn finds little in the City Records on 350 East Windsor. R. L. Long Inc. last bought it six years ago. She recognizes them as one of the largest leasing companies in the city. A good reputation and never had any trouble.

    She had heard that the Federal redevelopment money never got out that far, but it was supposed to.

    She thinks, ‘Bet they bought that old mansion and figured to re-do it and sell it for condos or something. Well they have an old building in the poorer part of town with no prospects now.’

    Marilyn’s next stop is the building department. They have had no violations on the address over the last six years. It was quite the mansion in the 30’s. There is a picture in the files when it was first built. She copies the floor layout and the pictures for the 1310.

    She bumps into Jerry, her computer friend ten years younger at the coffee machine. Marilyn is one of the few people that show any interest in computers.

    Jerry asks, Marilyn, how are you, long time no see. How is it going?

    "Like everyone else, worked to death. But it is fun upstairs being the gopher and doing a lot of the initial research
