      INTRODUCTION

      The governors of Illinois have been, for the most part, men of integrity, accomplishment, and national influence. In recent times, some have been notorious.

      Chicago’s mayors typically have been men (and one woman) with tremendous political skills. Many have been quite consequential on the national level.

      There is no set rule as to which office is more influential or powerful. Often, the mayor of Chicago has far more de facto influence and political power than the state’s governor. Certainly, as this book is being written, Mayor Rahm Emanuel is far more influential and powerful than Illinois’s governor, Pat Quinn.

      This book will provide a brief biography of each of the state’s governors and each mayor of Chicago.

      Several trends are noticeable:

      1. In the early days of statehood, the governors of Illinois were far more significant than the mayors of Chicago.

      2. As time goes on, Chicago (and Cook County, in which it is located) becomes more important as a center of power in the state, thus making Chicago’s mayor more and more significant as a political player in the state and in the nation.

      3. Both the mayors and the governors have become more nationally and internationally known as time has progressed, but not always for the best of reasons.

      This book has three target audiences:

      1. Illinois residents wishing to understand the history of their state’s politicians. After all, following politics in Illinois is far more interesting than following Chicago’s professional sports teams (or the St. Louis Cardinals, if you live downstate).

      2. Political science students at the university level.

      The framers of Illinois’s current constitution did not allow for term limits for Illinois governors. They say that ignorance is bliss. Were the writers of the state’s constitution giddily happy, or did they see prison as being the institution that provided for gubernatorial term limits? Mayors of Chicago can also serve unlimited terms. Is the mayoral office one of hereditary entitlement?

      3. The casual reader and history buff.

      This book is presented in an interesting and readable style. Those who enjoy biographies, history, or politics will find this book entertaining and informative.

      All kidding aside, let’s take a look at these interesting and (for the most part) decent public servants.
