The Roadmap for Carbon Capture and Storage Demonstration and Deployment in the People’s Republic of China (PRC) Project was led by the Department of Climate Change, National Development and Reform Commission (NDRC) of the PRC, managed by the Asian Development Bank (ADB), and cofinanced by ADB’s Carbon Capture and Storage Fund under the Clean Energy Financing Partnership Facility.¹
Hongguang Jin (Chinese Academy of Sciences), Anthony Wood (formerly of the Clinton Climate Change Initiative), and Annika Seiler (ADB) led the team and wrote the report. The roadmap would not have been formulated, however, without the strong strategic guidance of Gao Li (NDRC) and Ashok Bhargava (ADB).
The report is based on background papers and other input provided by members of the team, which consisted of James Baird (formerly of the Clinton Climate Initiative), Gregory Cook (Carbon Counts), Sarah Forbes (formerly World Resources Institute), Lin Gao (Chinese Academy of Sciences), Jiankun He (Tsinghua University), Huiquan Li (Chinese Academy of Sciences), Xiaochun Li (Chinese Academy of Sciences), Andrew Minchener (IEA-Clean Coal Center), Keywan Riahi (International Institute for Applied Systems Analysis), Yongchen Song (Dalian University of Technology), Baiyu Wang (Chinese Academy of Social Sciences), Can Wang (Tsinghua University), Ruina Xu (Tsinghua University), Jiutian Zhang (Administrative Center for China’s Agenda 21), and Xiliang Zhang (Tsinghua University).
The roadmap benefited from the review and comments of a large number of stakeholders, including Jian Chen (Tsinghua University), Sheng Li (Chinese Academy of Sciences), Ruimin Gao (Research Institute of Yanchang Petroleum Group), Dalin Jiang (Shenhua Group), Yongliang Li (China Petroleum and Chemical Industry Federation), Qianguo Lin (North China Electric Power University), Lancui Liu (Ministry of Environmental Protection of the PRC), Qiang Liu (National Center for Climate Change Strategy and International Cooperation), Li Ma (National Center for Climate Change Strategy and International Cooperation), Ligong Nie (Shenhua Group), Zhonghe Pang (Chinese Academy of Sciences), Bo Peng (China University of Petroleum), Jishun Qin (Research Institute of Petroleum Exploration and Development), Pingping Shen (Research Institute of Petroleum Exploration and Development), Wenbin Su (China Huaneng Group), Yiying Tong (Datang International Power Generation), Ning Wei (Chinese Academy of Sciences), Shisen Xu (China Huaneng Group), Qiang Yao (Tsinghua University), Rongshu Zeng (Chinese Academy of Sciences), Jian Zhang (Sinopec Shengli Oil Field), Ying Zhao (Datang International Power Generation).
China Huaneng Group, SaskPower CCS, Shenhua Group, Sinopec Shengli Oil Field, and Shaanxi Yanchang Petroleum (Group) generously shared photos of their carbon capture and storage pilot projects.
