Introduction
This booklet will give you an overview of the Policy Deployment concept and methodology. Policy Deployment (PD) is a simple and easy-to-use way to establish and implement strategic planning in order to ensure execution and results.
We have written this booklet with focus on senior management. We think that especially senior management can utilize this step by step procedure. It helps with setting the course, focus and action. The PD process will ensure transparency, efficient follow up and dialog throughout the organization.
The booklet is structured according to the steps in a Policy Deployment process. We explain each step and evaluate the management perspective. As a supplement to the PD description, we have included 3 case stories from Danish companies, who have been working with Policy Deployment.
Why Policy Deployment?
"A Danish winning concept leads to amazing productivity improvements. Eight test companies have increased productivity with 25-40% over a 4 year period with a new way of doing Operations management". Taken from the Danish newspaper Børsen July 28, 2015, where Policy Deployment has been the framework for a strategic Lean-conversion in Danish companies.
In this introduction to Policy Deployment we describe how you, with a relatively simple management tool, can achieve an effective transfer of strategy and visions to actions and results. Senior management in many companies usually has a good grip on defining visions and objectives for the strategic development. But the problem is very often to implement the strategy in the organization, where the strategic development actions compete with the busy work, solving the many day-to-day problems. To realize the strategy, it is necessary to create a framework, ensuring that planned development activities are done as planned, and that the results from the improvement actions are achieved.
Policy Deployment deliver this framework, where management define the objectives and targets, and also follow up on progress during the year, so the strategic development gets the same attention as daily management. Policy Deployment makes the strategic development visible to everybody in the organization. Everybody knows the direction, and everybody knows their role. Policy Deployment also delivers a procedure for systematic follow up on progress, where management can ask questions and get into the core of the problems without pointing fingers or demotivating the involved staff.
The 7 steps in Policy Deployment
The term Policy Deployment is taken from the Japanese Hoshin Kanri, meaning to show the way
