McNicol, who edited the 2006 issue of Library Trends and chaired the International Conference on joint-use libraries in 2007, presents her own survey of the state of the art. She notes that while joint-use library was once a synonym for community-school library, meaning a facility intended to serve as both a school media center and a public library, this is no longer the case. Recent partnerships have included joint college and public libraries, joint community college and public libraries, joint college and secondary education libraries, joint medical and college libraries, and even partnerships between special and publicly funded libraries. She notes that these institutions are usually begun at the insistence of governing bodies and not the libraries.
