    What is the entrepreneur, business person or international investor meant to think of Uttar Pradesh as a modern business hub? It can be difficult to find a useful and unbiased view that could be used as the basis for a business plan or a well-informed decision. Is the state an up and coming player of tomorrow or is it still early days and only for foreign direct investment hardliners? This business guide is intended to fill in some of the blanks and help prospective business people form a fuller picture of what Uttar Pradesh has to offer.

    India as a whole has always been a study in contrasts as far as the outside observer is concerned. Only when a prospective business partner has witnessed the bureaucracy of the place first hand is it possible to grasp the reality of what doing business in India really means and what sacrifices have to be endured in order to guarantee success. It can be slow. It can be deliberate. It can be frustrating. And yes, it can be corrupt, but the playing field is fairly even for all of that and only the tenacious need bother trying. The same could be said about any frontier market of the past few hundred years and it is on this basis that some of the greatest companies ever build were first imagined.

    The rewards for getting it right in Uttar Pradesh can be immense both in terms of market share as well as in terms of sheer business growth but it is not for the faint hearted. As a nation, India is still grappling with a major overhang from the old colonial rule and its enduring impact on the educational system but there is none of the cultural cringe that is so evident on other post-colonial states and colonies. Indians are proud and rightly so. They have a country that is immensely rich in culture, tradition and manpower. Many of the smartest also seem to have been born with the entrepreneurial gene and have never been afraid to put it to very good use.

    The decades ahead will be about realising some of the potential locked away in Uttar Pradesh and ensuring that the Asian century does not pass this fascinating Indian state by. In this regard, Uttar Pradesh has more going for it than some other states and it has a long way to climb, coming as it does from a fairly low base. The will of the new administration seems to be there if the worst excesses of human nature can be tamed and the lawless image that the state has developed overseas can be turned on its head.

    The challenge is daunting indeed. But the most important thing of all will be perseverance and seeing the current growth initiatives through to the end and not being put off by adversity and setbacks.

    For the overseas observer trying to take the temperature of the business climate in the state, the daily headlines generated by both Uttar Pradesh media and national Indian media make for a chilling read and sound like something out of the dark ages. A swift search of daily news for a one week period in early February 2015 threw up the following headlines: ‘Another shame for Uttar Pradesh: Youth rapes minor girl’, ‘Woman gang-raped in Uttar Pradesh state roadways bus’, ‘Minor girl found dead
