Dominic Ongwen: victim and perpetrator

FOR many South Africans, turning 18 is a rite of passage to adulthood that permits alcohol consumption, driving, marriage and the responsibility of casting a vote.

For the former Lord’s Resistance Army (LRA) commander Dominic Ongwen, it meant the sole responsibility for his actions in the culture of a war for survival and violence that was forced upon him after his abduction as a child.
