SUPPLY AND UTILIZATION ACCOUNTS : RICE

Notes re: Supply and Utilization Accounts

SUA system being maintained by the BAS covers 82 agricultural commodities. 78 food items 4 non-food items accounting for commodities is done in their primary form.

Uses of the SUA

to serve as a framework for physical accounting of agricultural commodities to serve as a means for checking data consistency

to provide the basis for easy derivation of self-sufficiency ratio, import dependency ratio and other indices on food supply

Elements of Supply and Utilization Accounts

Supply 1. Beginning stock of unprocessed food commodity 2. Production of unprocessed food commodity 3. Importation of unprocessed food commodity Utilization 1. Export of unprocessed food commodity 2. Domestic utilization of unprocessed food commodity 2.1 2.2 2.3 2.4 Seeds Feeds Wastes Processed for food and non-food 2.5 Net food disposable 3. Ending stock of unprocessed food commodity

Estimation Procedure
The following is the flow of estimation for commodity supply and utilization:
Beginning Stocks (1) Production (2)

Gross Supply 4 = (1 + 2 + 3) Exports (5) Ending Stocks (6) Net Supply Disposable 7= 4 (5 + 6) Seeds (8)

Other Food Security Indicators

Self- Sufficiency Ratio extent to which a country relies on its own production resources of the extent of sufficiency of domestic production in relation to domestic consumption.

Formula:
SSR =

Production X 100 (Production + Import) - Export

Interpretation of SSR
< 100 percent indicates inadequacy of production to cope with the demand of the population =100 percent indicates that food production capacity of the sector is just enough to support the food needs of the population. >100 percent indicates that domestic production is more than enough to support the domestic requirements. 100 = Self- Sufficient <100 = not Self-Sufficient

SURVEY OF FOOD DEMAND FOR AGRICULTURAL COMMODITIES

14

General Objective

The 2008-2009 SFD aims to determine the

current and emerging consumption patterns

and habits of Filipinos with regard to staples

such as rice, corn and other basic food items

15

Specific Objectives
To determine the present per capita consumption of rice, corn, and other basic food items; To determine the emerging consumption patterns as well as the purchasing patterns of the Filipino households; To understand the current shift in consumers preference including substitution of rice with other commodity; and, To analyze the influence of demographic and socioeconomic factors on the food consumption patterns.

16

Survey Methodology
Sampling Frame:

2007 PopCen and PSGC (barangay classification)

Sampling Design: Two Stage Sampling Domain: Province/NCR

Primary Sampling Unit:

Barangays/Districts

Secondary Sampling Unit: Households

17

Survey Methodology
Sample Size*:

Barangays

=16 per province;

proportionately allocated to the number of rural and urban barangays in the province

Households

=10 per barangay; identified using right coverage technique

*Per survey round

18

Estimate of per capita consumption (PC)

Total Consumption (rice) PC = -----------------------------------------------Total number of person (eaters) Total food consumption was determined by direct expansion of household-level data at the barangaylevel, then at the stratum level (urban and rural). The provincial estimate was the sum of the independent stratum estimates. The same procedure was done in computing for the total number of persons who consumed the commodity.

19

Annual per capita consumption (APC)

APC = Average of PC per week* X 52

*for the four survey rounds
