Amendments needs and goals

Retain the structure & goals of the 95 revision; Not to amend the articles of the Convention; Remove outdated requirements & introduce technological advances; Provide for flexibility and innovation in technology; Save legislative time & reduce administrative burden; Process started in Jan. 2006 (STW 37);

Examples:

Security training provisions; Environment training provisions; Standards of competence for senior ratings; Competence standards for tankers, incl. LNGs; Competence standards for Passenger and RO-RO passenger ships; Identification of refresher training areas for demonstration of competence in Safety Training; Review of Alternative Certification; Criteria for safe manning & Rest periods ..

Important dates

01.01.2012. - STCW Manila 2010 amendments in force; 01.07.2013.- All new training must be in accordance with new requirements; 01.01.2014.- All seafarers must have Security Education and Certificates in accordance with the new requirements; 01.01.2017.- All sefarers certificates must be issued in accordance with the new amended STCW Convention Full implementation;

Certificates issued in accordance with earlier STCW Convention may be issued vith the validity limited to 31.12.2016.

Important changes

Improved measures to prevent fraudulent practices (monitoring of Parties' compliance with the Convention); Revised requirements on hours of work and rest and new requirements for the prevention of drug and alcohol abuse, as well as updated standards relating to medical fitness standards for seafarers; New certification requirements for able seafarers; New requirements relating to training in modern technology such as electronic charts and information systems (ECDIS); New requirements for marine environment awareness training and training in leadership and teamwork;

New training and certification requirements for electro-technical officers; Updating of competence requirements for personnel serving on board all types of tankers, including new requirements for personnel serving on liquefied gas tankers; New requirements for security training, including training to cope if their ship comes under attack by pirates; Introduction of modern training methodology including distance learning and web-based learning; New training guidance for personnel serving on board ships operating in polar waters; and New training guidance for personnel operating Dynamic Positioning Systems.

Important changes

New Certificates:

1. "certificate of competency" Officers, Masters and GMDSS operators; 2. "certificate of proficiency" for additional training such as security, basic safety, fire fighting, medical aid tec.; 3. "documentary evidence" All others certificates that are not "certificate of competency" nor "certificate of proficiency;

Maritime Administrations:

Changes in National Laws and Rules; Prepare compliance document for white list; Independent quality evaluations to submit; Procedures for medical fitness certificates; Electronic verification of All certificates to Flag Administrations and Companies / Employers; Compare pre2010 standards with STCW 2010 and prescribe refresher and updating training or assessment; Revise curriculum for courses and examinations; Prescribe upgradation and refresher training programmes .

Obligations

Shipping Companies:

Ensure seafarers undertake appropriate refresher and updating training including upgradation training Ensure seafarers are able to communicated orally in an effective manner on board ships Provide guidance to seafarers

Obligations

Training Institutes:

Revise curriculum for various Courses; Upgrade Courses (PSSR, Tanker Fam., Competency Courses, etc.); Prepare and conduct upgradation courses for existing officers; Conduct Refresher training for basic and advanced safety courses; Introduce training for Able Seafarer (Deck) or (Engine); Introduce training for ET Rating or ET Officer
