Starting a business before Reforms


Requirement for the company statutes drafted by attorney Need for Public notary to certify the statutes Need to publish the statutes in official gazette Need to register the company at tribunal courts Payments for the above services and each service had a different location of payment.

Reforms introduced
Introduction of new Company Law, 2009. Creation of Office of the Registrar General Elimination of requirements of mandatory statutes, public notary services, different payment locations Introduction of consolidated forms Removal of mandatory publishing of statutes Introduction of flat fees for registration

Reforms contd
Introduction of free online registration services Reducing time from 24 to only 6 hours of registration Reducing all procedures to only two and costs to only 25 USD for those who want to pay. Abolition of minimum capital Removal of number of shareholders.

ESTABLISHMENT OF A ONE STOP CENTER


1999 law on investment provided for OSC 2003, OSC was operational 2005, RIEPA used contact persons/officers 2006, RIEPA got designated officers with no powers 2007, RIEPA got full mandated officers 2008, RDB was created making a mega OSC Officers from all government institutions offering related services are housed at RDB
