It was constituted of the capital city Nakhchivan and 7 administrative regions-Sharur, Babak, Ordubad, Julfa, Kangarli, Shahbuz, Sadarak. There are 5 cities (Nakhchivan, Ordubad, Julfa, Sharur and Shahbuz), 8 settlements, 207 villages. Nakhchivan Autonomous Republic was given the status of the autonomous state within the Azerbaijan Republic according to the Constitution of the Azerbaijan Republic worked out by special constitutional commission under the chairmanship of Heydar Aliyev, national leader of the Azerbaijan people and received on November 12, 1995 by referendum. The supreme legislative power is the Supreme Majlis of Nakhchivan Autonomous Republic (consists of 45 deputies). According to the Constitutions of the Azerbaijan Republic and Nakhchivan Autonomous Republic the Chairman of the Supreme Majlis of the autonomous republic is a supreme official.

The cabinet of ministers executes the executive power but court power is executed by the courts of the autonomous republic.

In the session passed under the chairmanship of Heydar Aliyev, national leader, on 17 November 1990 the words Soviet Socialist were taken out from the official name of the autonomous republic and the name of the legislative power was changed and named the Supreme Majlis, firstly the flag of the Azerbaijan Democratic Republic (1918-1920) was received the state flag of Nakhchivan Autonomous Republic. Nakhchivan Autonomous Republic borders on Armenia (the length of the border line is 246 km), Turkey (11 km) and Iran (204 km).

By the help of the strongest Armenia lobby in Moscow the territory of Nakhchivan Autonomous Republic was lessened to 5,3 thousand km2 because of groundless land claim of Armenia and piece by piece the lands were annexed (1924, 1928, February 1929, May 1969) which was 6 thousand km2 during Moscow (1921, March 16) and Gars (1921, October 13) treaties signing. Karki village of Sadarak region of Nakhchivan Autonomous Republic underwent a complete economic blockade in 1991 by the Armenia Republic who started an injustice war against Azerbaijan and was occupied by Armenians on January 19, 1990. During the war the population of one settlement and 3 villages became displaced from their hearth lands.

RULING STRUCTURE
According to the new Constitution of the Azerbaijan Republic received by referendum in 1995 Nakhchivan Autonomous Republic is the autonomous state with in the Republic of Azerbaijan. The autonomous state has own Constitution, Supreme Majlis, Cabinet of Ministers and Supreme Court. Supreme Majlis of Nakhchivan Autonomous Republic consists of 45 deputies. According to the Constitution the Chairman of Supreme Majlis of Nakhchivan Autonomous Republic is the Superme official of autonomous republic. The Supreme official of Nakhchivan Autonomous Republic issues decrees according to the questions included to his/her power as specified by the Constituion but decides orders about other questions. The laws of Nakhchivan Autonomous Republic are signed by the Chairman of Supreme Majlis of Nakhchivan Autonomous Republic. The national symbols of Nakhchivan Autonomous Republic are the national flag, emblem of the Azerbaijan Republic, the national anthem. of the Azerbaijan Republic. The ruling system in Nakhchivan Autonomous Republic is the same of the Azerbaijan Republic. The city and district administrations of the autonomous republic are headed by executive powers. The heads of the executive powers are appointed by the President of the Azerbaijan Republic upon the recommendation of the Chairman of Supreme Majlis of Nakhchivan Autonomous Republic.

CITIES AND REGIONS


Nakhchivan city The capital of Nakhchivan Autonomous Republic. The territory is 191,82 km2 , population 85,7 thousand (01.08.2011). The distance form Nakhchivan to Baki is 536 km. It is one of the oldest cities of Azerbaijan. It is situated on the junction of a big industrial, scientific and cultural center, an important railway and automobile transport. There is an International Airport. The city of Nakhchivan is situated in the plainland of Nakhchivan on the bank of the Nakhchivanchay. The climate is continental. The average temperature is 3,8 0C in January, 26,9 0C in July and amount of the annual precipitation is 236 mm.

There are: a military cadet school named after Heydar Aliyev, 3 High Schools, 3 secondary professional schools, 19 secondary schools, the Nakhchivan branch of ANAS, Nakhchivan State Musical Drama Theatre named after J.Mammadguluzadeh, the Puppet Theatre, The Childrens Theatre, The Philarmonic, The Picture Gallery, The Olympic Sport Complex named after Ilham Aliyev, the swimming center, the sport complex and stadium of Dynamo, the Chess Center, 7 out of school institutions and 9 preschool educational institutions, 8 libraries, 4 club institutions, 10 museums, 6 musical schools, Nakhchivan Tourism Information Center, 3 cultural and rest parks, Ganjlik Center, the Diagnostics Treatment Center, Maternity Center, 14 hospitals, State organs and other service infrastructures in Nakhchivan.

Nature
Nakhchivan Autonomous Republic is situated in the SouthEast of the Transcaucasus plateau. The average height above sea level is 1450 m. The most part of the territory of Nakhchivan Autonomous Republic is surrounded by the Zangazur and Daralayaz mountain chains of the Lesser Caucasus.

The highest top is the Gapichig mountain (3904 m). 1/3 of the territory constitutes the plain lands along the Araz river (Sadarak, Sharur, Boyukduz, Kangarli, Nakhchivan, Julfa, Ordubad). There are more than 200 mineral water springs (Daridagh, Badamli, Sirab, Vaykhir and others). The annual precipitation in the plain lands along the Araz river is 200-300 mm but in the high mountainous places is 500-800 mm.

There are 400 big and small rivers in Nakhchivan Autonomous Republic. The type of the climate in Nakhchivan Autonomous Republic is mainly dry and continental. The flora of it is very rich. There are 2782 kinds of higher plants and a rather rich animal world. The Rivers -The Araz river which takes its source in the territory of Turkey and makes the border of Nakhchivan with Turkey and Iran Islamic Republic is the largest river flowing from Nakhchivan. There are about 400 rivers and river branches in the territory of Nakhchivan Autonomous Republic. The Arpachay, the Nakhchivanchay, the Alinjachay, the Gilanchay are regarded the biggest rivers in the territory of the autonomous republic.

The Lakes - The natural lakes of Nakhchivan Autonomous Republic mainly belong to the valleys of Nakhchivanchay and Gilanchay. The Ganligol, the Batabatgol, the Salvartigol, the Goygol are one of the natural lakes of the autonomous republic. The water reservoir named after Heydar Aliyev, the Araz, the Arpachay, the Bananiyar, the Nehram, the Uzunoba and other reservoirs were built in the rivers of Nakhchivan Autonomous Republic. The mineral waters - 60 % of the mineral waters reserve of Azerbaijan fall to the share of Nakhchivan Autonomous Republic. Over 250 mineral water sources were stated in 5,5 thousand km2 area of Nakhchivan Autonomous Republic. The mineral waters Badamli, Sirab, Vaykhir, Gulustan and Narzan are popular in the world.
