Taking the time to properly scope the project is critical for overall project success. Project teams are often under various constraints and demands that result in launching the project without an adequate understanding of the objectives of the project and a plan for meeting those objectives while incorporating any changes that are sure to occur. Giving appropriate attention to scope can have large payoffs over the life of the project in terms of managing scope creep and achieving customer satisfaction.

Project Scope Management includes the processes required to ensure that the project includes all the work required, and only the work required, to complete the project successfully.
Defining and managing the project scope influences the project's overall success. It is a way to reach a consensus of experts on a subject. It involves the following: questionnaire to solicit ideas from the experts responses are submitted anonymously, compiled, and then circulated to the experts for review A consensus may be reached in a few rounds.
