Modes of Delivery

Objectives
Identify the modes of delivery of Philippine Education. Compare and contrast distance learning, open learning, and flexible learning

INTRODUCTION
The constitution expressly provides for the grant of basic services to the people. One of these is the grant of equal opportunities for education to all citizens, rich and poor. In other words of President Magsaysay, those who have less in life should have more in law. The need therefore for social justice has paved the way for legislations that address the inequities in all aspects of life, particularly in education. Designed to afford every citizen equal access to opportunities for growth, intellectual and otherwise, the Education Law is intended to meet the concerns of the educational system, both public and private in terms of the needed educational reforms and the modes of delivery of Philippines Education.

FORMAL EDUCATION
The state recognizes and adopts formal education as its main instrument for attaining national educational goals and objectives. It was two equally important sub-systems: the private school system and the public school system. The recognition and adoption of formal education as (the States) main tool to attain national educational goals and objectives is based on Section 19 of BP 232.

Formal education shall respond to the following levels:


1. First level of elementary education involves compulsory-formal education primarily concerned with providing basic education, and usually corresponds to traditional six-year term. 2. The second level of secondary education is concerned primarily with continuing basic education of the elementary level and expanding it to include the learning of employable gainful skills, usually corresponding to four years of high school.

3. The post-secondary technical-vocational education is primarily concerned with programs aimed at preparing technicians, paraprofessionals and other categories of middlelevel workers by providing them with a broad range of general education, theoretical, scientific and technological studies, and related jobs skills training.

4. The third level or higher education involves post secondary schooling leading to a degree in a specific profession or discipline, such a prescribed courses of study credited toward bachelor, masteral and doctoral degrees.

NON-FORMAL EDUCATION
The State likewise recognizes its responsibility to provide non- formal education within the context of a formal system for certain social sectors such as out-of-school and adults, the illiterate and handicapped individuals

According to article XIV,section 2 of the 1987 Constitution declares that the States shall (4) Encourage non-formal, informal, and indigenous learning systems, as well as selflearning, independent, and out- of- school study programs, particularly those that respond to community needs,and

(5) Provide adult citizens, the disabled, and out-of-school youth with training in civics, vocational efficiency, and other skills

THE NATURE OF NON FORMAL TVET ( TECHNICAL VOCATIONAL AND TRAINING ) SYSTEM
The Constitution mandates that the states encourage non formal, and indigenous learning system, as well as self learning, independent , and out-of-school study programs particulary those that reppond to community needs and provide adult citizens,
