What is Advanced Locality Management ?


Advanced Locality Management (ALM) is a process that organizes and empowers the citizens of a small locality, based on residencies, businesses or recreational units, to self govern in partnership with the relevant local authorities, which will enable them to meet their needs, aspirations and values.

concept to manage the locality and its surroundings. Initiated by MCGM in the year 1997 with the Partnership between Citizens for sustainable & environment friendly waste management. Local management of solid waste by citizens who organise themselves to manage their waste . The garbage and filth of the area is segregated and removed with the active participation of local authorities and citizens. Various projects such as building a vermiculture plant, tree plantation drive and other beautification projects are undertaken. There are in all 648 ALMs along with 276 Vermi -compost pits spread over six zones of the MCGM's jurisdiction. An encouraging fact is that Women run 80% of these ALMs. The success of any ALM depends entirely upon people's participation.

How ALM differs from other Community Organizational Models ? Advanced The ability to take on diverse activities however complex they may be. Locality A unit that is small enough to enable homogeneity of issues, but large enough for impact. Management The ability to go beyond complaining, requesting and reporting while sustaining the process of finding solutions.

BMC area is divided into two major geographic divisions. One is the island city, which is a strip of 24 sq km and the other is the suburban area, north of the island city.
The island city and suburbs together form the Greater Mumbai (or Brihan Mumbai) with an area of 437.71 sq km. Greater Mumbai is considered as one district and has been divided into six zones and 24 wards to facilitate the administration of the Municipal Corporation.

Genesis and Background

OBJECTIVE
Citizens in a participative approach in setting up a system for dealing with the problem of solid waste management in an environmental friendly manner. Process of Formation Of An Alm:


The two parties in the ALM were: (i) The residents and shopkeepers of the locality. (ii) The administration of the MCGM. Following are the conditions for residents and shopkeepers to form an ALM:

Form a Local Committee (LC) with one representative from each chawl or building. The LC meets once a week & maintains a register to note the problems of the society. The residents to maintain two components of waste separate, wet-waste (biodegradable waste) and dry-waste (recyclable waste).

Process Of Formation Of An Alm

The following process was set up for the administration of the MCGM:
Registration of the ALM Society with the local Municipal Ward Office. A representative of the Ward Office addresses the first ALM meeting MCGM also takes help of local voluntary organizations to speed up the work.

A common fund is set up at the rate of Re 1 per apartment per day, collected on a quarterly basis

Select members of STREET COMMITTEE Select the name of your Private Trust. e.g. Joshi-lane Residents Association or Navroji Lane Street Committee. Type the Trust Deed.

Names of all the members of Street Committee must be in the Trust Deed.

Scale of Project

The scheme started in July 1997 with only one locality as its participant. Later the number of societies registered in ALM scheme crossed 1000. The main target of the ALM system is the individual households and most of these are middle to high income households.

Financing mechanism

Each housing society registered under the ALM scheme contributes Re.1/- per day. Accounts related to peoples contribution are maintained by the housing societies themselves.

Institutional Framework / benefits

The MCGM appointed an Officer on Special Duty (OSD) for the purpose of educating people and creating awareness about the scheme Various NGOs who were already involved in work relating to local governance and groups of senior citizens involved in civic issues became a part of the ALM process.

The role of rag pickers in the overall solid waste management in keeping the city clean emerged as a result of ALM movement and MCGM.


rag pickers became more organized, received fairer prices to their collection, and better health and insurance services the institutional mechanism in the present case is formal with specific roles assigned to specific people no definite hierarchy in the management framework.

System of waste collection


The residents of the locality are the major players in waste management, being assisted by rag pickers, MCGM workers and the private operators,

depending on the area.

Technology Used

The wet waste is processed through vermi-culture to form compost at individual or community vermi composting units. Dry waste is collected by the rag-pickers and directly sold by them to the recycling units.

Innovation in Practice

An innovative approach in the management is the residents initiative to RRR, i.e. Reduce-Reuse-Recycle. Zero Garbage situation. Reduced the burden of primary collection, transportation and disposal of waste which in turn has reduced the MCGM's expense on the waste disposal. The other feature of the scheme is that the housing societies/ communities are asked to register themselves with the MCGM, as prerequisite to the ALM scheme. Awareness programs have also been conducted in the localities and in schools with the help of local NGOs and CBOs.

Results achieved

The success of the ALM scheme in one community led to its widespread replication in other areas of the metro city. because of the concerted efforts by the municipal authorities. Beautification of the localities and maintenance of gardens, parks and roads. Maintenance of open spaces like the Juhu Beach etc. at the ward level Other activities such as tree plantation, prevention of encroachment on pavement and beautification of streets.


The corporate houses have undertaken the responsibility of managing their road, sanitation and solid waste. Peoples habit of throwing garbage on the roads has reduced.

The Orchid Asia's First Ecotel has launched The Orchid Advance Locality Management (ALM) trust. The trust acts as a platform for all the ALMs of the city and guides them to pursue various environment friendly programmes. Besides that five ALMs registered with the trust are also awarded. The trust, which is actively supported by the government, helps in inculcating environment consciousness among the citizens of the city. The trust would also provide support in terms of educating the ALMs.

Ask not what the Environment can do for us but what we can do for the Environment. Advanced Locality Management (ALM) Trust - 2002:

Who launched the orchid trust? The CMD of Kamat Hotels (India) Ltd, Vithal Kamat and Chief Secretary, Government of Maharashtra, C Ranganathan. With the government endorsing the trust and the OSD of ALM, Shrikrishna Shripad Bhagwat actively participating in it, the trust is going to act as a platform for the BMC, police and citizens. Apart from this various seminars and other projects would be conducted by the trust to educate the citizens.. Moreover a team led by the environment officer of The Orchid would conduct surprise checks on the ALMs and would award prizes for various projects undertaken by them.

Commenting on the initiative the CMD of Kamat Hotels, Vithal Kamat said,
"this is yet another programme launched by us to make our contribution towards the environment". "Recognizing people's effort is going to instill a confidence not only in them, but would also motivate others to do well too", he added.
