OUR PRESENTATION TOPICWorkers join in a Trade Union to protect their economic hazards and other problems, but todays trade unions are deviated from their principles and involved into destructive activities in the context of Bangladesh. So, the govt. should take initiative to stop the activities of trade union.-Comment.

Trade Union is one of the oldest concepts in the world. Basically, Trade union is the union of labours and workers. Trade union deals with the rights, claims and problems of labours with the employer or management. Though at the time of establishment it sets goals to bargain with the employer or management about their above problems, now-a-days their different activities are questioned in the perspective of Bangladesh. So, we need to justify the above statement to know either the trade unions are deviated from their right track or not? If yes, why and what will be the govt.s job to handle this task in a productive way?

To justify the above statement at first we have to discuss


What is Trade Union? History of Trade Union in Bangladesh perspective. Why labours join in Trade Unions. Principles and objectives of Trade Unions. Limitations of Trade Unions. Destructive activities of Trade Unions in Bangladesh. What should govt. do to handle deviated Trade unions productively.

Definition: Before knowing the definition of trade union first we


have to know, what is union ? In a normal sense, union means alliance- alliance of some same quality people to achieve a certain goal.

According to Dale yoder, A union is a continuing, long term association of employees, formed and maintained for the specific purpose of advancing and protecting the interest of members in their working relationship According to Edwin B. Flippo, Trade union is an organization of workers to promote, protect and improve through collective action the social, economic and political interests of its members. Skinner and Ivancevich denoted, Labour unions are organizations of employees who formally join together to protect, maintain and improve their economic, social and political power and well being.

After discussing the definition we got some characteristics of Trade Unions-

Provision of benefits to members. Collective bargaining power. Industrial action in favour of its members. Political activities of its members. Mutual accomplishment of goals.

History of trade union in Bangladesh:


The history of combined labour union movement in Bangladesh is spread from few decades. Before liberation from British the activities of Trade unions in Bangladesh were so limited because of less advanced industrial structure. Trade unions were centered to Dhaka, Narayanganj etc. then. Contribution of some political leaders was notable specially. Mainly, the influence of progressive political leaders in Trade union movement was mentionable. It was normal scenario because of historical impact. The socioeconomic and political condition was also suitable field for Trade union movement in this country. Victory of labour leadership in Soviet Russia in 1917 and industrial movement in Europe influenced Bangladeshi as well as Indian farmer labour and worker people to achieve their freedom and it worked as motivation for movement.

We can mention the name of most prominent labour union leaders after 1917Barrister Daud Muzaffor Ahmed Dr. A.M. Malik Aftab Ali Foyaz Ahmed Faruque Hossain etc.

For the divination of country the change was followed in leadership. The leader who came from India and who remained here in Bangladesh jointly worked under East Bangla labour movement. Some Trade unions were formed between 1947 and 1956. Most renowned of them were-

After the freedom of Bangladesh the characteristics of Trade unions was changed. There some new Trade unions launched their programs to protect labour wrights and reasonable wages . These Trade unions were as follows

National labour league. Bangladesh labours federation Trade unions center. Bangla Labour Federation etc.

In 1975 National labour league and Trade unions center supported the Bakshal declared by Awami league govt. Others were against at that proposal. But, at the beginning of Military regime opposition of Bakshal party directly or indirectly supported the schedule of the military backed govt. After the 15th August, 1975 following three organization were active

Bangladesh labour federation. National Sramik federation. Bangladesh Sramik federation.

After 1981 a Trade union named Shadin Trade Union Federation was established. But in was biased by the then govt.

Destructive activities of Trade unions in Bangladesh If we see the very recent occurrence in the context

of Bangladesh well will find some destructive activities of Trade unions. We can mention the Khulna-Jessore highway blockade by the workers of Alim Jute mills. They were demanding their arrear wages & good working environment. It is their right to demand that. But, their demanding process is not well. It is causing interruption to the general people. The communication among the peoples was disconnected for 3 hours on that day. It also hampers business activities. One scene of that movement is given bellow as evidence-

We would like to mention another incident which was occurred at Fatullah in Narayangonj. Narayangonj. On 11th May, 2009 the workers of 13 garments workers of 13 garments industry launched an attack to the DUEL GARMENTS. Demanding the increasement of wages on that attack they broke machines & glasses of building where 50 persons were injured from both parties. The owner of DUEL GARMENTS told that the total loss would be 25 lacks taka. This kind of destructive activities harm both parties. Evidence is given bellow-

Incident which was occurred at Fatullah in Narayangonj on 11th May, 2009 -

In another conflict between workers & owner party 15 persons were injured held at Noman Fashion Garments in Malibag. Demanding to stop worker exploitation, the worker of that garments blockaded the road for 2 hours. Then they attacked the high officials of that garments. After that police force rescued the official going there.

We can also mention about the possession of office & counter of Saromik Poribahan Shomiti by Bus Malik Shomiti at Shunadaga in Khulna. As a matter of fact it was occured in front of police force by using power.

From the above discussion we are clear about the destructive activities of workers as well as Trade unions. The workers of garments industry are becoming too much disobedient & disruptive for the organizations which hampers the productivity. The weak Trade unions are involved with these destructive activities in an alarming rate than well organized trade unions. On the other hand the internal Conflict within the trade union is also mentionable. They are also influencing management illogically to recruit people as the sweet will of trade union leaders. However, it we will not be able to handle this internal & other conflict among workers, trade unions and owners within shortest possible time, it will be very difficult to drag the economy of our country to a stable position. It needs proper treatment to cope up this complex situation.

What should govt. of Bangladesh do to reduce the destructive activities of trade union?
Govt. should consider the rights and claims about the labours of our country. They should design effective plans, policies and programmes regarding the labour rights in upcoming budget. Govt. should not intervene in the election of trade unions. They also should not allow their leaders to compete for trade unions leadership. Govt. should not be biased to any specific group. They should emphasize on general labour interest. Nepotism must be avoided regarding the selection of the trade union leaders. Govt. should make & implement laws in favour of workers regarding the workers economic problems & other hazards to remove these.

Govt. Should find out the claims and complaints of the workers and should take remedial steps to solve these workers grievance. There are some rules, regulations & principles to the organizations that must be by followed organizations. Here, govt.s duty is to justify whether they are following this rules or not regarding labour benefits, working condition, environmental aspect etc. If not, govt. should take effective decisions to implement these rules.

Training, seminar and symposiums, workshop, night-schooling etc. can be arranged to make the workers as well as trade union leaders conscious and knowledgeable about their duties and rights.
Anti-corruption communion should e made effective, efficient and unbiased to ensure a corruption free industry as well as society.

Govt. Should ban multi unionism in the organizations to minimize internal conflict. Union and C.B.A should be approved by the govt. Govt. has to ensure the stable financial condition of trade union by giving incentives and rewards. Govt. should ensure the leaders elected from the labour categories not from professional leaders or outsiders.

Govt. should reduce the internal conflict of trade union and ensure the democratic election of trade union. Govt. should pass and implement an effective Labour Law and make the labour and Ministry of Industry strong.

All the cases regarding labour complaints and claims should be settled as early as possible to bring the labour satisfactory level to an expected measure.

At last we can say, not only govt. but also it is the responsibilities of labours and management to come to a decision to work for each other and to make the higher productivity for the organization Labour should think about organization and organization should think about labours. It will make triple reward system to the employees, organization and society. It can be shown by a diagram-

After an overall discussion we have come to a stand point that workers, organizations and govt. should work together for increasing the productivities of the organizations as well as for the country. Then it will be possible to overcome the whole problem.
