 In order to facilitate and provide basic


banking facilities to the low income people in
Pakistan, National Bank of Pakistan
introduced Basic Banking Accounts (BBA)
facility with the following features:-"
 Basic Banking Account facility is for individuals
(single or joint) category of customers only.
 Minimum initial deposit will be Rs. 1,000
 Will be non-remunerative account
 No limit on minimum balance. In cases where
balance in BBA remains 'nil' for a continuous six-
month period, account will be closed with due notice
to the account holder.
 No fee will be recovered from Account holder for maintaining
BBA.
 Maximum two deposit transactions and two chequing
withdrawals will be allowed free of charge, through cash/
clearing in a month.
 In case a third cheques is presented for payment or request for
domestic remittances of fund (i.e. issuance of Payment Order /
Demand Draft and Telegraphic Transfer) is received, the same
will be allowed by charging a fee of Rs. 50/- for the transaction.
No subsequent withdrawals from the Basic Banking Account
will be allowed.
 anlimited, free of charge, ATM withdrawals from the
bank's own ATMs, Withdrawal from BBA through
ATM machines of other banks will be subject to
recovery / deduction of representative / other bank
charges prescribed for such ATM transactions.
 The statement of accounts to BBA
customers/account holders would, however,
continued to be dispatched once a year, as per
directives issued vide BPD Circular No.30 of 2005.
The banks may charge a maximum of Rs.50 for
duplicate statement
Branch Manager/Operations Managers
will ensure that:

 Account Opening Form (AOF) F-559 (Revised) have


been duly stamped with "FOR OPENING OF BASIC
BANKING ACCOaNT ONLY in order to distinguish
these forms from normal banking accounts.
 2. All Account Opening Forms for accounts opened
should be kept in a separate file for record purposes,
 3. There shall be no relaxation in Account Opening
requirements and documents prescribed for
Customer Identification under Prudential Regulations
should be obtained before opening of Basic Banking
Accounts.
 In addition to documents prescribed for
opening of Account, the Branch Manager /
Operations Manager / Dealing Official should
obtain and record Account Holder's Mother
Name, as an additional identification check.
 5. All Basic Banking Accounts shall be
treated as Current Accounts and therefore
will be opened in Branch Current Account
Ledgers.
 Rules and Regulations as prescribed
above shall govern Basic Banking Account
(BBA) substituting Rules & Regulation, as
contained in Account Opening Form (F-559
Revised). The Basic Banking Account Holder
should be asked to sign Rules & Regulations
Form prescribed and annexed as Annexure
"A" to this circular and a copy of it be given to
him with due acknowledgment.
 In comply with State Bank of Pakistan instructions given under
Banking Policy Department Circular No. 30 dated November 29, 2005
an option of conversion of existing accounts to Basic banking Account
(BBA) is to be offered to existing Account Holders. For this purpose,
Branch Manager/Operations Managers and Branch Compliance
Officer will ensure that a ³Facility Introductory Letter" as annexed to
this Circular as Annexure ³B" is delivered through registered post /
courier to the given address of all existing Current and PLS Account
Holders. In case an account holder does not give his / her consent for
a BBA, his / her account will be treated as a regular full service
banking account and shall not be converted into a Basic Banking
Account even he/she does not maintain prescribed minimum average
balance in his/her Current / PLS Account.

 No profit is paid on the balances of Basic Banking
Accounts.
 4. No balance maintenance condition is applied on
Basic Banking Accounts. The BBA is exempted from
levy of service charges prescribed for not
maintaining monthly average minimum balance as
contained in Tariff of Bank's Charges.
 5. In case where balance in BBA remains 'nil' for a
continuous six-month period the Bank is authorized
to close the account.
 No fee will be recovered from Account holder for
maintaining BBA.
 7. Maximum two deposit transactions and two chequing
withdrawals will be allowed free of charge, through
cash/clearing in a month.
 8. In case a third cheques is presented for payment or
request for domestic remittances of fund (i.e., issuance of
Payment Order / Demand Draft and Telegraphic Transfer) is
received, the same will be allowed by charging a fee of Rs. 50/-
for the transaction, whenever prescribed in Tariff of Bank
Charges. No subsequent withdrawals from the Basic Banking
Account will be allowed during a month
 The Account holder is entitled to avail ATM Card facility against
his/her Basic Banking Account subject to completion of
requirements set forth for issuance of ATM Card. No charges
will be recovered for issuance of ATM Card and no fee will be
charge for ATM withdrawals from the bank's own ATMs.
Withdrawal from BBA through ATM machines of other banks
will be subject to recovery / deduction of representative/other
bank charges prescribed for such ATM transactions.
 10. The statement of account will be issued once in a year
and shall be dispatched to the given postal address in Account
Opening Form or to be made available for its collection
individually as advised by the account holder in the account
opening form.
GENERAL RaLES

 Not more than one account will be allowed to open in the same
branch except joint account with any other individual(s) and
account in the name of minor children In the capacity of
Guardian.
 2. In the event of death of an account holder and in the
absence of a contract to the contrary, the credit balance, in any
account, in the name of an individual will be payable to the
legal heirs of the deceased individual account holder and if the
account is in the name of two or more persons, the credit
balance will be payable to the legal heirs of the deceased
account holders along with the remaining account holder(s),
 In case of operating instruction "Either or
Survivor" in the event of the death of either of
account holder(s), the credit balance in the
account will be payable to the surviving
account holder(s).
 4. A distinctive number will be allotted to
each account, which shall be quoted on all
correspondence relating to the account and
at the time of making deposit or withdrawals
 Any sum to be deposited in the account should be
accompanied by pay-in-slip showing the name and
number of the account to be credited. Such deposits
must be tendered at the cash counter only.
Signatures of two officials of the bank will verify the
entry of the transactions, and stamp of the bank
affixed on the counter foil of the pay-in-slip. The
depositor while leaving the branch should satisfy
himself that he has received proper receipt for the
deposit duly signed and bank's stamp affixed on it.
 Account holder can only withdraw sums from
his account by means of cheques supplied to
him by the bank for that particular account.
 The account holder as per specimen
signature supplied to the bank should sign
cheques and any alteration(s) thereon must
be authenticated by drawer's full signature.
 Post-dated, stale and defective cheques
shall not be paid.
 The account holders are requested not to
make any entries or
alteration(s)/correction(s) in the statement of
account. Any discrepancy found should at
once be brought into the notice of bank.
 If statement of account is lost or spoiled,
a duplicate statement of account would be
provided at a cost in force.
 The bank will register instructions from
the drawer of a cheque to stop its payment if
notify in writing. By doing so the Bank will be
indemnified by the Account holder in any
loss, claim or damage which the Bank may
sustain or incur as a result of execution of
Account holders instructions to stop payment
of a cheques/instrument
 The bank may accept for collection cheques and
other instruments payable to the account holder
himself at his risk. All cheques and other instruments
should be crossed before they are deposited for
crediting in the account.
 The bank shall endeavor to collect cheques and
other instruments as promptly and carefully as
possible but it accepts no responsibility in case of
any delay or loss
 an-cleared instruments, though credited in the account,
shall not be drawn against. Even if such instruments are
credited and/or allowed to be drawn against, the Bank shall
have the right to debit the customer's account, if these are not
realized.
 15. The bank will take care to see that the credit and debit
entries are correctly recorded in the accounts of the account
holders but in case of any error, the bank shall be within its right
to make the correct adjusting entries without notice and recover
any amount due from the account holders. The bank shall not
be liable for any damages, losses etc. consequent upon such
errors.
 Any change in the address or constitution of the account
holder(s) should be immediately communicated to the bank.
The post office and other agents for delivery shall be
considered agents of the account holders for delivery of letters,
remittances etc. and the bank shall accept no responsibility for
delay, non-delivery etc. including any shortage of cheque
leaves of cheque book sent by post at the request of the
account holder.
 The account holder wishing to close the account must
surrender unused cheques leaves, if any, to the bank in order
to draw the balance amount by paying the account closing
charges as in force.
 Account may be transferred from one branch
to another branch of the Bank.
 The Bank reserves the right to add/alter any
or all of the rules after advertisement in the
newspaper or otherwise and such altered or
additional rules shall immediately thereafter
be deemed to be binding on all account
holders.

RaLES GOVERNING THE CONDaCT OF THE BASIC BANKING
ACCOaNT AND I / WE AGREE TO ABIDE BY THE SAME.
 I / WE FaRTHER ACKNOWLEDGE RECEIPT OF A DaPLICATE
COPY OF MY / OaR ACCOaNT OPENING FORM ALONG WITH
COPY OF GOVERNING RaLES AND REGaLATIONS.
