V The closing phase of the election process is the
casting of the votes by the people on the election
day which is the first stage of polling.
V This day when the voters poll their vote is called
the election day.
V TO CONTENTS
V All the people who are listed in the voters list can
go to the polling booth to hand over their votes.
V The booth is usually a local school or a
government office.
V Once the person enters the booth, the election
officials identifies him/her [using the Photo
Identity Card] and then smears a mark on their
finger.
V They are then permitted to vote.
V An agent of each candidate is allowed to sit inside
to observe and ensure that the voting continues in
a fair manner.
V Previously voters used to indicate who they
wanted to elect by leaving a stamp n the ballot
paper.*
V This procedure proved to have many faults.
V After this is carried out all the EVMs are sealed
and transferred to a more secure place.
V A few days later, each EVM from a constituency is
acquired and opened, the votes of each
candidate counted.
V Here too, agents of each representative from that
particular constituency is present to overlook the
conduct of counting the votes.
V The possessor of the highest number of votes is
declared elected.
V In a general election, the counting of votes of all
the constituency is carried out at the same time
on the same day.
V The election procedure is very expensive
V Example: the government spent abut Rs.1,300
crores in conducting Lok Sabha elections in 2004
V This makes it about Rs.20 for each person n the
voters list
V The media plays a vital role on the impact of the
results.
V TV, radio and newspaper report this event.
V Within a few hours, who will form the next
government becomes clear.
V Explain how a person in the voters list votes.
V Mention some instances when a an agent of a
candidate oversees the methods of polling.
V How was voting done in the earlier and present
days?
V Differentiate the procedure of counting the votes
in a normal and a general election.
