Product/Solution Overview
x Technical Details
• Strategy to
• Use network measurements instead of planning data to optimize a
mobile radio network
• Enable the operator to execute optimization tasks regularly
• Reduce the amount of necessary drive tests
Description
SCA data are based on measurements collected by the BTS and the MS
(e.g. normal measurement UL/DL., enhanced measurement reports, extended idle channel measurements)
Intuitive SCA output data visualization
(histograms (C/I, RxLev…), interference matrix, best frequency detection)
User-friendly browsing through collected data and elaboration results
(average, outage rate, Nth percentile, coverage prob...)
Benefits
Description
Better network performance with frequency plans based on measured data
Considers actual propagation environment of the mobile user
Outdoor, in-car, indoor
Considers the actual height of the mobile user Measured
Interference
Planning data assume 1,5 m Matrix
Drive tests do not consider interference situation
in tower blocks – higher number of interferers
Considers actual traffic distribution
High location dependency of the interference
i.e cell dragging affects
Benefits
Less labor intensive task using system data (SCA) than A-bis traces or drive tests
Reduction of optimization effort as optimization period is drastically reduced after
download of new frequency plans based on measured data
Description
Interference matrix
Combining SCA raw data and elaboration rules OTS generates an interference matrix
Convenient selection of most suitable cells for measurement
Preparing of measurement campaign (rotation of measured cells, issuing ACL
commands) is performed automatically
Detection of neighbor relations
Based on mobile measurement reports
OTS calculates a ranked neighbor list per analyzed service cell
BSC dropped call rate had been reduced from
Benefits 1,1% to 0,73% in a life network after optimization
with SCA data
Support of optimization of neighbor lists
(automatic ranked neighbor list creation)

Less administrative effort for
neighbor cell optimization
Benefits
all GSM/DCS frequencies can be measured
(CU dependency)
Description

Increased number of C/I histograms (Rxlev histograms) from 32 to 64 per serving cell
per day
Benefits
Increased data collection capability offers a shortening of the measurement period
Shortening the period to freeze the network
Description
BSC distinguishes between active and
inactive adjacencies
Inactive: handover is prevented by BSC
