equirements to fuel oil for combustion purposes

delivered to and used on board ships include:

± he fuel shall be free of inorganic acid

± Not to include added substance or chemical waste
which either:
r Jeopardizes the safety of the ship.
r Adversely effects the performance of the
machinery.
r s harmful to personnel.
r Contributes overall to additional air pollution.

Bunker delivery note (BDN) for each barge delivery/grade:

± equired information includes:
r uantity
r Sulphur content % m/m.
r A declaration signed and certified by the fuel oil
supplier¶s representative that the fuel oil supplied is in
conformity with regulation 14 and regulation 18.

± o be kept onboard for 3 years readily available for

inspection.

BDN¶s submitted to DNVPS rarely contain such info.

Suppliers responsibility
epresentative Fuel sample:
± Each BDN to be accompanied by a representative
sample of the fuel oil delivered.
± Sealed and signed by the supplier¶s representative
and the master or officer in charge of bunker
operation (+ DNVPS seal).
± etained under ship¶s control until fuel is
substantially consumed, but not less than 12
months (in a safe location).
± Sample inventory record to be maintained.
± For members of a fuel testing arrangement this is a
4th sample (pending DNVPS O initiative).

r Suppliers are obliged to ensure that BDN contains required

info, samples are taken as required and supplied to vessel.

r Port states obliged to maintain a register of local suppliers.

r Port States are obliged to take action to be taken against

supplier if fuel delivered is not in compliance with eg.14
and 18.

r Port state to inform O of such suppliers and such info is

to be circulated to O member states.

Owners actions:
r nclude Annex V as a clause with details in bunker purchase
contract documents and charter parties.
r Ensure adequate storage facility for samples.
r Consider increased focus on bunker quantity measurements
and calculations as this may be subject to PSC scrutiny in
SECAS (ref. oil record book experience).
r Line sampler and sample kits.
