Project Rationale: The Problem
Residents rely mainly on the ocean's bounty.
The biggest problem in the area are:
1. The scarcity of the ice block. The nearest Ice
Plant is in San Jose which is 2.5 hours travel.
You’re lucky if they already have ready Blocked
of Ice.
2. The next secondary problem is the ice price
increase; If there is a growing requirement of ice
and limited resources presumably there is price
hike.
3. The third problem is fish preservation,
Sablayan is abundant with variety of fish and
there is no storage for them to secure their fish
catch.
4. The lack of profitable market is another
reason, they can only sell within their area. The
distance often meant the ice would not be
enough to prevent spoilage, forcing them to sell
at a cheaper price.

The Solution: Building an Ice Plant, Cold storages and Constructing a Seafood
Manufacturing Facility

The Ice plant facility will consists of One (1) ice storage room that can store One (1) Manufacturing facility for the
three (3) 30 tons ice block production 50 tons of ice block. import/export market. This will cater the
line (total of 90 tons). The two (2) Two (2) Storage rooms that can store growing demand of sea foods in every
equipment will produce 100 kg of ice sea foods and corner of the Philippines and some part of
blocks while the remaining equipment One (1) Blast freezer for fast freezing. the world.
will produce a 50 kg of ice blocks.
Proposed Project Location
Sablayan, Occidental Mindoro is approximately 7.0 hour’s
drive, over good roads and ferry boat from Metro-Manila.
This place is a tourist destination and fish sanctuary.
Proposed Ice Plant Location: The potential area is 5,000 sq. meter dry land with complete resources. The
property is along the National Highway, and is near to fish port with the frontage of 40 sq. meter which is very accessible
for delivery trucks.
Potential Research:
• Base from our research, we found out that sablayan alone requires 50 tons of ice block in a day, in a
normal harvest of marine fish .
• When season of fishing are coming, the requirement of ice goes up by 75% in sablayan only.
• Not included in the peak requirements are:
1. Occasion likes barrio fiesta, Ceremonies and other events
2. Fish preservation
3. Demand of seller and consumer
4. Increase of Tourist in the province
5. Hotels, resort and restaurant requirements

PROJECT OFFERING:
This Project will offer a lot of opportunities in the economy of sablayan, Occidental Mindoro and in
the other part of the provinces. Besides the less shortages of ice, here are some of the positive
benefits of the project:

• The market will expand not only in local market but as well as in the international market
• More job opportunities for local residents and other part of the region.
• It will provide fresh seafood with a low percentage of spoilage resulting to a stable price.

KEY SUCCESS FACTORS / STRATEGY
• The location plays an important role, as finished ice blocks should be easily accessible to dealers.
• It is important that solid ice blocks are produced through proper freezing time utilization as solid ice
blocks are much heavier, more transparent and provides higher price in the market.
• Weather factor plays an important role, due to seasonal nature of the business i.e. In summers the
demand for ice blocks increases, while after mid September the temperature starts changing & demand
starts to fall, which means the entrepreneur should reduce the production according to the demand of
ice.
• One of the most important aspects for success of any business is minimizing the cost of production, in
case of ice plant this can be achieved by proper training of workers, which would ensure reduction in
raw material wastage and better maintenance of machinery etc.
• It is advisable to run the plant on a natural gas, rather than electricity, as the major expense in
production of ice is electricity. The use of natural gas instead of electricity will totally reduce the
electricity expenses.
• Its is also a good idea to use an Off-grid source of power, harnessing the power of sun, wind and
coconut husks to produce power. a combination of purely renewable energy sources that will supply
uninterrupted electricity.

The Solution: Construction of FROZEN FISH PROCESSING PLANT in the boarder of
Sablayan, Mindoro Occidental

The components:

1. Cold storage with a capacity of 100 tons


2. Chiller for the finished product 30 tons
3. Air Blast freezer with a capacity of 6 tons per cycle
4. Processing Room
5. Ice Block machine with ice crusher
6. Tools and Equipment’s

Proposed FFPP Location: The potential area is 5,000 sq. meter dry land with complete resources. The property
is beside the Ice plant project which will provide support on the ice requirements.
Design Seafood establishment requirements:
Premises equipment and Facilities should be designed and constructed accordingly to standard requirements to
ensure that:

- Contamination is minimized;

- Design and lay-out permit appropriate maintenance, cleaning and disinfections;

- Minimize air-borne contamination;

- Surfaces and materials (in contact with the product) are non-toxic in intended use and
durable and easy to maintain and clean;
- Suitable facilities are available for temperature, humidity and other controls and lastly;

- Effective protection against pest access
