INTRODUCTION
The concept of Common Effluent Treatment Plant (CETP) was originally promoted by Ministry of
Environment, Forests and Climate Change (MoEFCC) in year 1984 to treat waste waters from a
large number of small and medium-scale industries.
 This concept was considered as a way of achieving end-of-pipe treatment of combined
industrial waste waters by full –time professionally trained specialists at lower unit costs than
could be achieved by individual industries, and to facilitate discharge monitoring and enforcement
by environmental regulatory authorities.
CETP not only helps the industries in easier way to control the pollution, but also act as a step
towards cleaner environment and service to the society at large.
This CETP promoting combined facilities for treatment of effluent and management of solid
waste.
the combined treatment provides a better and Economical option because of the equalization
and neutralization taking place in the CETP..
LOCATION
At Plot No. 94, Meghnagar Industrial Area, AKVN, Meghnagar-457779, District
Jhabua, Madhya Pradesh.

BASELINE STATUS OF ENVIRONMENT:
The studies were conducted during the Post Monsoon Season of the year 2016
(November-2016 to January
-2017).
Summary of baseline environmental monitoring is givenbelow:
Water Environment:-
 Ground water samples were collected from 7 different locations where as the surface water
sample was collected from one location and analyzed in the lab. Samples were collected
once in a month for all study season.

Ambient Air Quality Monitoring

 To know the ambient air quality in the study area, air quality monitoring has been
conducted at 9 locations during study period. AAQM monitoring results shows
that the value of PM-10 is ranging from 55.5 µg/m3 to 93.5 µg/m3.
 The values of PM-2.5 is ranging from 22.5 µg/m3 to 40.5 µg/m3. The values of
SO2 is ranging from 12.8 µg/m3 to 23.6 µg/m3 and values on NOx is ranging from
15.5 µg/m3 to 27.5 µg/m3.
 As for as analysis result is consent, it has been observed that AAQ values are
exceeding at Meghnagar Town as comparing with other locations.
Noise Quality Monitoring
 In order to know the baseline noise level in and around the project site, noise level was

monitored at the project site and also at 10 km radius study area.

 Noise levels were measured at 9 different locations in the study area to establish present

scenario.

 The daytime Leq varies from 47.4 dB (A) to 71.0 dB (A). Nighttime Leq varies from 31.6

to 42.6 dB (A).

 The values of day time Noise level is exceeding at Meghnagar Town area as compared

with other location.


Soil Quality Analysis

 Representative soil samples were collected from 8 different locations within the
study area of the plant site and 10 km radius study area.
 The analysis results shows that the soil is alkaline in nature with pH value ranging
from 6.90 to 7.60 with organic carbon from 0.62 % to 0.93 %.
 The atmospheric Phosphorus varies from 1.0 to 20.6 Kg/Ha.
 Potassium ranges from 10 to 166 Kg/Ha.
 Available Nitrogen as N is ranging from 213.4 to 574.9 kg/Ha.
ENVIRONMENTAL MONITORING PROGRAM

 MPAKVN will ensure to monitor and analyze ambient air quality, workplace air,

noise levels,groundwater quality, soil quality to know the impact in entire

Meghnagar Industrial Area including CETP project.

 Apart from this, ecology & biodiversity, climatic condition, green belt development

and occupational health & safety shall also need to be monitored periodically.
PROJECT BENEFITS
All industrial projects have both positive and negative effects in and around the Industry location due to its
various operational activities. This plant is beneficial to the surrounding area and community in terms of
infrastructural and social development, boosting employment and other benefits. The proposed project has a
potential for employment of skilled, semi-skilled and unskilled employees.other benefits are as follows:

 Disposal of sludge becomes more organized and easy.


 Advantage to small scale Industries as they cannot afford to have individual ETPs.
 The status of sanitation and community will be maintained in good condition at the project site.
 There will not be any ecological threats from the project as there is no ecologically sensitive area present
within 5 km radial area from project site.
 The organic matter and nutrients removed in the form of biological sludge will act as resource and will be
used as manure for the plantation and green belt in the industrial area and in agricultural fields in the
surrounding area.
 A peripheral greenbelt/ plantation will be provided which will improve the aesthetics value of the area

Air Environment

 Maintenance of all internal & main excess road.


 Water Sprinkling in entire road.
 Development of Green Belt all along the road and other vacant area.

Water Environment

 To measure the quantity of inlet and outlet effluent appropriate size flow meter will
be installed.
 Adequate quantity of land has been air marked for the development of Green belt
around the facility to reduce the emission beyond the plant boundary.
• In Laboratory the wastewater parameters including heavy metals, pH, BOD, COD, TSS,
TDS, DO etc. shall be analysed and record maintained.

Solid & Haz. Waste Management


 During construction phase, major component of the solidwaste can be the
overburden of the area which will be removed during clearing of the land.
 Other waste such as metal, non-metal plastic and other material will be stored
and send to the authorized waste management unit or to the recyclers.

 Chemical sludge from settling tank will be drained to sludge drying beds for solar

evaporation.
 Concentrate effluent filter from sludge drying bed will be taken back to equalization tank for re-

treatment.

 the dry sludge shall be transported to sludge disposal site as per directions of Madhya Pradesh

Pollution ontrol Board.

Green Belt Development


 Out of the total project area i.e. 8312.00 sq. m, 35.9% of the proposed project area is proposed to be
developed into green belt.

 A green belt of tree plantation around the project site of CETP Plant will help to capture the

particulate matter in and around the project area and hence reduce the pollution to a great extent.
CONCLUSION
 It is evident from the study finding that the effluent generated from the industrial
estate/ area is highly polluted and it is not fit for direct discharge on land or surface
water. There is no comprehensive wastewater treatment facility present at the Industrial
area. It is very much essential to set up a Common Effluent Treatment Plant (CETP) to
treat the wastewater generated from all the industries in the industrial area in a cost
effective way.
 The treated effluent from the proposed Common Effluent Treatment Plant (CETP) shall
be partially used for green belt, chemical solution preparation in the CETP itself and
remaining treated water will be given to member industries which will help in the
reducing the fresh water requirement. No effluent will be discharged into any surface
water bodies.
 The project is expected to accelerate employment opportunities to local people and open
a new vista for development of trade and industry. This will give further force to
