“AS AND WHEN REQUIRED”
• Scope of Work :- With detailed specifications in
Annexure- I, II & III
Annexure-I:- Fixed Routine Maintenance work.
Annexure II:- Breakdown/ Planned Shutdown work.
Annexure III:- Other miscellaneous works on As
and when required basis.
• The rates in the AMC have been taken
from SOR of BSPTCL, Govt. of Bihar
labour rate, MSETC & Delhi Transco. Ltd.
• Where the rates are not available, it has
been reasonably assumed .
House Keeping
• Cleaning and Sweeping of control room building, office area, colony
area and Road of switchyard .
• Cleaning of vegetation from switchyard including uprooting of
small tree, plant and shrubs, anti weed treatment. Cleaning of
other creepers from different structures, boundary wall/metal
fencing and other buildings inside premises of GSS.
• Maintaining lawn, decorative plants and watering from time to
time as per requirement. The agency shall be responsible for
making arrangement of grass cutter for maintaining lawn and
skilled gardener for maintaining decorative plants.
• Cleaning of overhead drinking water tank with the application of
UV lamp, vacuum pump and chemicals as per requirement
quarterly.
House Keeping
• House keeping for existing system of Fire extinguisher
available in GSS.
• Cleaning of sanitation system and sewage system for
maintaining hygienic condition in GSS and colony area.
• Cleaning of office furniture, changing and washing of
bed sheets, curtain and towels etc. of the guest room.
• Supply of all kind of consumables such as lizol,
napthalene balls, duster, brooms, cleaning brush, room
freshener, hand wash, harpic, hand gloves, jacket and
other items required to maintain hygiene.

Terms and condition for house keeping

• The company must be registered under GST having valid PAN


No. of the company/firm
• The firm should have valid labour license of competent
authority as per guidelines issued by Central/ State
Government
• The agency shall have to maintain ledger for all the consumable
items which shall be verified by E/I from time to time.
• The contractor shall be responsible for arranging and
maintaining at its own cost all materials, tools and plants,
water, electricity assets, facilities for workers and all other
service required for executing the work unless otherwise
specifically provide for contract documents.
Financial position
• The Minimum Average Annual Turnover (MAAT) for
best one year out of last three years should not be
less than 25% of estimated cost of the tender.
• The tenderer should submit audited balance sheet
of last 3 years in the commercial part of the tender.
• The bidder shall have liquid Assets (LA) or / and
evidence of access to or availability of credit
facilities of not less than 10 percent of estimated
cost mentioned in NIT.
Earnest Money and Security Money
• The amount of EMD shall be 2% of estimated cost.
• The EMD shall be either in form of Bank Draft or
Bank Guarantee.
• An amount of 10% (ten percent) of total contract
value OR At the time of agreement 5% (five
percent) will have to be deposited as initial
security deposit and balance 5% (five percent) will
be deducted from the running bill of the
contractor.
Payment
• 100% (hundred percent) payment will be
made after successful completion of work on
monthly basis on submission of monthly bill in
triplicate duly certified by the AEE/Work-in-
charge on the basis of actual work done.
• Payment will made within 21 days after
submission of bill by contractor.
Penalty
• In case of any kind of loss to BSPTCL property
due to bidder’s negligence, the same will have
to be made good by the bidder at own cost &
risk or will be recovered from the bill
accordingly
• If the contractor fails to provide and maintain
required minimum man power as per contract,
then 150% of that shortfall will be recovered
from the contractor’s bill.
Black listing
• Any bidder directly or indirectly, if found to be
involved in fraudulent and collusive practices,
may be black listed for a period of up to 3
years.
• If the contractor denies to work after award of
contract, they are liable to be debarred or
black listed from participating in future tender
of BSPTCL for the period ranging from 0 to 3
years.
T&P and Consumables
• Grass cutter
• Vacuum cleaner
• UV lamp, vacuum pump and chemicals
• Consumables like lizol, napthalene balls, duster,
brooms, cleaning brush, room freshener, hand
wash, harpic, hand gloves, jacket etc
• First aid box.
• Any other item as per instruction of work in-
charge.
SAFETY & INSURANCE
• All the safety appliances and protective devices
such as hand gloves, helmet, safety belt, gum
boot etc. shall be provided by the bidder to
their workman as per requirement at their own
cost.
• All safety precautions to be ensured by the
concerned agency.
• Proper insurance coverage for their workmen to
be ensured by the concerned agency.

Annexure-I
Fixed Routine maintenance works in GSS
• Battery maintenance.
• Cleaning of cable trench.
• Cleaning of panels, JB's, BMK, Marshalling box etc.
• Thermo vision scanning of Switchyard.
• Sub-station earth resistance measurement of
panels, transformers, equipments etc.
• lighting, indicating bulb replacement in the
control and relay panel, AC, DG set etc.
• Maintenance of ACs.
Annexure-I
Fixed Routine maintenance works in TL
• Ground patrolling.
• Replacement of missing tower member.
• Thermovision scanning.
• Prunning of trees.
Annexure-II
Emergency/Breakdown/Schedule maintenance Works for GSS

• Dismantling/erection/commissioning/overhau
ling of different equipments.
• Replacement of insulator string/post insulator,
clamps and connectors, jumpers etc.
• Dismantling/laying/removing of power
cable/control cable.
• Repairing of DG set, AC.

Emergency/Breakdown/Schedule maintenance Works of GSS
• Attending leakage/seepage of Power Transformer.
• Top up of transformer.
• Strengthening of earth pits.
• Attending bus side work.
• Providing welder/cutter for maintenance activities.

• Replacement of damage jumper.


• Replacement of Broken/damaged conductor.
• Repairing of Cross arms.
• Repairing of stub. etc
Annexure- IV

• Standard Operating Protocol i.e. SOP


approved by BSPTCL.
• Time bound defined for Breakdown
maintenance works.
Terms & Conditions
Period of contract:-
  One years from the date of agreement and
can be extended for further one year on
mutual acceptance and based on satisfactory
performance.
Technical experience

• The bidder should have experience of doing similar


works successfully during last 3 years as
contractor/sub-contractor/JV at the time of
submission of tender with following condition:
• In case of Joint venture, at least one partner should
fulfill the above criteria.
• Three similar completed works costing not less than
the amount equal to 20 % of the estimated cost, or
• Two similar completed works costing not less than
the amount equal to 30 % of the estimated cost, or
• One similar completed work costing not less than the
amount equal to 50% of the estimated cost. 
Technical experience
• Similar works means
“Construction/Attending to the Breakdowns
and Running Maintenance works in 132 kV or
above voltage level GSSs at State
Transmission Utility/any govt.
agency/PSUs./Private utility ”
• The contractor should have liquid asset
amounting 10% of the estimated value.
Security Money

• Either 10% (ten percent) of the ordered value


of Annexure-I in aggregate in the form of BG.
OR
• At the time of agreement 5% (five percent)
will have to be deposited as initial security
deposit and balance 5% (five percent) will be
deducted from the running bill of the
contractor.
Payment
• The contractor will submit the monthly bill in triplicate
by the 7th (Seventh) of next month.
• verification of bill by the work-in-charge will be done
within next seven days.
• checking and verification of bill will be done by
concern EEE of that division within next seven days of
submission of bill by work-in-charge.
• Concern ESE of the circle and account wing will
ensure payment of bill to the contractor by next seven
days i.e. within 21 days of submission of bill date by
contractor.

Below 99.0% TAFM, BSPTCL shall impose penalty for every 0.1%
decrease and 2 of amount of monthly bill as penalty shall be
deducted for not exceeding a maximum of 10% for the said
month
Payment

• Payment for Annexure – II & Annexure –


III, related works will be made after
deducting 10% of the amount as security
deposit from monthly running bill, which
will be refunded after three months from
the successful completion of contract.
• Payment/Incentive/Availability/Penalty will be
reviewed yearly after assessment of the system
Penalty
• If the contractor fails to respond within a reasonable
period of time to execute the work in
emergency/breakdown, the same shall be got done
through some other agency & the extra expenditure (if
any) so incurred i.e. difference between tender rate
and other agency rate, shall be deducted from the bills
of the contractor.
• For fixed/Routine maintenance work, if the contractor
fails to respond as per satisfaction of work-in-
charge/Engineer-in-charge 150% of the short fall as
penalty will be recovered from the bill of the
contractor

• The contractor should posses the required
T&P of standard make/quality essential for
executing various maintenance work
throughout contractual period.
• It shall be the responsibility of contractor to
replenish and maintain the existing T&P on
regular basis.
T&P for TL(Minimum oneSet for each decentralized gang)
• Hydraulic compressor Machine with suitable dies.
• Welding set
• Drilling machine
• Gas cutter
• Chain pulley blocks upto 5 tons, rope and pulleys, come along clamps
• T&P for tightening like spanners, pliers, wrenches, Heck saw frame with high speed
blades, hammer etc. of different sizes.
• Temporary lighting arrangement like extension boards, vapor lights etc.
• Turn Table.
• Set of discharge rods.
• Thermovision camera for transmission lines.
• Portable emergency lightening system (1-Set)
• Tablet PC/Mobile based on Android operating system with GPS feature for online
reporting of patrolling and maintenance activities as well as daily attendance of
staffs.
• Heavy duty dry cell or rechargeable (Without Acid) torches
• First Aid box

•Portable emergency lightening system.
•Tablet PC/Mobile based on Android operating system with GPS feature for online
reporting of patrolling and maintenance activities as well as daily attendance of staffs.

Guarantee
• The contractor will have to take the guarantee
of maintenance work as per schedule decided
by Engineer-in-charge.
• The work shall be carried out strictly as per
specifications of various equipments manuals.
• the contractor shall provide a guarantee to
remedy any defects at his own cost in his work
due to faulty workmanship within a
reasonable period of time.
Obligations
• The contractor will make arrangement for safe
transportation of various materials/equipments.
• The contractor will also ensure marking of the
working zone and ensuring the safety of
equipments and labor working in his
own/authorized representative presence.
• Any deviation in the services from specification
approved by BSPTCL, the contractor shall be held
responsible and losses if any caused by that will
be recovered from contractor.
Accommodation
• Accommodation will be provided by BSPTCL
only to the authorized personnel of
contractor, subject to its availability; for the
workmen deployed.
• In case of non-availability BSPTCL shall not
be bound to provide place for
accommodation. Nevertheless, Rs. 500/-per
month per workman will be paid in this
regard to the contractor towards
accommodation.
Safety
• All the safety appliances and protective
devices shall be provided by the bidder
to their workman at their own cost.
• All safety precautions shall be the
concern of the contractor and BSPTCL
shall not take any responsibility for injury
or loss to men or materials on account
of safety.
Safety
• The contractor ,before starting the work
shall obtain clearance from site in charge
by taking “permit to work”.
• Contractor shall be required to strictly
adhere to the safety regulations and
Electricity regulation/Act.
Contractor’s Representative
• The contractor shall depute authorized
representative for execution of the
contract, who shall be available for
communication during any time.
• The contractor or their authorized
representative shall always be present at
the site while the work is in progress.
BLACK LISTING
• Any bidder directly or indirectly, if found to be

of BSPTCL for the period ranging from 0 to 3

Execution of work

•Immediately after receipt of the work order,


the contractor shall take prompt action in
planning the work in consultation with the
concerned AEE/EEE.
•shutdowns will be arranged by concerned
AEE. The detailed programme should be
chalked out before execution of work.
• Shutdown, “as and when required” if
possible, will be arranged by the concerned
work In­charge.
 
Execution of work

•BSPTCL reserves the right to demand the


Contractor's services on holidays as well as
beyond the normal working hours.
• The Contractor shall have to start the
breakdown/emergency maintenance works
within two hours on short notice/telephonic
message from field officials even during odd
hours .
Execution of work
• Scheduled/Routine maintenance work will usually be
carried out during normal working hrs. However, in
case of emergency it shall also be done as and when
required. for that no extra payment shall be made.
• In case of any delay due to system constraints/ non
availability of shut downs/bad weather / any
deliberate delay on the part of contactor etc. no extra
payment shall be made to the contractor.
• The work will be carried out strictly in the presence
of concerned J.E.E./site-in -charge /Asstt. Executive
Engineer/work- in- charge.
QUANTITY VARIATION
– The overall value of contract can vary up to ±
25% of the ordered value of Annexure-I only.
– The quantities mentioned in Annexure-II & III of
the price bid are only indicative and may vary
upto any extent as per actual site requirement.

• During contract period of AMC inclusion of


new lines and GSSs under respective circle
should be treated also as a part of scope of
work.
